PmlicyDmvelopiiiemt/ReN,iew Woi�kshop—Call to order at 3%00 PM A Update on Public Safety Operations and Training Center -- Codi Newsom, Senior Project Manager and Wayne Nero, Chief 'ofPolice Mayor calledthe meeting toorder et3l0PM. With oPowerpoin8Presentation, Newsom showed Council photo of'the construction progress of the facility. She provided the Council with a schedule overview ofthe project. She provided Council with a cost overview of the project and said there is currently $331^OO5mfcontingencies left ln the project. She summarized the anticipated future costs ofthe project and said the city islooking etadelta of $136,279. Brainard asked and Newsom said the estimated completion date of the project is December 22, 2014, Hemmer|un thanked Newsom and said there are some items to finalize but he thinks everyone is still positive it can be done within the money allocated for the project. He said he is glad Newsom is back and he thanked Chief Nero for his continued work onthe project. Hemmer|unsaid there was some discussion brought upinthe past about water intrusion concerns and hainpleased horeport that that has been proactively taken care of, He said every day 1manew day onthe project but he knows the city will complete this project within the dollars budgeted. Bills, AICP, LEED AP, Housing Coordinator; Denay Webb, Mitigation Specialist for H20 Partners and Laurie Brewer, Assistant City Manager plan, comprenensive long-term plan ana an ernergencyrnanagemen 71 FEMA approved plan. Sullivan introduced the item and John Sneed from Williamson County to do the presentation. John Sneed, Senior Director of Emergency Services, thanked the Council for letting him present today.Hesaid hebsproud ofthe men and women who work for Williamson County EMS and hesaid they are an award winning program and represent the County well. He introduced Commissioner Covey and other members of Williamson County EMS. He overviewed what will be covered in the presentation including Georgetown's concerns, the County's concerns and an integrated vision for a system. He introduced Kenny Schnell, Director of Williamson County EMS. Schnell said concerns have been expressed by Chief Sullivan over the past four or five meetings. He said some of the concerns as they understand it include response times, fire fighter engagement in medical responses and firefighter safety boots on the ground. He spoke about Georgetown fire concerns and recommendations and said the concern about response times is that the county needs to meet accepted NFPA standards. He said the recommendation by chief was to add two additional GFD ambulances, move to single, county -wide PSAP, single county -wide Fire/EMS dispatch and increase automation of dispatch. He showed Council a map of the 2013 calls for service. He said they run 2.55 calls per day in Sun City. He said they are averaging about 12.69 calls per day. He said they are seeing a small increase but they are seeing a 3% increase for Sun City and 1 % increase for the City of Georgetown. He showed Council a heat map of the calls in the City of Georgetown. He said another concern they heard from Council is that the Georgetown firefighters are not engaged in medical response, He said the recommendation is to add two new ambulances, hire new paramedics and build their credentialing process. He continued to describe the concerns and recommendations being brought forward by the Georgetown Fire Department. He spoke about the fragmentation in the current EMS system in detail. Scott Parker reviewed the Williamson County concerns regarding this project and some of the technology |imito8ono. He showed Council the county's system, DECCAN. He spoke about how they consistently move ambulances d the County to accommodate responses. He described the future of the EMS system and its capabilities. He spoke about the response time and coverage in the County. He showed the Council a video of how the system status management works. There was much discussion here. Jarvis spoke about how, right now, they do not see the status of other systems in the area. Fought said being able to monitor each other's systems seems to be contractual and not technological. Jarvis said it depends on which CAD system that unit lives. There was discussion about what it would take to have an integrated system between the City and County. Schnell introduced Dr. Jarvis to the City Council. Jarvis reviewed some steps to achieve the integrated vision for the program. He spoke about their first responder paramedic program and rapid response. He said, overall, he would like to see them maintain single medical control system and actively train to the same standards. He said he would like to see Georgetown move their first responders up to their standards as well. There was much Fought said it seems to him that fire and police already have medical. He said we around here have made the decision to have our own EMS system and there is also a great County EMS system. He spoke about averages and how it is in variation that you find solutions to problems. He spoke about a personal situation he recently went through toexpress the importance ofvariations. Hesaid ittook 11minutes for afire truck hoshow upand 11 additional minutes for the ambulance. Hesaid that im a very long time but noted hniaaware there was another call atthe same time oohis call. Hesaid, ^oohesits back and looks mtthis, wehave ashortage ofresources. He said, had wehad the TRVs,they could have gone with that and saved the fire truck for something else. Hesaid what the city improposing ietoadd trained personnel and physical assets. Henoted the issue tnhim iaOoadd the assets and personnel and work with the County to add this in the beak way possible. He spoke about the medicalimportance of overcoming the technical barriers, He said everyone has the same objective of quality Brainard said yes to everything Council member Fought. Brainard said this city continues to show up in emergencies in a big red truck and that is totally inefficient. Parker spoke about the County's vision for the city's role in this program. He said they applaud the City putting firefighters in a smaller vehicle. Parker provided a brief history of the history of Williamson County EMS. Gonzalez said it is his opinion that this proposed system is known to be a successful system in places around the United States. He said he has been told that everything is going that route. Gonzalez said Georgetown has to hire ten firefighters whether they do this program or not. He said these firefighters are being hired regardless and this new proposed program enhances our system and gives it more bang for our buck. Eason said she agrees with everything that has been said and she noted she only sees this as enhancing the services in the community, She said the population is exploding and we have to think about the future and how the city will provide adequate coverage. Eason said she has never heard the department say anything about fragmentation or separation. She said it has already been about working together and coordination of efforts to find the best way to serve the citizens of Georgetown and Williamson County. He said people in the County should be filling this room saying we need to do something about the 15 minute response time. She said this is not new ground and it is happening all over the US and several great examples here in Texas are doing this. She said she cannot believe that, with all of the things the County has done, that this cannot be figured out. Sneed said the County has proposed back aplan that they think will bebeneficial tothe citizens. Hesaid heia biased the way the system iaset uphere. Hesaid what frustrates the County imthat they keep gettingtold that they are going to help soft build an EK88 program is Georgetown. He said he has 0otell the City Council that he worries about that. Mayor asked some financial questions regarding Williamson County EMS and how this new proposed program would affect them financially. Mayor said it really is about money because it is about who gets the transport. Hespoke about what confuses him about the current process. He said he is more enthusiastic about making this program work than ever before. Commissioner Covey addressed the Council, She said the way the city moves forward will determine how the County goes forward. She expressed her various concerns about the proposed program. She spoke about how C'uptl-00i he has heard about the financial portion of the agreement. Covey said this is the first time they have had the opportunity to come here and discuss this. She said her suggestion is to take baby steps moving forward. Shia continued to speak about this program moving forward.
