The Parks and Recreation Advisory Board —Parkland Dedication Committee met Tuesday,
January 31, 2017 at 6:00 pm at 1101 N. College Street, Georgetown, TX 78626.
Regular Session — To begin no earlier than 6:00 pm.

A Call to Order
The meeting was called to order by Scott Macmurdo at 6:00 pm.

C Discussion on proposed changes to Chapter 13.05 of the UDC regarding Parkland
Dedication.
Kimberly Garrett passed out a timeline for the final UDC being presented to council. She will
work on a chart of what other cities currently have in their ordinances and send it to the
committee members. Kimberly Garrett will send the link of the report written by John L.
Crompton with the Department of Recreation, Park and Tourism Sciences at the Texas A&M
University, "An Analysis of Parkland Dedication Ordinances in Texas", Scott Macmurdo asked
if other cities based their parkland on dwellings or on acreage. Kimberly Garrett stated the city
has based it by dwelling units but other cities have based it on acreage and some calculate by
density. Kimberly Garrett stated we would like the ordinance to be simplistic and straight
forward. Kimberly Garrett presented a chart that has current ordinance highlights and
proposed changes. Scott Macmurdo stated he would like to have a logic behind the proposal
and look at what other city departments spent on land acquisition. Scott Macmurdo suggested
on flood plain to be a trail easement as a standard for property development that might be
separate from a parkland easemenk Kimberly Garrett stated she would want the development
to build the trail which ties into the parkland improvements. She would like to see the
developers put in the improvements to the parkland. Fee land component and parkland
improvement would be a requirement. There was discussion on private parkland and getting
credit for it and there was a discussion on pools. There was discussion about changing the
number of park dedication zones. There was discussion on heritage trees and get credit for the
heritage trees. Additional recommendations from the committee were no credit for golf courses
or swimming pools, no credit for flood plain, consider the city council districts as zones, and
look at a tiered fee based on density.
Kimberly Garrett will present information to the UDC at next Wednesday's meeting. The
parkland committee will meet February 1611, at 6 pm. Kimberly Garrett will send the committee
a draft from the UDC.

meeting adjourned at 7:20 pm.
