HomeMy WebLinkAboutLead Human Resources GeneralistPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Lead Human Resources Generalist FLSA Category: Exempt Pay Grade: 29 Effective Date: 06/01/2016 SUMMARY: Under general supervision of the Human Resources Director or Assistant Human Resources Director, performs a full range of duties related to the functions of the Human Resources Department as assigned, including employee training and development, employee relations, Civil Service administration, and labor relations technical and administrative support. Provides professional level coordination of Human Resources Department activities by researching, collecting, and analyzing data, developing narrative and statistical report, and leading staff. Leads various department projects and staff assigned to those projects. Provides assistance to the public and City employees with HR related matters with heavy emphasis on achieving solutions and exhibiting excellent customer service. Essential duties and responsibilities may include, but are not limited to, the following:  Serves as a resource to employees and managers regarding employment procedures; responds to questions from and advises employees regarding City policies and processes.  Ensures organizational compliance with federal, state, and local employment laws.  Assists employees with personnel issues, promotional opportunities and routine grievance issues.  Conducts new employee orientation.  Communicates with managers, supervisors, employees, governmental entities, consultants, and other Human Resource professionals to obtain information and to resolve issues.  Researches issues, compiles information, and composes special reports to provide information to City departments and HR staff.  Analyzes various Human Resources functions and makes recommendations to improve the effectiveness and efficiency of HR operations.  Maintains familiarity, gives input and assists with all other HR functions.  Composes, prepares and reviews a variety of reports, memorandums, presentations and documents, as assigned. Performs a wide a variety of HR duties, which may include assisting the department in the following areas depending on assignment.   Employee Training and Development -- Develops and coordinates and/or delivers a wide variety of training programs aligned with the city’s core values and Council initiatives including, but not limited to leadership development, succession planning, supervisory skills, sexual harassment, diversity, human resources processes, etc. Creates and maintains programs reinforcing organization values.  Employee Relations -- Advises employees, supervisors and managers on application and interpretation of personnel policies, practices and procedures; assists with recommendations for disciplinary actions and other employee relations matters; prepares response to unemployment claims, assist with the development and maintenance of human resources policies.  Performance Management -- Coordinates the performance management process; updates and maintains performance evaluation forms and related documents; inputs, tracks and analyzes merit increase data and develops related correspondence; identifies and recommends process improvements.  Civil Service – Serves as Deputy Civil Service Director; Coordinates pre-employment and promotional processes for sworn police and fire personnel; provides administrative support to the Civil Service Director; performs Page 2 of 2 records/information management functions; provides assistance to employees and supervisors on a variety of issues.  Labor Relations – participates and assists Director in labor relations activities include Police and Fire Meet and Confer negotiations and administration. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Bachelor’s Degree from an accredited college or university with major coursework in Human Resources, Social Science, Psychology or related field. Five years of full-time work experience in Human Resources. Public sector and Public Safety human resource administration experience preferred or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities. Knowledge of:  Applicable Federal, state and local rules, regulations, guidelines, policies and procedures related to Human Resources practices, policies, and procedures.  Federal, state and local rules, regulations, guidelines, policies and procedures related to FMLA, ADA, worker’s compensation, and related employment discrimination legislation.  Principles and practices of Human Resources, including training, employee relations, labor relations, and civil service administration.  Supervision of people.  Customer service and public relations practices and methods.  City policies and procedures. Skill in:  Interpreting and applying pertinent, applicable federal, state and local laws, codes and regulations.  Communicating effectively, both orally and in writing.  Resolving complaints and concerns.  Researching and analyzing a variety of information.  Establishing and maintaining effective working relationships both internally and externally.  Operating a computer and various software programs.  Exercising sound professional judgment, decision-making and ethics.  Writing clear, accurate, and timely documentation.  Writing clear and concise memos in non-technical terminology to brief managers, supervisors LICENSES AND CERTIFICATION REQUIREMENTS Valid Class C Texas driver’s license PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing, balancing, vision, hearing, talking, use of foot controls.
