Y Consideration and possible action to approve a proposed amendment to Chapter 6.20 of the Code of
Ordinances related to Taxicabs, Buses, and Other Vehicles for Hire — Wayne Nero, Chief of Police
With a PoWerpoiht Presentation, Tchida spoke about the history of taxicab permitting in Georgetown. He said staff
wanted to take a holistic look at the Ordinance and see if Council wanted to approve amendments, He introduced
Michelle Villarreal, Assistant City Attorney.
Villarreal summarized the current Ordinance for Council. She said there are two types of permits, one for the
business and one for drivers. She described the provisions in the Ordinance in detail. She said staff is looking at
changes to update requirements for driver background checks, update insurance terms, clarify definitions and
regulatory language and allow permitted vehicles from other cities to operate in Georgetown. She reviewed the
recommended changes to the Ordinance.
Brainard said a reason this came up is that a limo service came into Georgetown and was was pulled over and
given a fine. He suggested that Council approve a waiver of that fine and then, early next year, get a Workshop to
consider all options. Tchida said he would like to clarify that the City is not doing anything about taxicabs until this
is handled. There was some discussion of reciprocal agreements and the possible benefit of those.
Motion by Brainard, second by Gonzalez to waive the fine given to the service provider and wait until next year to
discuss this issue.
Z Consideration and possible action to direct the Georgetown Police Department (Gstaff to cease training
onand use mfthe MRAP vehicle currently assigned to the GPD -- Tommy Gonzalez, Councilmember District 7
Gonzalez said the Council had a budget discussiof the MRAP useand the appropriateness ufthauoein
Georgetown. He said he has concerns and noted the city was lead to believe that a $2,500 would cover. He said,
however, the vehicle recently broke down which will take between $1,200 and $1,300 to get fixed. He said it is
just an example of these high maintenance vehicles and this issue will only come up more often. He said we do
not need this large military style vehicle in Georgetown. He said the County has a military style vehicle, if needed.
He said we should reconsider use, find a way to return it or find a way to repurpose it in the future. He said he
would like to return the funds for this vehicle to the general fund or reallocate the funds to another need in the
police department.

about why he is in favor of the MRAP and why the City needs the vehicle. He said it may save someone's life
eventually.
Speaker, Kelly DeVoll, said he is in his 27 th year in the Police Department at the City of Georgetown. He spoke
about why it is important for the community to have access to this vehicle. He asked to protect the community with
assets the city would never have access to normally. He said he would risk his life but he asked for the
opportunity Vodoiteasafely eapossible.
Gonzalez said, just for the record, the other military style vehicle in the area is stationed in Georgetown. He said,
when the time comes and Georgetown needs this type of vehicle they can consider obtaininone. Hanoted the
City does 'not need this type of vehicle rolling around Georgetown. He said this type of vehicle is not appropriate fo
this community.
Motion by Gonzalez, second by Brainard to stop use and training on the MRAP vehicle and park it until it can be
returned ornepurpnsed.

Consideration and possible actionto approve oaite work construction contract to the Barr Company of Austin,
Texas for two new parks in the Georgetown Village in the amount of $192,476.07 -- Kimberly Garret, Parks and
Recreation Director and Laurie Brewer, Assistant City Manager
Garrett described the item and spoke about the bid process for the contracts for construction of two new parks in
Georgetown Village. She described the projects included inthe contract. She said the City has not used the Barr
Company in the past but has received a favorable recommendation from the city's landscape architect who has
used the company 'onprevious project. She spokeabout the public meetings held inGeorgetown Village toget
their input. She said the Parks and Recreation Board and staff recommend approval of this contract.

Hammerlun asked about the amount of parks in the Village, the maintenance of the parks and how far apart they
are. Garrett said the parks that are over an acre are developed and maintained by the City. Garrett said this is the
fourth city park, Hammer[unasked and Garrett said the PID works under the Georgetown Village concept plan.
HammedHammerlun asked andGarrett saidth rha are about a quarter mile away from each other. Brainard saidhis
understanding is the Village would have smaller pocket parks. Garrett agreedand said they want 10provide more
ofaneighborhood setting separated into different eections. Brainard said $1Gn.000for two parks seems like a
good price. Hammerlun asked and Garrett says the City will maintain the parks for perpetuity.

