The Parks and Recreation Advisory Board met Thursday, April 14, 2016 at 6:00 pm at 1101 N. College
Street, Georgetown, TX 78626.
Regular Session — To begin no earlier than 6:00 pm.
Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive
Session at the request of the Board Chair, Keith Fruge, for any purpose authorized by the Open Meetings
Act, Texas Government Code Chapter 551.)

A Call to Order
The meeting was called to order by Keith Fruge at 6:03 pm.

C Update from the Friends of Georgetown Parks and Recreation
Kimberly Garrett stated the next meeting is May 2nd at 7:00 pm. The daddy daughter dance is Friday,
June 24th. The sand table is in at the playscape and the plaque will be placed this week.
D Project Update: San Gabriel Bank Stabilization, Williams Drive Pool Re -development, Garey Park,
San Gabriel Park, VFW Park, Village Park and Pool, McMasters Park, and Founders Park
Board members reviewed project updates prior to meeting and Kimberly Garrett and Eric Nuner clarified
any questions on the projects.
Legislative Regular Agenda
E Presentation, discussion and possible direction on Schematic Design of San Gabriel Park.
Kimberly Garrett gave a brief description of the project. Improvements to San Gabriel Park were one of
the projects that was included in the 2008 Park Bonds. In June 2015 the San Gabriel Park Master Plan
was presented to City Council and was very well received. During the 2015/2016 budget process
additional bond funds of $1.7M were approved to be sold to be added to the $1M of bond funds in the
current budget. This $2.7M would be funding needed to prepare a schematic design for phase 1 and
phase 2, design and construction of phase 1. The improvements to San Gabriel Park are phased for two
reasons. One was to ensure the natural springs in the park along the river were preserved first and the
other was to not interrupt all activities in the park at the same time.
Kimberly Garrett introduced the presenters. RVI presented an updated schematic of phase 1 and phase
2 along with updated costs and timeline. The presenters were: Chris Lalich — RVI, Barbara Austin — RVI,
Drew Carman — RVI, Nathan Quiring — Clayton & Little Architects, and Trey Sutton — KPA. An update on
San Gabriel Park is scheduled to be presented to City Council at the workshop on April 26th.
No action was taken on this item.
F Consideration and possible action on the parkland dedication for Village on San Gabriel.
Kimberly Garrett explained this project and introduced Steve Crawford with Pape -Dawson Engineers
with the Village on San Gabriel project. There is a proposed single family residential neighborhood at
the intersection of FM 971 and Morrow adjacent to San Gabriel Park. This development is also on the
north side of the San Gabriel River. There are 92 units proposed for a total of 1.84 acres of parkland
required. The developer is proposing to dedicate 2.72 acres. This development is also preserving
additional open space as this project will be developed under the conservation subdivision guidelines
preserving at least 30% open space. Staff is supportive of this proposal since it is along the San Gabriel
River and has an opportunity for future trail connectivity.
Motion made by Sharon Reed, second by Scott Macmurdo to approve the parkland dedication for
Village on San Gabriel as presented. Approved 6 — 0 (Jim Hougnon left the meeting at 7:00 pm.)

Motion made by Glenn Holzer, second by Scott Macmurdo to approve the March 10, 2016 meeting
minutes. Approved 6-0
