HomeMy WebLinkAboutMinutes_HARC_03.23.2017City of Georgetown, Texas Historic and Architectural Review Commission Minutes Thursday, March 23, 2017 at 6:00 p.m. Council and Courts Building 101 E. 7t" Street Georgetown, TX 78626 Members present: Lee Bain, Vice -Chair; Justin Bohls, Secretary; Patty Eason; Shawn Hood, Arthur Browner and Lawrence Romero. Commissioners in Training present: Terri Asendorf Hyde and Karl Meixsell Commissioners absent: Chair, West Short - Resigned Staff present: Matt Synatschk, Historic District Planner; Sofia Nelson, Planning Director; and Stephanie McNickle, Recording Secretary. Call to Order by Commissioner Bain at 6:00 p.m. with the reading of the meeting procedures. Commissioner Bain invited Commission in Training Terri Asendorf Hyde to sit on the dais in place of absent member Chair West Short. Regular Session A. Welcome and Meeting Procedures Legislative Regular Agenda At this time Item E was moved to the 1St item for review B. Consideration and possible action to approve the minutes of the January 26, 2017 regular meeting. Motion by Commissioner Eason to approve the minutes as submitted. Second by Commissioner Bohls. Approved 7 - 0. C. Review and discuss HARC purpose and approve recently adopted bylaws. Karen Frost, Recording Secretary Motion by Commissioner Eason to accept the bylaws with the change of the title Section 2.3 Appointment of Commission members and Commissioner -in -Training members since there are no longer Commissioners in Training, but are now Alternates. Second by Commissioner Bohls. Approved. 7 - 0. There was discussion that this would change the dynamics of the meeting and that the naming of the alternates was not correct. Alternates are no longer "in -training' but will serve on the dais when any regular member has to be away from their seat, either with absence or recusal. D Review of the City Council's Boards and Commissions Attendance Policy. Karen Frost, Recording Secretary Matt Synatschk reviewed over the attendance policy for both commissioners and alternates. E Election of Vice -chair and Secretary for the 2017-2018 Historic and Architectural Review Commission.. West Short, Commission Chair Motion by Commissioner Bohls to nominate Commissioner Bain to serve as 2017-2018 Vice - chair. Second by Commissioner Romero. Approved. 7-0 Historic and Architectural Review Commission Page 1 of 2 Meeting: March 23, 2017 Motion by Commissioner Eason to nominate Commissioner Bohls to serve as 2017-2018 Secretary. Second by Commissioner Romero. Approved. 7-0 F Discussion and possible action to appoint two members to the HARC Demolition Subcommittee. West Short, Commission Chair Motion by Commissioner Bohls to nominate Commissioner Romero and Commissioner Hood to serve as HARC Demolition Subcommittee. Second by Commissioner Eason. Approved. 7-0 G Consideration and action to appoint the HARC Historic Resource Survey Subcommittee. West Short, Commission Chair Motion by Commissioner Eason to nominate Commissioner Browner to serve on the HARC Historic Resource Survey Subcommittee. Second by Commissioner Romero. Approved. 7-0 H Public Hearing and Possible Action on a request for a Certificate of Appropriateness (COA) for exterior alterations for the property located at 1226 South Church Street bearing the legal description of Morrow Addition, Block D -E (PTS), 0.466 acres (COA-2017-005) Matt Synatschk provided an overview of the Certificate of Appropriateness application request and description of project. Staff recommends approval as presented. Vice -chair Bain invited the applicant to speak. Applicant stated he will be glad to answer any questions. Vice -chair Bain opened the Public Hearing. No one came forward, the Open Hearing was closed. Motion by Commissioner Eason to approve the request for a Certificate of Appropriateness (COA) for exterior alterations for the property located at 1226 South Church Street bearing the legal description of Morrow Addition, Block D -E (PTS), 0.466 acres. Second by Commissioner Romero. Approved. 7-0 Conceptual Review for a proposed Infill Project located at 810 Rock Street (Downtown, Area 2) - Matt Synatschk Staff along with Mr. Pfiester gave a brief history and presentation of the proposal and asked for input from the commissioners. Discussion between Mr. Pfiester and the commissioners. Commissioner Eason stated she is concerned with the parking. She suggested full size parking spaces and not have any spaces for compact cars only. J Update on Preservation Month activities - Matt Synatschk, Historic Planner Staff updated and gave important activity dates for the month. K Update and review of Historic Resource Survey schedule, including public hearings and notifications.