Consideration and possible action to approve a Resolution requesting the members of the 84th Legislative
Session of the State of Texas to support legislation that increases funding for the Texas Recreation and
Parks Account and Large County and Municipality Recreation and Parks Account, Local Park Grant
Programs and the Texas State Park System -- Kimberly Garrett, Parks and Recreation Director and Laurie
Brewer, Assistant City Manager
Brewer described the item for Council. provided obrief overview of this legislation that would increase
funding for the Texas Recreation andParks account. She said the City has receivedalmost $2million infunding
from this account for park and trail projects. She said they are a5O/5Dmatch.

Consideration and possible action to approve a Resolution in Support of Fair Market Disclosure of both
Residential and Commercial Property Values (Uniform Property Tax initiative) to the Texas Legislature for
consideration during the 2015 Legislative Session -- Micki Rundell, Chief Financial Officer
Rundell described this item and said it is a follow up to the Workshop presentation that was held at the last
meetng. She said this discussion began originally because in the GGAF committee. She said this item would be a
Resolution of support of fair market disclosure and she described the resolution in detail. She noted, if approved,
the City will be moving this along and sharing it with surrounding citie& She said the city will also be contacting
TML. She read the caption of the Resolution.
Motion by Brainard, second by Hesser to approve the Resolution.
Fought said he supports this but added it only goes halfway.
Motion by Fought, second by Gonzalez to amend the Resolution to state that the actual sales price takes
precedence over estimated valuation.
Gonzalez added a caveat that the valuation be within six months of the date of the dispute, Gonzalez said, once
we have full disclosure, those issues will be resolved.
Eason asked and Rundell said this is the city's Resolution and the City will be sharing it with other communities
that can pass one if they choose to do so. Brainard said we will be the first to do this. Rundell said it will be the
template for others around the state, There was much discussion.

Consideration and possible action to contract with Carl Walker, Inc. for Professional Services for a
Comprehensive Parking Study &Conceptual Design of Parking Structure for the amount of $175,000 --
Laurie Brewer, Assistant City Manager
Brewer described the item and said this is for a comprehensive parking study and conceptual design of parking
structure. She said Council did budget this item and said this study is significantly less than what was budgeted.
She said they received 5 bids and she described the selection process.
She said, because the scope does include conceptual architectural work, the city cannot use our standard
engineering contract. She asked that the Council either approve the scope and price and ask staff to put the
contact on the January 13 th agenda or approved the scope and price and authorize Mayor to sign a contract in a
format that is acceptable and approved by the City Attorney.

AE First Reading of an Ordinance relating to the classifications and number of positions for all City of
Georgetown Fire Fighters and Police Officers pursuant to Chapter 143 of the Texas Local Government Code
pertaining to Civil Service, repealing all ordinances or parts of ordinances in conflict therewith, providing
severability clause, finding and determining that the meetings at which the ordinance is passed are open
to the public as required by law and providing an effective date — Tadd Phillips, Human Resource Director

With a Powerpoint Presentaton Phillips spoke about this Ordinance as required by the Texas Local Government
Code, He said the changes are reflective of the approved budget which includes 9 firefighters and 6 new police
officers. He said this item was brought to GGAF and that board requested that a small presentation be made to
Council. He said, at the GGAF meeting, he was asked regarding police officers, sergeants and the amount of
officers per sergeants. He provided that information to the CounciL He also mentioned that, although
Georgetown does not have them, some organizations have a corporal rank� He spoke about corporals and their
place in the police departments. He showed visuals of the organizational charts of the police department and fire
departments. Gonzalez thanked Phillips for this information.

Briggs spoke about the alignment Innerloop and Interstate 35 He said, last week, staff came to a final
understanding on an alignment that would stay dominantly in the existing roadway course that Innerloop goes
down. He said, without changing the OTP and its intent and the only adjustment in the future would be an
alignment adjustment at CAMPO. He said this one will achieve both movement of traffic and address the
concerns of all involved. He said Council should expect to see something coming back at the first meeting in
January. Briggs said the agreements on consent will allow Rivery to move forward with the project. He said they
are looking for a potential groundbreaking in the first part of January. He said with regard to the West Majestic
Oaks item, staff thought they would be bringing something forward tonight with finalization of the TIA out of Sun
City. He said staff and Pulte are still working on this issue and Pulte is lacking information in order to move
forward with this. He said the city will be coming back in January on this issue.
Fought said he would like to make sure the issue of Majestic Oaks is separate and distinct from the expansion
and extension ofSun City.
