College Street, Georgetown, TX 78626. Regular Session —To begin no earlier than 6:00 pm. Parks and Recreation Board may, at any time; recess the Regular Session to convene an Executive Session at the request of the Robert Johnson for any purpose authorized by the Open Meetings Act, Texas Government Code Chapter 551.) Regular Session A Call to Order The meeting was called to order by Bob Johnson at 6:01 pm. B Roll Call Bob Johnson, Katherine Kainer, Jason Shurley, Glenn Holzer, Bob Palko, Keith Fruge, Chuck Bridges Staff: Kimberly Garrett, Eric Nuner, Jill Kellum C Appreciation to outgoing Parks and Recreation Advisory Board members. Kimberly Garrett recognized Bob Johnson, Katherine Kainer and Jason Shurley for their service on the Parks and Recreation Advisory Board. D Update from the Friends of Georgetown Parks and Recreation. Kimberly Garrett stated the Friends met Monday, February 151. She stated they are changing their focus to providing amenities in the Park and getting some recognition. One of the things they have done is the sand table and they want to continue to do more noticeable projects such as benches, water fountains, bike racks and put their logo on a plague to get more visibility in the community for recognition. They are starting to grow their membership. The daddy -daughter dance is scheduled for June. The Friends participated in the Cupid's Chase by having a table at the finish line and they passed out snacks. They meet the 151 Monday of the month at 7:00 pm. Legislative Regular Agenda E Discussion and possible action to approve the parkland dedication for the Gattis Tract which will be known as Gatlin Crossing. Kimberly Garrett introduced Brad Whittington and Jim Bechtol with the Gatlin Crossing project and they presented the conceptual design of the parkland. The Gattis Tract is a 113.16 acre tract in the Southeast area of Georgetown and is proposing 365 units. The parkland requirement is 7.30 acres. They are proposing to dedicate two tracts of land to satisfy the requirement. One tract is centrally located and is 2.18 acres_ The other tract is linear and is 11.6 acres, The total parkland dedicated would be 13.78 acres. The 11.6 acre tract has the ability to link with previously dedicated parkland in La Conterra. The developer is also proposing a private amenity center at the front of the property. The proposed park locations provide residents several options and are dispersed throughout the neighborhood. This tract is a regular subdivision and would just be dedicating land, no improvements. In addition, it was requested that the lots that are adjacent to the park have metal see through fences for safety and to not create a closed private area. Page 29 of 32 Motion made by Bob Palko, second by Glen Holzer to approve the parkland dedication for the Gattis Tract which will be known as Gatlin Crossing. Approved 7 — 0 F Discussion and possible action to approve the parkland dedication for Cole Estates. Kimberly Garrett presented information on the parkland dedication for Cole Estates. Cole Estates is located on Hwy 29 east of Georgetown. It is in the ETI, not the city limits. They are proposing 208 units which is 4.16 acres of parkland. This development is along the South San Gabriel River. The proposal is to provide parkland along the river which would include the flood plain and an area outside the floodplain. This is desirable for future trail connectivity. This subdivision is a traditional subdivision so land dedication would satisfy the requirement. There are adjacent MUD developments that will be building in the future. The land proposed is not adjacent to the first phase so there would need to be fiscal surety provided to the City to insure paved street access to the parkland at some point. In addition, there would be an easement created to allow for maintenance. Motion made by Glenn Holzer, second Bob Palko to approve the parkland dedication for Cole Estates. Approved 7 — 0 G Consideration and possible action to approve a construction contract for park renovations at VFW Park. Eric Nuner present information on the VFW Park renovation. Smith Contracting from Austin, Texas won the bid at $1,286,674.80. Renovations to VFW Park were identified as a need through the Parks Capital Improvement Plan (CIP) in 2013/14. Being over 30 years old, this park has only had minor renovations over the years. There is a great potential to have a tournament style girls softball complex in Georgetown thus increasing sports tourism through this renovation. Renovations include lighting, restroom and concession, parking, and field redesign. Sealed bids were received for the construction contract on February 2, 2016 at 2:O0pm. Staff is currently evaluating these bids and will present to the board at the meeting for recommendation. This item will then be forwarded to City Council for their approval at the February 23th meeting. Funds for this project will be paid for out of the 2008 Park Bonds that were issued in May 2013. Motion made by Bob Palko, second by Chuck Bridges to recommend approval a construction contract with Smith Contracting, Inc. of Austin, Texas in the amount of $1,286,674.80 for renovations to VFW Park. Approved 7 — 0 H Consideration and possible action to approve a Buyboard contract with Musco Lighting, LLC of Oskaloosa, IA in the amount of $218,500 for athletic field lights at VFW Park. Eric Nuner explained the Musco Lighting project for VFW Park. Through the Buy Board, the City will contract with Musco Lighting for the materials and installation of ballfield lighting for three (3) 200' youth softball fields at VFW Park. McMasters Athletic Complex has Musco Lighting and the addition of VFW to the current system of operation will provide continuity of services for the operation and light monitoring system. This item will be funded from the parkland dedication fund. Motion made by Bob Palko, second Chuck Bridges to approve a Buyboard contract with Musco Lighting, LLC of Oskaloosa, IA in the amount of $218,500 for athletic field lights at VFW Park. Approved 7— 0 Page 30 of 32 I Consideration and possible action to recommend the annual approval of the Ordinance establishing standards of care that exempts the after-school and summer recreation programs from state licensing requirements. Kimberly Garrett provided information on this ordinance. She explained there were no changes from last year to this year. Chapter 42 of the Texas Human Resource Code is established to regulate certain facilities, homes, and agencies that provide child care services. The purpose of this chapter is to protect children who are cared for in child care facilities by establishing statewide minimum safety standards and by regulating the facilities through a licensing program. The Department of Family and Protective Services (DFPS) is the agency tasked with enforcement of this law. Subchapter C. Sec 42.041, (b), (14) exempts: "Elementary -age (ages 5-13) recreation programs operated by a municipality provided the governing body of the municipality annually adopts standards of care by ordinance after a public hearing for such programs, that such standards are provided to the parents of each program participant, and that the ordinances shall include, at a minimum, staffing ratios, minimum staff qualifications, minimum facility, health, and safety standards, and mechanisms for monitoring and enforcing the adopted local standards; and further provided that parents be informed that the program is not licensed by the state and the program may not be advertised as a child- care facility." This ordinance establishes the standards of care requirements set forth by Chapter 42 of the Texas Human Resource Code after a public hearing. The standards are intended to be minimum standards by which the Georgetown Parks and Recreation Department will operate its youth recreation programs. These programs are recreation in nature and are not child care programs. The Georgetown Parks and Recreation Department previously developed similar department minimum standards for recreation programs. Therefore, the minimum standards set forth in Exhibit A will create no additional staffing or financial burden to the City. Additionally, it will not impact the effected recreation program fees. This ordinance was first adopted in 2015. It expires one year after its effective date and must be submitted to City Council for re -adoption no later than April 1st of each year. Motion made by Bob Johnson, second by Bob Palko to recommend the annual approval of the Ordinance establishing standards of care that exempts the after-school and summer recreation programs from state licensing requirements.
