Job Title: Substation I & C Technician

SUMMARY: Performs highly-skilled, journey-level I&C electrical work in the construction, maintenance, and repair of
electrical substations and of other electrical equipment, relaying, and facilities. Installs, maintains, calibrates, modifies
overhauls, troubleshoots, and repairs a variety of mechanical and electro-mechanical equipment and systems.
Incumbents are subject to call out and after-hours standby duty for emergency repairs, and must be willing to work
overtime as required.

subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to,
the following:
Programs, installs, reviews, maintains, calibrates, and diagnoses wires, cables and test substation equipment.
Reviews, diagnoses and tests relay and communications processor settings and logics created by relay engineer
consultants.
Ensures, verifies, documents, and records all NERC matters involving bulk power reliability.
Installs and terminates controls, metering, and wiring related to protective relay and substation electrical
equipment.
Mounts and performs testing of all substation protective relay, panel meters, and telemetry equipment and Ercot
metering per protocols.
Installs and terminates control, metering, and wiring related to protective relay switchboards and substation
electrical equipment.
Troubleshoots and ensures the operational level of all substation and distribution system equipment.
Performs manufacturer’s preventative maintenance through a monthly inspection process on 15/25KV switchgear
breakers, pad mounted switches, interrupters and automatic transfer switches, voltage regulators, capacitor
banks installed within the substation and on the distribution system.
Maintains substation and UPS batteries consisting of resistance testing, cell voltage testing, specific gravity
testing, cleaning and replacing parts.
Assists in the field installation, testing, acceptance and coordinating construction of GUS/COG Fiber systems for
data, voice and utility applications
Mounts and tests field RTUs and associated equipment.
Works in conjunction with SCADA Technician on SCADA, relay and control systems, and associated wiring.
Maintains UPS and backup generator systems.
Recommends and specifies test equipment and supplies for budget preparation.
Reads and interprets substation construction prints to install, operate, repair, trouble shoot, and modify systems.
Develops and maintains documentation related to substation maintenance and operations procedures.
Responds to transmission and distribution system outages.
Consults with and advises the T&D Services Supervisor on matters related to the maintenance or upgrading of
the metering system, protective relays, mobile equipment, substation equipment, tools, and computer and
communications systems.
Performs other duties s assigned.

MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Associates degree in electrical technology from an accredited college or university or 2 year technical certificate. Four
years of full-time experience in the installation and modification of electrical and mechanical equipment within a substation
environment. OR Any equivalent combination of experience and training that provides the required knowledge, skills, and
abilities.
One year of full-time experience may be substituted for thirty semester hours from an accredited college or university with
a maximum substitution of two years.
Knowledge of:
FCC and OSHA regulations and the National Electric Code and National Electric Safety Code pertaining to areas
of responsibility.
Electrical theory, operation, and testing.
Relaying, electronics, revenue metering, load management, radio and communications testing (or combination).
Substation insulating materials and the equipment used in testing and maintaining them
The principals of operation of substation equipment.
Skill in:
Establishing and maintaining effective working relationships.
Using personal computer and various software programs.
Creating and maintaining accurate records and reports.
Appling mathematics, electrical theory, mechanical functionality.
Carrying out oral or written or instructions.
Addressing problems involving several concrete variables.
Reading company manuals and reports, workplace rules and procedures.
Interpreting construction drawings, diagrams and manufacturer’s instruction books
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class C Texas driver’s license.
Switch person training preferred.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision,
hearing, talking, use of foot controls.
Work is performed in the field in possible inclement weather conditions.
