SUMMARY:
Plans, supervises and reviews the work of a unit of Systems Engineering Associates, Technicians and other staff.
Performs professional level work related to the development and implementation of systems, databases, engineering
models, GIS, GPS, CAD and other related applications to create, maintain, display and update spatial databases within a
comprehensive geographic information system for the Utility Systems Division.

subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to,
the following:
Provides supervision, training and work review to a work unit, including organizing and assigning the work to
ensure coordination and completion of assignments.
Plans, develops, coordinates, and modifies complex systems to create a comprehensive GIS for the Utility
Systems Division.
Acts as a liaison with departments and other agencies to determine current automated and manual systems,
define needs, coordinate system integration and define required output and user documentation.
Plans processing steps for database creation, complex system modeling activities to ensure appropriate program
development and system coordination and applications documentation, user-training materials and quality control
procedures.
Prepares a variety of technical reports, correspondence, manuals, procedures and other written materials.
Plans and conducts a variety of analytical studies related to the development and implementation of the GIS
system including evaluating alternative, making recommendations and preparing technical reports.
Explains system hardware and software and ensures that applications are appropriate.
Attends training meetings and upgrades knowledge of GIS system use.
Monitors developments in the GIS/CAD usage and determines their potential effect upon the citywide enterprise
system, recommends procedural and equipment changes to ensure system updating; applies and documents
new techniques as they are implemented.
Responsible for the full range of supervisory activities including selecting, training, evaluation, counseling, and
recommendation for dismissal.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Associate’s degree from an accredited college or university with major coursework in an appropriate engineering,
geospatial, planning, or computer science discipline or in a related field. Six years of full-time experience working in a
relevant field. Two years of the required experience must have been in a lead or supervisory capacity. OR Any
combination of experience, education, and/or training that provides the required knowledge, skills and abilities.
Knowledge of:
Methods, practices, equipment and materials used in the operation of a public utility operation.
Geospatial principles; engineering principles.
Basic supervisory principles and practices.
City ordinances, policies and procedures.
Construction specifications and standards.

Land surveying.
Principles and practices of mapping.
Coordinating systems, projections and scale.
Skill in:
Preparing concise and accurate reports.
Establishing and maintaining effective working relationship.
Using the computer and associated software.
Reading and interpreting surveys, legal descriptions, cartography, engineering documents, construction plans,
and aerial photography and orthophotography.
Implementing GIS application projects.
Reading manuals, journals, reports, office memos, correspondence, studies, and specifications.
Writing reports, letters, instructions, and memos.
Performing advanced mathematical calculations.
Interpreting policies and procedures; analyzing complex situations.
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class C Texas driver’s license
Certified Geographic Information Systems Professional (GISP) – preferred/not required
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision,
hearing, talking, use of foot controls.
During field work, exposed to weather extremes, brief periods of loud noise from machinery, hydrocarbons, acids, asphalt,
and untreated water and wastewater.
