A. Call to Order Mr. John Pettitt called the regular GTAB Board meeting to order on Friday,
May 13, 2016 at 10:00 AM
Georgetown Transportation Advisory Board may, at any time, recess the Regular
Session to convene an Executive Session at the request of the Chair, a Board Member,
The City Manager, Assistant City Manager, General Manager of Utilities, City Council
Member, or legal counsel for any purpose authorized by the Open Meetings Act, Texas
Government Code Chapter 551, and are subject to action in the Regular Session that
follows.
B. Introduction of Visitors
C. Industry/CAMPO/TxDOT Updates: CAMPO's fiscal agents, for the past 15 years, have
been reporting to the City of Austin. At the last board meeting the fiscal agents were
transferred to Williamson County. While CAMPO is going through this transition they
have created a committee to evaluate their Board and Committee structure.
D. Discussion regarding the Project Progress Reports and Time Lines — Bill Dryden, P. E.,
Transportation Engineer, Mark Miller, Transportation Services Manager and Edward G.
Polasek, AICP, Transportation Services Director.
E. Presentation and discussion of results of the first public meeting of the Austin Ave
Bridges Project -Nat Waggoner, PMP@, Transportation Analyst and Edward G. Polasek,
AICP, Transportation Services Director.
F. Discussion regarding the Airport Project Progress Report and Time Lines. — Russ Volk,
Airport Manager and Edward G. Polasek, AICP, Transportation Services Director.

G. Review and possible action to approve the minutes from the Regular GTAB Board
meeting held on April 8, 2016. — Jana Kern, GTAB Board Liaison
Motion by Rankin second by Courtney to approve the minutes. Approved 7-0-2

H. Consideration and possible recommendation to award a contract to Cholla Pavement
Maintenance, of Apache Junction, Arizona, for two course chip seal and Polymer
Modified Masterseal (PMM) on streets identified in the Pavement Management Program
for $1,600,719.40 — Mark Miller, Transportation Services Manager and Edward G.
Polasek, AICD, Transportation Services Director
Miller reviewed with the Board the streets that this contract is to cover. Motion by
Noble second by Hellmann to approve a contract with Cholla Pavement Maintenance in
the amount of $1,600,719.40. Approved 7-0-2 (Johnston & Behrman absent)
I. Consideration and possible recommendation to approve a task order with Kasberg,
Patrick and Associates L.P. ("Engineer") of Georgetown, Texas, for the 2016 Curb and
Gutter Replacement and Sidewalk design Project in the amount of $117,940.00 — Edward
G. Polasek, AICD, Transportation Services Director, Bill Dryden, P.E., Transportation
Engineer and Mark Miller, Transportation Services Manager.
Miller explained what this task order is for and where the curb & gutter work will take
place. Motion by Courtney second by Bindas to approve Task Order KPA 16-006 for the
2016 Curb and Gutter Replacement and Sidewalk design Project in the amount of
$117,940.00. Approved 7-0-2 (Johnston & Behrman absent)
J. Discussion and direction to Staff concerning Texas Department of Transportation Draft
MOBILITY35 Aesthetic Guidelines along the 1-35 corridor from Georgetown to San
Marcos. — Bill Dryden, P.E., Transportation Engineer and Edward G. Polasek, AICD,
Transportation Services Director.
Dryden gave the Board a presentation on the guidelines. No Action Required.

AIRPORT PROJECT PROGRESS REPORT AND PROJECT TIME LINES
Good morning Mr. Chairman, members Vfthe GTABboard, city staff and ladies and gentlemen.
My name is Hugh C. Norris, Jr. I am a member of the Airport Concerned Citizens (ACC).
This isthe 55thpresentation b«ACC members tothe city council and/or the GTAB since
January 14, 2014. These presentations are demands for compliance by the city, TxOOTand FAA
with the National Environmental Policy Act (NEPA) regarding expansion of aviation operations
and fiscal transparency for the Georgetown Municipal Airport. Atthe January I/, 2014
statement to the City Council we requested a hold on federal funds for our airport for five
federal grants the planning of which had not complied with NEPA. The federal grant for the 25-
e|ennent,I5l4GR(STNwas one ofthe five.
NEPA requires federal funding agencies to determine prior to funding commitments for local
use the extent ofsignificant adverse impacts ofsuch funding b«preparation ofan
Environmental Impact Statement (EIS) unless the preparation of an Environmental Assessment
(EA)demonstrates anEIS isnot necessary. |nthe past 37years offederal funding for our
airport there has not been a single EA or EIS prepared for a completed grant airport projectand
that includes the 1514GRGTN.
The public has aright toinformation regarding the city's plans for the airport, its financing and
conflicts with the NEPA. The city's continuous mantra that "We'nenot expanding anything at
the airport—'ustdo|ngsorne safety, reliability and rnainLenance."isnot true. That city position
isatodds with the current 2OO5Airport Master Plan. Provided toyou this morning |s "Airport
Project History", a document prepared by TxDOT for each Texas airport funded with state and
federal funds. The report shows atotal of35 separate funding actions for atotal of
$15,230,693for our airport. This report only shows costs and projects forgrants
administratively complete. For example, it does not include airport grants 1314{5RGTN,
15I4GRGTNor16W9PGRGTN.
This TxDOTreport shows the separate federal grants applied tothe original airportthat
consisted of two asphalt 4,100 linear feet runways both designed for light weight aircraft under
25,ODOpounds weight with little orno surrounding buildings. |twas, generally, asocially
acceptable facility until federal grant funding began in 1879. Over the intervening years the
airport has been transformed to service more, noisier, heavier aircraft of 75,000 pounds dual
wheel types, for 24hour day and night illuminated and pilot guided operations off runways of
5,000 and 4,100 linear feet with a substantial number of hangers, tie -downs and private
aviation associated services. Anyone who views the airport aerial view made part of today's
staff presentation can not say today's transformed airport is only for safety and reliability of the
ACC has documented by numerous letters, emails, documents and You Tube videos to our local,
state and federal officials detailed information of the transformation by use of federal funds of
the once socially acceptable facility to a documented public health and safety hazard and
source ofsignificant pubUccontroversy Aprofessional feasibility study could bedone for a
smooth uninterrupted transition of the airport's operations to a superior, protected site outside
the city. Such a transition could be accomplished in conjunction with TxDOTusing authority of
the 77^» Legislature's HB 2522 and paid for using the nee| estate value of the airport site. Unless
changed, the location of our regional, reliever airport will attract deadly future disasters —not
if, but when, and how often.
Those who fear preparation of an EIS for 1514GRGTN would require relocating the airport
would find the option only one of several practicable alternatives. Should the BS process
conclude that airport operations relocation is not the most cost-effective and environmentally
sound alternative, it WILL identify various mitigation and precautionary measures which can be
incorporated into projects forcont|nueda|rportopenaLionstoreduceits|ssuesasa public
health and safety hazard. Regardless ofthe outcome ofEIS preparation, itwould bea
beneficial exercise and isrequired byNEPA, given the existing airport isa significant public
health and safety hazard and subject of significant public controversy.
The ACC respectfully requests the board recommend tothe City Council its support ofour
demand tothe federal authorities for ahold onfederal funds for our airport pending
preparation ofafully scoped EIS for 15l4GRGTN. Only through preparation ofanEIS involving
the complete evaluation ofall practicable alternatives can all issues involved with the airport be
legitimately addressed.
