HomeMy WebLinkAboutStreet ForemanPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Street Foreman Effective Date: 10/01/2012 FLSA Category: Non-exempt Revision Date: 01/13/2014 SUMMARY: Ensures the safe and efficient construction and maintenance of the City's streets and drainage systems by supervising the work of assigned crew. Essential duties and responsibilities may include, but are not limited to, the following: • Plans, prioritizes, assigns, supervises, reviews and participates in the work of assigned crew responsible for street maintenance and construction tasks. • Hires, supervises, trains, and develops staff through review of performance data, conferences, training and performance review. • Coordinates with Superintendent in the planning, prioritization, equipment/material needs, for assigned crew(s) when completing assigned street maintenance and construction tasks. Supervises additional equipment operators when performing larger projects or maintenance/construction operations. • Serves as primary lead in estimating costs, time and material needed on special projects; including daily, seasonal and 5 year CIP needs. • Prepares work orders and enters the completed work orders into computer; maintains records of all materials used. • Ensures that work and safety standards are being maintained and schedules are being met. • Monitors and controls supplies and equipment; order supplies and tools; prepares documents related to equipment procurement. • Work with vendors to purchase products and materials needed for staff members to complete daily tasks. • Operates heavy equipment including but not limited to paving machine, oil distributor, chip spreader, backhoes, front end loaders, motor grader, skid steer, steel and pneumatic roller, water/dump truck to excavate material related to Street and Drainage maintenance and construction. • Operates various types of power tools and light and heavy equipment used in the construction and maintenance of streets and drainage systems. • Inspects completed work assignments to ensure that finished work meets departments quality and compliance standards and to identify any new issues or concerns. • Responses to requests for information from the public, investigates complaints and recommends corrective action to resolve complaints. • Overlays or seal coats existing roads, patches, potholes; trims trees from roadways and signs; builds barricades and street signs; cleans vacant lots. • Directs the setup of barricades for flooding, emergencies and traffic control. • Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines High school diploma or equivalent. Five years of full-time experience in street maintenance, including competent backhoe, loader and other equipment operation. Two years of the required experience must have been in a supervisory or lead position. OR Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities. Knowledge of: • Construction and street repair procedures • Equipment, tools and materials and methods used in street construction and maintenance activities and services. Page 2 of 2 • Supervising and training crew members • Local, state and federal laws, ordinances and rules. • Safety standards and procedures related to construction Skill in: • Organizing, implementing and directing street maintenance operations and activities. • Shooting grades and figuring elevation and drainage • Operating a variety of heavy equipment as required by position. • Performing the more complex duties of the operations. • Communicate clearly and concisely, both orally and in writing. • Establishing and maintaining effective working relationships with those contracted in the course of work. • Coaching, mentoring and training co-workers to provide excellent customer service, to work effectively as a team and to operate equipment and perform required construction operations. • Reading various customer concerns, Process and Procedures, technical specifications, safety and hazard warnings on equipment and materials • Writing sufficiently to complete timesheet, work orders, daily log of work and other reports. • Making mathematical calculation to, figures orders for materials required on daily, seasonal and annual basis. • Solving construction and repair problems LICENSES AND CERTIFICATION REQUIREMENTS Valid Class A Texas driver’s license and DOT medical Certification OR must be able to acquire a Class A Texas driver’s and DOT medical Certification within 30 days of hire date. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. Frequent exposure to weather extremes, noise and vibration from equipment, dust, hot asphalt, moving traffic near work sites
