Arts and Culture Board

September 15, 2015
The Arts and Culture Board met on Tuesday, September 15, 2015 at 4:30 p.m. in Classroom 211 of
Georgetown Public Library, 402 W. 8th Street
MEMBERS PRESENT: Gary Anderson, Steve Harris, Shana Nichols, Betty Ann Sensabaugh, Liz
Stewart, Amanda Still and Melissa Waggoner
STAFF PRESENT: Eric Lashley, Dana Hendrix, Lawren Weiss
Chair Sensabaugh called the meeting to order at 4:30 p.m.
Regular Session
A. Citizens who wish to address the board. — None were present.
B. Announcements of upcoming arts and culture events. — Lashley reminded the Board that the
Road Trip to Fort Worth, hosted by the Main Street Program, will be October 23-24. Board
members interested in attending should notify Lashley.
C. Consideration and approval of the minutes of the August 18, 2015 Arts & Culture Board
meeting. Steve Harris moved to approve the minutes as distributed. Liz Stewart seconded
the motion, which passed unanimously.
D. Final report regarding the Georgetown Art Center Summer Camp scholarships given to
Cordovan Art School from the Arts & Culture Board. — Amanda Still, John Howell. John Howell
reported that 24 kids were able to attend summer camp at the Georgetown Art Center because
of the sponsorships given by the Board. Howell explained that he received messages of
gratitude from some of the families, who expressed how the sponsorship helped their child or
family.
E. Discussion about options for the 2nd floor of Georgetown Art Center. — Eric Lashley. Lashley
reported that after pricing the various items needed to create an artist- in- residency space, he
found that the project would be more labor intensive and costly than initially anticipated.
Lashley explained that a co-op space would allow more artists and organizations to use the
space at one time. Lashley projected a rough sketch (attached to these minutes) of the space
so the Board could visualize the new proposed use of the second floor of Georgetown Art
Center. Lashley explained that each space could be rented out as a revenue generator for
Georgetown Art Works. Georgetown Art Works would completely manage the co-op. If
Georgetown Art Works wants the space, then the Operating Agreement between them and the
City will have to be amended and submitted to City Council for approval. The Board provided
feedback about the proposed co-op space. Harris moved that the second floor of the
Georgetown Art Center should be turned into a co-op space, to be managed by Georgetown
Art Works. Still seconded the motion, which passed unanimously.
F. Consideration and possible action on proposed Arts & Culture Board's budget for FY 2015-16.
— Eric Lashley. Lashley presented the board with a proposed budget for fiscal year 2015-2016
(attached to these minutes). After discussing changes to the proposed budget, the Board
decided to categorize funds as follows:
• Grants- $20,000
• Public Art- $11,500
9 $1,800 for TSOS awards
* $2,200 for Utility Box Art projects
* $3,000 for Sculpture Tour honorariums
* $4,500 for a Mural projects
• Memberships & Dues- $300 (Texans for the Arts & Americans for the Arts)
• Training & Travel- $6,000
• Administrative- $300
• Co -Op Renovation- $2,000
• Arts & Culture Intern- $1,600 for one semester
0 Marketing- $7,000
* $5,000 for Austin Monthly
* $2,000 for Other
0 Graphic Design- $1,300
Total budget for fiscal year 2015-2016 is $50,000. Amanda Still moved to approve column
E of the proposed budget for FY 15-16 (shown above). Stewart seconded the motion,
which passed unanimously.
G. Report and possible action reaardina the expenditure of funds from the Arts & Culture Board
bud -get. — Lawren Weiss, Eric Lashley. Weiss reported that there were no expenditures from
the previous month. She reminded the board that they voted to spend the year's remaining
budget funds on the Austin Monthly insert. The next meeting will be in October, which marks
the beginning of a new fiscal year.
H. Report from Georgetown Art Works regarding the operation of the Georgetown Art Center
during the month of August. —Eric Lashley. The board reviewed the report from Georgetown
Art Works regarding the operation of the Georgetown Art Center during the months of July and
August.
I. Consideration and possible action to approve Georgetown Art Works' request to place
sculptures on City owned sidewalks. —Eric Lashley. The Board discussed Georgetown Art
Works' request to temporarily place four sculptures by Peter Mangan on City owned sidewalks
from November 2015 to February 2016. Stewart moved to approve Georgetown Art Works'
request to temporarily place four sculptures on City of Georgetown sidewalks. Shana Nichols
seconded the motion, which passed unanimously.
Discussion regarding handout on data collection for arts & culture. — Dana Hendrix. Board
members returned handouts they filled out regarding data collection for arts & culture. Hendrix
explained that she would utilize the responses when moving forward with her data collection
strategy.
K. Consideration and possible action to write a letter of su000rt for a local nonprofit organization
that wishes to apply for a Texas Commission on the Arts Grant. —Eric Lashley. Lashley
explained that he would like the Board to have a special meeting to discuss the requirements
of the Texas Commission on the Arts Grant. The deadline for grant applications is October 15.
The board discussed moving their meeting date in order to consider any nonprofits that wish to
apply for the TCA grant, prior to the deadline. The board decided to table this item until
October's meeting, instead of adding an additional meeting date.
L. Consideration of future meetings. — Eric Lashley. Nichols moved for the next meeting to be
moved to October 13, 2015 at 4:30 p.m. Gary Anderson seconded the motion, which passed
unanimously.
Chair Sensabaugh adjourned the meeting at 6:10 p.m.
