Chair i lorne called the meeting to order at 6:00 p.m. Chair f lorne Stated the order of the meeting and that those who speak must turn in a speaker form to the recording secretary before the item that they wish to address begins. =-,ach speaker is permitted to address the Convnission once for each mein, fora maximum oil three (3) minutes, unless otherwise agreed to before the meeting begins. Carla Benton provided an overview of the l inai Plat request;, description of project and recommend for approval. Chair I Iorne invited the applicant to address the commissioners. The applicant declined. Chair Horne Opened the Public hearing. No came forward, the Public Ilearing was closed. Motion by Commissioner Brent to recommend to City Council approval of Rezoning of 29,673 in the William Roberts Survey, from Agriculture (AG) District to Planned Unit Development (PUD) with a base district of Residential Single Family (RS) District, to be developed as 1 fills of Georgetown Village, located southeast of Shell Road. Public Bearing and possible action on the 511' Amendment to the Campbell Development Agreement to rernove the required extension of Verde Vista Drive, for a proposed project known as the Gardens at Verde Vista. Public Hearing and possible action on a Comprehensive Plan Amendment to amend the Overall Transportation Plan and the Future Land Use Map by removing aProposed Major Collector roadway (the extension of Verde Vista) from crossing the property at 416 Shull Road, described as 33.77 acres in the Joseph Fish and David Wright Surveys. CPA -2014-002 (Mike F:labargcr) Andrew Spurgin presented a power point presentation living a history of the project. Staff recommends denial of the proposed applications. Question from Commissioner and sniff stated there are a construction access easement and a public access casement. Staff also stated a geological asses;sm nthas not been shown to staff at this time. Staff is hooking 110r policy level direction from City Council during next week's meeting. It was asked and staff stated the applicant Can either build the road or post fiscal security which call be done any time prior to the mad being built. Chair Horne invited the applicant to address the Commission. Richard Graham, 6-i ngineer for the Developer ,ave a presentation of the proposed development. Chair Iorne opened the Public Hearing, Alex I Iayes,302-17Oakmont Drive - concerned with the traffic flow through tike neighborhood arid opposed with construction of the roadway. P-etaZ"&6 Jill Fussell, 402 Village Conimons blvd, President of the Georgetown Village. Public improvement stated the traffic flow would be mudn more appropriate Verde Vista was to continue and support,, the City of Georgetown with denying of closure of the Verdt, Vista. Ann Marie Ludlow - 4217 Madrid Dr., serves as President of the Serenada Neighborhood /Association, stated her concern with higher traffic increase and decreases of property value; supports the developer with building garden borncs being, built_ Nordin Perez; 1509 Big Springs, stated Heritage Oaks home uwners are apprehensive of the high traffic and increase of noise that will be caused if Verde, Vista is continued, however understands the decision that needs to be made by the Commission. Terry Huntzinger- l lb Longhorn Cavern Cove enjoys living an a ;luiet neighborhood. Apartments will increase traffic, noise and water usage and will decrease property value. Chair l lorne closed the PUblie Hearing. Staff stated tine developer has presented a good project for this property. I lowevor, blip application being presented tonight does not set lane[ uses, change zoning or cut density in half. What's before the Commission tonight is an amenebrient.'l here is a contractual obligation to complete that road that has been default on by the owner. Staff started to compensatc for the loss of road usually there would be a I raffic Impact Study that studies both on and off site improvements which is has not been provided at this time. Motion by Commissioner Brent to approve the 511, Amendment to the Campbell Development Agreement to remove the required extension of Verde Vista Drive; for a proposed project known as the Gardens at Verde Vista. Second by Commissioner Pitts. Approved (5-2) Commissioner Rankin and Convnissioner McCord opposed. Janie Timbes, 511 Salt Creek is concerned with neighbors being too close the grEtien belt disappearing. The applicant stated there will be open spaces and buffers included in the development. Chair Horne closed the Public Hearing. Kathy Sweency, 100 West Majestic Oak Lane stated they performed a little study regarding traffic in their neighborhood. Ms. Sweeney gave a computers presentation showing the potential danger of huge trucks going thru their small neighborhood street with children going to school and opposes the connections of Majestic Oak. Mika Sweeney, 100 West Majestic Oak stated there area number of people who opposed and wants to be part of the solution. Ken Hester, 110 Standing Oak Dr. stated Williamson County l rigincer, Joe England informed him the capacity of Majestic Oak is 1000 trips per day. Mr. Hester stated it is a matter of time an accident will happen involving erne of the children of the neighborhood. Lira Domiguer, 208 W. Majestic Oak stated she moved to Georgetown from Austin because she was tired of the traffic in Austin. MS. D0MigueZ loved walking in the neighborhood but does not have lights or sidewalks. Neighbors within the community are very conscious of the traffic rules, but must we wait till there is a loss of life before something is done? Kurt Schaller, 106 Lost Peak Path, Supports the IV, amendment, but is koncernod with the increase in volume: Of construction traffic. Mr. Schaller is requesting the P&Z Commission include an amendment to the 11'" arnandinent to the Del Webb Development Agreement for Pulte and Dei Webb's subcontractors to exclusively use the establish temporary construction road from FM 245 to the point in which it connects to Pedernales within Sun City they continue to use this road exclusively throughout the construction of the extended road to Williams and also requested the P&T Cormission to recommend to City Council effectively enforce Section 10.04.010 of the code of ordinance as amended by the ordinance #9311 ongoing and frecluently violations of moth marked and unmarked construction vehicles currOntly der;nonstraie the lack of recognition of authority exercised the City's traffic engineer as required by this ordinance. Dain Scott, 205 Woodland Park, stated there was a mess made in 2006. He met with City Staff and everyone agrees the application will be presented to City Council, but concerned with comments made, "We have a connectivity policy .. "and "If you get the road Smit, then we will have to shut ? bunch of others because there will be more people behind you". Mr. Scott appreciates the Commissions patience and asked if this is ;bout convenience or public safety. Peter Verdicch:io, SEC Planning, representing Del Webb stated "t"he. decision was made in 2006 and the road was built at the direction of City Council. The commitment was put on Del Webb by City Council to build those 5 access points which have been built. Mr. Verdicch o stated the irony is we have listened to a developer wno has breached his commiiinent, yet we as a developer have met all our commitments. Page § cr?6 Mr. Verdicchio stated they will defer to the City of George=town staff and City Coijncil, but reminded the Commission they are here to propose a Development AgreemenL that has nothing to do with this road. We arc- ftot.asking. to change a commrtinent that waS made or required in 2006 to this road. We are not asking for new commitments or connection., to other neighborhoods. We are asking for connections between the existing Sun City to lands that will be the continuation of Sun City with all their access to major regional :roads. Commissionoz also rerninded the citizens that torright's proposed amendment to the Development Agreement does not address Majestic Oaks which was previously approved by hot]-, City of Georgetown and Williamson County. Staff stated that it would not be inappropriate for the commission to make a separate statement to Council that they consider the Majestic Oaks item at a iitor date. Notion by Commissioner Brent to recommend to City council approval of the #!I Amendmont to the.
