Job Title: Public Improvement Inspector
Senior Public Improvement Inspector
Master Inspector

SUMMARY: Performs field inspections and documentation of Capital improvement Projects and construction projects to
ensure compliance with approved construction documents and mandated standards.

subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to,
the following:
Inspects Capital Improvement Project construction sites for compliance with construction documents and
mandated standards and subdivision development.
Reviews proposed construction plans and specifications and provides written comments/corrections.
Prepares daily inspection reports; Maintains files and records, construction plans record drawings.
Serves as liaison between engineering services, construction services, and other utility department teams to
provide seamless flow of projects.
Meets with contractors to review construction progress, specifications, and contract drawings.
Assures trenching/shoring and traffic control procedures are being followed.
Meets with City staff to coordinate safe and thorough shutdowns.
Serves as spokesperson for the City to answer inquiries from the general public regarding assigned projects.
Attends pre-construction and project coordination meetings to review project expectations and construction
progress.
Interprets, explains and enforces city policies and procedures regarding technical standards, specifications, and
ordinances.
Compiles data and information for reports, cost estimates, change orders and revisions, and construction
progress payment.
Verifies construction staking and adherence to construction plans.
Assists with training as directed.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Public Improvement Inspector - High school diploma or equivalent. Two years of full-time work experience in civil
engineering design, construction, inspection, or maintenance and operations for a street, drainage, water and/or
wastewater system. Some building construction and inspection may also be considered. OR Any equivalent combination
of experience, training and/or education that provides the required knowledge, skills, and abilities.
Senior Public Improvement Inspector - High school diploma or equivalent. Five years of full-time work experience and
training in public improvement infrastructure inspection/construction. OR Any equivalent combination of experience,
training and/or education that provides the required knowledge, skills, and abilities.
Master Inspector – All requirements of Senior Public Improvement Inspector AND Combination Building Inspector

Knowledge of:
Microsoft Office (Word, Excel, Power Point, Outlook etc.)
Internet browser, email – desktop and portable devices, iPad
Level, transit, city vehicle, GPS equipment, computer, radio, hand held tools
Skill in:
Providing excellent customer service through telephone, e-mail, and face-to-face interactions
Coordinating multiple tasks, obligations, and deadlines
Meeting deadlines and following up on action items
Use of various office machines: computer, mobile devices, faxes machine, multi-line phones, printers/copiers, etc.
Safely operating a motor vehicle in construction environments
Reading contract documents, construction drawings, and specifications
Basic mathematics – algebra and geometry
Interpreting policies and procedures
Understanding city ordinances, policies, procedures, OHSA regulations
Water, wastewater, streets, and drainage construction
LICENSES AND CERTIFICATION REQUIREMENTS
Public Improvement Inspector –
Valid Class C Texas driver’s license
Texas Level 1B Roadway Specialist Certification (within 1 year of hire)
Wastewater Treatment (minimum Level C or greater) or Wastewater Collections (minimum Level I or greater) or Water
(Ground, Surface, or Distribution, minimum Level C or greater) within 1 year of the minimum TCEQ requirements.
Senior Public Improvement Inspector –
Valid Class C Texas driver’s license
Texas Level 1B Roadway Specialist Certification
Water (Ground, Surface, or Distribution, minimum Level C or greater)
Wastewater Treatment (minimum Level C or greater) OR Wastewater Collections (minimum Level II or greater)
Master Inspector – All requirements of Senior Public Improvement Inspector AND Combination Building Inspector
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is primarily outdoors - exposed to weather extremes, heat, cold, rain, mud, dust, loud noise, entry into
confined spaces, heavy construction traffic and hazards

Lift file boxes and plans up to 40 pounds (for filing and researching)
Fast paced working environment with multi-tasking
Standing/walking – primary work position to do inspections and field surveys; to work with contractors on site; to
work at files; to do research in records at courthouse.
Sitting - at desk to do paper and computer work; to attend meetings; to drive.
Lifting/carrying - water meters; hand tools; manhole covers; large record books; files; plans.
Pushing/pulling - to open and close file cabinets (up to 40 lbs. exertion); to open and close heavy doors and gates
at sites and lifting manhole covers.
Reaching - to work in files; to access deed records on high shelves at courthouse; to perform tasks during
inspections
Handling/fine dexterity - to fill out paper work; to use computer; to operate hand held radio; to use tools
Crouching/bending - to perform inspection tasks; to access files and records stored on low shelves or in low file
cabinet drawers
Kneeling/crawling – to perform construction inspection.
Twisting - to open/close valves with hand tools during inspections.
Climbing/balancing - stairs; ladders; into and out of ditches, trench lines, storm sewers
Vision - for most tasks to make observations during all inspection work; to do all paper work and research; to
read; to drive; to operate hand tools and instruments during inspections.
Kneeling/crawling – to perform construction inspection.
Twisting - to open/close valves with hand tools during inspections.
Climbing/balancing - stairs; ladders; into and out of ditches, trench lines, storm sewers
Vision - for most tasks to make observations during all inspection work; to do all paper work and research; to
read; to drive; to operate hand tools and instruments during inspections.
Hearing/talking - for all general communication both internal and external
Foot controls – for walking, climbing, & driving
Typical work week is Monday-Friday, 8am-5pm with occasional evenings and weekends.
