March 10, 2017

Regular Session
A. Call to Order: Mr. Johnson called the regular GTAB Board meeting to order on
Friday, March 10, 2017, at 10:00 AM.
Georgetown Transportation Advisory Board may, at any time, recess the Regular
Session to convene an Executive Session at the request of the Chair, a Board
Member, The City Manager, Assistant City Manager, General Manager of
Utilities, City Council Member, or legal counsel for any purpose authorized by
the Open Meetings Act, Texas Government Code Chapter 551, and are subject to
action in the Regular Session that follows.
B. Introduction of New Board Members and Visitors – Steve Johnston, Chair
Employee Recognition – Mark Miller, Transportation Services
Manager
C. Industry/CAMPO/TxDOT Updates – Ed Polasek, Transportation Services
Coordinator
Reviewed the TTI list of transportation bills being presented to either the house
or the senate categorized as, unmanned aircraft, right of way and domain,
portable hand held devices – distracted driving. Mokan corridor update –
Polasek presented visual aids showing the Mokan corridor. Polasek has been
working with TxDOT and CAMPO to possibly creating a Mokan corridor reuse
project, they had a second meeting yesterday, the scope of work was on a
feasibility study and analysis and there will be a proposed project from CAMPO,
funding source unknown. The Mokan corridor is 70% owned by TxDOT, the
City of Georgetown is the second largest owner. CAMPO update – Ed Polasek
has been elected the new chair of the Policy Board. Polasek will continue to
work with CAMPO on the Technical Advisory Committee and work with issues
going through the Policy Board.
D. March 2017 Project Updates – Wesley Wright, P.E., Systems Engineering Director
E. Discussion regarding the Airport Monthly Report and Project Time Lines. – Russ
Volk, C.M., Airport Manager and Octavio Garza, PE, CPM, Public Works
Director
F. Presentation and discussion of the 2017 Transit Service Plan -- Nat Waggoner,
Transportation Analyst, PMP®, AICP, Keith Hutchinson, Public Communication
Manager
Waggoner gave a presentation of what will be presented to the public open
house on March 21st, from 4-7PM. So far, since advertising the open house, there
has been good feedback from community. Hutchinson presented the process for
naming and branding the transit program.
G. Review Board/Meeting Procedures - Cindy Alejandro, Board Liaison

The Board will individually consider and possibly take action on any or all of the
following items:
H. Nominations and election of Vice-Chair of the GTAB Board. – Steve Johnston,
GTAB Chair Person
Motion by Hellmann second by Marler to nominate Ron Bindas as Vice Chair of
the GTAB Board, Approved 7-0-2 (Noble and Hesser absent)
I. Nominations and election of Secretary of the GTAB Board. – Steve Johnston,
GTAB Chair Person
Motion by Bindas second by Hellmann to nominate Donna Courtney as
Secretary of the GTAB Board, Approved 7-0-2 (Noble and Hesser absent)
J. Review and possible action related to the Day and Time of GTAB Board Meetings.

Motion by Hellmann second by Courtney to keep the GTAB Board meeting on the
second Friday at 10:00 AM except for the December meeting which will be on
Thursday Dec 7th. Approved 7-0-2 (Noble and Hesser absent)
K. Review and possible action to approve the minutes from the Regular GTAB Board
meeting held on February 10, 2017. - Cindy Alejandro - GTAB Board Liaison
Motion by Hellman second by Bindas to approve the minutes as presented.

L. Consideration and possible recommendation to establish the Georgetown
Transportation Advisory Board as the committee that will review the City of
Georgetown’s Pavement Management Program. Octavio A. Garza, P.E. C.P.M,
Public Works Director and Mark Miller, Transportation Services Manager.
Octavio Garza gave a presentation of what the Pavement Program would consist
of.
Motion by Mills second Marler to establish the Georgetown Transportation
Advisory Board as the committee that will review the City of Georgetown’s
Pavement Management Program. Approved 7-0-2 (Noble and Hesser absent)
M. Consideration and action to approve Task Order KPA-17-006 with Kasberg
Patrick & Associates, LP of Georgetown, TX in the amount of $338,035.00 for
Professional Engineering Services related to the 2017 Hot in Place Asphalt
Recycling Projects, the 2017 Curb and Gutter Replacement Projects, the 2017
Citywide Street Point Repairs, 17th Street Rehabilitation, and Austin Avenue
Improvements. – Wesley Wright, P.E., Systems Engineering Director
Wes Wright gave a presentation to the Board explaining what exactly the Task
Order encompasses.
Motion by Courtney second by Mills to approve Task Order KPA-17-006 with
Kasberg Patrick & Associates, LP of Georgetown, TX in the amount of
$338,035.00 for Professional Engineering Services related to the 2017 Hot in Place
Asphalt Recycling Projects, the 2017 Curb and Gutter Replacement Projects, the

N. Consideration and recommendation to award Bid Number 201711 to M.A. Smith
Contracting Company, Inc., of Austin, TX in the amount of $1,099,802.55 for
Citywide Sidewalk Improvements - Wesley Wright, P.E., Systems Engineering
Director
Wes Wright gave a presentation of the sidewalk improvement.
Motion by Marler second by Allen to approve the award Bid Number 201711 to
M.A. Smith Contracting Company, Inc., of Austin, TX in the amount of
$1,099,802.55 for Citywide Sidewalk Improvements. Approved 7-0-2 (Noble and
Hesser absent)
The board and staff elected that Item O needs to be discussed in Executive
Session under section 551.071 – Consultation with Attorney.

Lease Agreement between GAABT Aviation, Inc. and City of Georgetown. - Russ

the terms discussed in Executive Session, for the improvement of SE Inner Loop.
