The Parks and Recreation Board met on Thursday, August 14, 2015 at 6:00 pm at 1101 N. College Street,
Georgetown, TX 78626.
MEMBERS PRESENT: Keith Fruge, Jason Shurley, RobertPalko,KatherineKamer, Chuck Bridges
MEMBERS ABSENT: Robert Johnson, Charles Brashear
STAFF PRESENT: Kimberly Gannett, Eric Nuner Jill Kellum
Regular Session To begin no earlier than 6:00 fim.
Parks and Recreation: Board may, at any time, recess the Regular Session to convene an Executive Session at the
request of the Robert Johnson for any purpose authorized by the Open Meetings Act, Texas Government Code
Chapter 551 )
A. Call to order
The meeting was called to order at 6:00 pm by Keith Fruge,
B. Presentation from Kendra Kalich, summer intern for the Parks and Recreation Department.
Kendra Kalich presented information from her summer internship with the City of Georgetown.
C. Discussion and possible action authorizing staff to negotiate a task order with RVi for the San
Gabriel Park MasterPlan.
Kimberly Garrett explained the following information on the San Gabriel Park Master Plan: Improvements to
San Gabriel Park wereincluded in the 2008 Parks Bond. The firststepin the process will be to do a: master plan
of the park. This master plan will involve public input and phasing options. In January 2013 staff solicited.a
Statement of Qualificationsfor landscape architect services for future park projects, One of the firms submitting
top qualifications was RVi. The City has worked with RVi in the past and been very satisfied with the work.
The firm updated the Parks MasterPlan in 2002 and designed the Lake Georgetown Trail and Rivery Park that
opened in 2005. Most recently they provided conceptual drawings for Blue Hole Park. They have also
completed numerous projects in size and scope to San Gabriel Park. Their project list is attached.
RVi currently has a master service agreement with the City for landscape architecture services. Staff requesting
approval to negotiate a task order: for. services related to a master plan of San: Gabriel Park. The Parks and.
Recreation Board will approve the task order and fee at the September meeting.
Kimberly Garret stated the funding is available fromthe bond so the money is thereto go through with the.
master plan and would come back with the task order for the design. Keith Fruge asked how long it would take
to start.. Kimberly Garrett stated she would like to bring the task order back in September with the dollar
amount, Keith Fruge asked the time line and Kimberly Garrett stated 4 — 6 months and Eric Nuner interjected it
would also depend on the public input. Jason Shurley asked if there was a.danger that we have this new plan
and then not be able to act on it for 4- 5 years and it would become outdated. Kimberly Garrett stated there is
money available tostart the masterplan and design and there is some money to do some construction. Keith
Fruge reiterated that San Gabriel Park is abeautiful park andneeds: some updates and have some additional
functions added to it. Kimberly Garrett stated that accessibility is an issue that needs to be addressed. Eric
Nuner stated an updated plan would also give more detailed planning and in today's dollars what we get for our
value vs. what the estimates were 5 years ago.
Motion made by Keith Fruge and seconded by Roberto Palko to authorize staff to negotiate a task order
with RVI for the San Gabriel Master Plan. Approved 5 - 0
D. Update on the Texas Historical Commission grant for the survey at. Citizen's. Memorial Cemetery.
Kimberly Garrett explained the city maintains the cemetery and the Citizen's Memorial Association manages it,
She stated the city historical planner has applied for an untold story's marker; ahistorical marker for that
cemetery and as part of that the city and the association wanted to identify the graves. The City was awarded a
grant from the Texas Historical Commission in November 2013. Staff has worked with Horizon Environmental
on a survey of the cemetery. All the graves with a headstone have been identified and documented on a grave
record sheet. There is also a map that was created showing the location of the all graves, including possible
unmarked graves. Assign with cemetery map will also be installed at the entrance of the cemetery as part of the
grant. This information will also be available at the Georgetown Library and on the City website. Kimberly
Garrett stated there are not many previous records with the cemetery, Kimberly Garrett also state we are going
to work with the Boy Scouts on general maintenance.
E. Update on the 2014/2015 Parks and Recreation Budget
Kimberly Garrett stated the first reading of the budget is August 26's. In the CIP, the tax rate that was proposed
has the items Kimberly Garrett presented to the board.
F. Consideration of Parks and Recreation Director's project update
Kimberly Garrett presented a project update to the board.
G. Approve minutes from the June 12; 2014 meeting
Motion made by Keith Frage, seconded by Robert Palko to approve the minutes from the June 22, 2014
meeting. Approved 5 - 0
H. Adjourn
Motion made by Robert Palo to adjourn the meeting. The meeting adjourned at 7:04 pm.
