Planning and Zoning Commission Meeting
Minutes
Tuesday, September 20, 2016 at 6:00 PM
Council and Courts Building

Commissioners: Josh Schroeder, Chair; Kevin Pitts, Vice-Chair, Scott Rankin, Secretary; Andy
Webb, Tim Bargainer and Alex Fuller

Staff Present: Sofia Nelson, Planning Director; Jordan Maddox, Principal Planner and Karen
Frost, Recording Secretary.
A. Chair Schroeder called the meeting to order at 6:00 p.m. and lead the Pledge of Allegiance.
Chair Schroeder stated the order of the meeting and that those who speak must turn in a
speaker form to the recording secretary before the item that they wish to address begins. Each
speaker is permitted to address the Commission once for each item, for a maximum of three (3)
minutes, unless otherwise agreed to before the meeting begins.
B. As of the deadline for this agenda, no persons were signed up to speak on items other than
what was posted on the agenda.
Consent Agenda
The Statutory Consent Agenda includes non-controversial and routine items that may be acted
upon with one single vote. An item may be pulled from the Consent Agenda in order that it be
discussed and acted upon individually as part of the Regular Agenda.
C. Consideration of the Minutes from the September 6, 2016 P&Z meeting. Karen Frost,
Recording Secretary
D. Consideration and possible action on a Preliminary Final Plat for 56.91 acres out of the John
Berry Survey to be known as Pecan Branch Phase II (PFP-2016-002) - Matt Synatschk,
Historic Planner
E. Consideration and possible action on a Preliminary Final Plat for 1.614 acres out of the
Clement Stubblefield Survey to be known as Church Street Townhomes (PFP-2016-003) -
Matt Synatschk, Historic Planner
Motion by Commissioner Bargainer to approve the consent agenda including the minutes
from the September 6, 2016, Planning and Zoning meeting. Second by Commissioner
Fuller. Approved 6 – 0 – 1, Marler absent.

Legislative Regular Agenda
F. Update on UDC Amendment Process and Next Steps
Jordan Maddox addressed the Commission and explained that the UDC updates were
almost ready and would be going through the Public Review process soon. The first public
hearing will be held at the UDC Advisory Committee meeting on October 12th. Staff is
taking the proposed language to the Council Workshop for discussion on October 26. There
will be an Open House in mid-November to discuss the proposed changes with the public.
Public Hearings will also be held at the Planning and Zoning Commission meeting in late
November. Then at the 1st and 2nd Readings at the City Council level in December, possibly
into January.
Commissioners asked that all drafts and schedules be put online for public review. Maddox
stated everything would be online by the end of September.
G. Discussion Items:
Update on the Unified Development Code Advisory Committee (UDCAC) meetings.
(Commissioner Bargainer) No new information to present.
Update on the Georgetown Transportation Advisory Board (GTAB) meetings.
(Commissioner Rankin) No information to give.
Questions or comments from Commissioners-in-Training about the actions and matters
considered on this agenda. No questions were asked.
Reminder of the next Planning and Zoning Commission meeting on October 4, 2016 at
Council Chambers located at 101 East 7th Street, starting at 6:00 pm.
Motion by Webb, second by Bargainer to adjourn at 6:11 p.m.
