Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive Session at the request of the Robert Johnson for any purpose authorized by the Open Meetings Act, Texas Government Code Chapter 551.) A CalltoOrder The meeting was called to order at6:00pm by Robert Johnson. B Roll Call Keith Fruge, Jason Shurley, Robert Johnson, Robert Palko, Chuck Bridges Absent: Chuck Bridges, Katherine Kanner Staff: Kimberly Garrett and Jill Kellum CDiscussion and possible action to approve fees in lieu of parkland dedication for the Vera Anderson Tract. This item has been pulled from the agenda. D Discussion and possible action to approve a Task Order with RVi for the San Gabriel Park MasterPlan in the amount of $48,000. At the August 14th meeting the Parks and Recreation Board unanimously recommended approval of staff to negotiate a task order with RVi for a master plan of San Gabriel Park. That park is very important to the City and there have been some changes to the park since the Parks; Recreation and Trails Master Plan was completed in 2009. When the overall master plan was completed, San Gabriel Park was evaluated as a park on its own due to its size and scope. There is a small chapter in the overall park master plan dedicated to opportunities related to San Gabriel Park. Staff feels that a more detailed plan is needed in order to properly plan, design and phase improvements to a park of this size; In addition, there have been changes that are planned in the downtown west area that could affect amenities built in the park. All the elements in the master plan are still planned for San Gabriel Park, but the size, scale and location may change from what was shown in the master plan. These possible changes need public input to insure that the voters that approved the 2008 Park Bonds have an opportunity to provide feedback. There are also many different stakeholders that use the parkand there are several long term leases: that could impact certain park areas and provide additional programming opportunities depending on those leases. It is important to revisit this plan and effectively communicate new opportunities and limitations that have arisen in the past five years. Staff is recommending approval of the task order with RVi in the amount of $48,000. This item is included in the approved 2013/14 Budget in the Parks Capital Improvements Plan. It is funded by 2031 bond proceeds, which were part of the 2008 voter approved parks bond package. Funds were budgeted inaccount 120-9-0280-90-021. Kimberly Garrett stated there will, be several public meetings. Kimberly Garrett explained of several projects RVi has done. They are on the master service agreement so we can start on this immediately. Motion made by Keith Fruge, seconded by Chuck Bridges to approve a Task Order with RVi for the San Gabriel Park Master Plan in the amount of $48,000. Approve 5 - 0 B Discussion and possible action to approve a resolution for a land exchange adjacent to Blue Foie Park. The City has been working with the San Gabriel River Place Foundation to exchange a 0.66 acre parcel of land they own along Rock Street with a 1.466 were parcel of land belonging to the City. The benefit to the Parks and Recreation Department is gaining land adjacent to Blue Hole Park for park development. Inadditionto the land, a payment of $56,000 would be made to the City for the difference in value of the two parcels: The funds would then be dedicated for parkland improvements. City Council would consider approval of the resolution at the September 23`a meeting, FINANCIAL IMPACT: Gain of $56,000 towards parkland improvements. Kimberly Garrett stated this has been taken to City Council twice_ Robert Johnson asked for clarification on if the land and money would be used specifically for this park. Kimberly Garrett stated that it would. She said this exchange would add to the amenities of BIue Hole, This area will have to be rezoned and have to go to council. Motion made by Robert.Palko, seconded by Keith F'ruge to approve a resolution for a land exchange adjacent to Blue hole Park. Approved 5-0 F Discussion and possible action on participating in the design of vertical pedestrian access points along Austin Avenue to connect to the hike and bike trails along the North and South San Gabriel. Rivers. ITEM SUMMARY: The Transportation Department is moving forward with the preliminary design and cost estimates for the Austin Avenue Bridges. There are pedestrian elements planned for both sides of the new bridges, a 6'sidewallc on the west side and 10` shared use path on the east side. Since the two bridges are adjacent to the hike and bike trails, now is an opportunity to work together to create vertical pedestrian access points from Austin Avenue to the trail. This concept is supported in both the Downtown Master Plan and the Trails Master Plan. Since this project is related to trial improvements, proceeds from the 2008 Park Bonds would be able to design and construct these potential trail connections. Design on the; project would start after October 1, 2014 and bridge construction would start no earlier than Oct 2015. By partnering on this project, there would be the opportunity to provide access from the trails to downtown. There are funds in the 2014/2015 Parks CIP for trail design. Kimberly Garrett states this Plan ties in with the downtown master pian and the parks master plan. Kimberly Garrett stated there is bond money available currently to move forward with this design. Motion made by Keith Pruge, seconded by Robert Palko to move design of vertical pedestrian access: points along Austin Avenue to connect to the hike and bike trails along the North and South San Gabriel Rivers and utilize trail bond funds Approved 5 - 0 G Update on the 2014/2015 Parks and Recreation Budget Kimberly Garrett stated the budget was passed and approved. H Project Updates and Status regarding VFW Park, Williams Drive Pool, San Gabriel River Trail Extension, Chautauqua Park, San Jose Park, New Village Parks and San Gabriel Park improvements related to the FM 471 improvements. Kimberly Garrett showed a conceptual design for VFW Park. Kimberly Garrett stated they met with stakeholders and property owners on July 29". She showed a conceptual design for the improvements for Williams Drive Pool. Kimberly Garrett stated they have done the final walk through for San Gabriel River Trail. They are looking at proposed dates for a grand opening. Chautauqua Park is almost complete. San Jose Park is under constructing and they are looking at proposed dates for a community grand opening. The Village Parks are waiting for TCEQ approval. San Gabriel Park Improvements related to the FM 971 improvements are delayed due to the company working on the project defaulted on the project due to bankruptcy. They are working with the insurance company to get the project going again; I Invitation to the Sidewalk Master Plan and Public Facilitates Access Audit Open House. The Parks. and Recreation Advisory Board is invited to the Ist Sidewalk. Master Plan and Public Facilities Access Audit Open House on September 30th from 5:30 pm -7.30 pm at Council Chambers. The purpose of the Open House is to (1) Educate the public on accessibility (Transition Plan) and capital planning for facilities (2) Collect and Validate city wide and downtown specific sidewalk infrastructure data as well as (3) Get public input on project. prioritization.
