Chair Horne called the meeting to order. at 6:00 pail.
Chair Horne stated the carder of the meeting and that thosr: who speak must turn in a speaker

is permitted to address the Commission. Once for each item, for o maXlinunaof three, (3)

Consent Agenda
The Consent Agenda includes icon -controversial sand routine iteins that the Commission may
act lin with one songlo vote. A Cornmissioner or any member of the public may request that
any item from the Consent Agenda be pulled in order that the Commission discuss and act
upon it individually as part of the Regular Agenda. The Planning and Toning C'ornr ,i ssioi 's
approval of an item on the Consent Agcncla will be consistent with the staff recommendation
described in the report, unless otherwise noted.

Development Agreement reediest, description of project and recommend for approval.

stated he and his staff will be glad to answer questions,

saw the postings along with in and out traffic through Legend Oaks. Neighbors would like.
to have the opportunity to have concerns addresscdt And be informed as the project
progresses.
Chris Brown, 304 Ashwood Drive is concerned with access points and traffic and proposes
moving the entrance to Starwood Drive or the bridge without interrupting the small
community of residents. Asked how will the salamander cozicern be addrr; sed?
Bryan Jamison - 312 Ashwood Lane, would like Hillwood to meet with the i-iOA to further
discuss the project with the actual homeowner members: Questions what connections are
being planned and what other connection options has been considered,
He would like to view the construction_ plans for in and out of the property. If, a Traffic
Impact Analysis been completed. If So; he Would like to i,eview a copy.
Chair hlorne closed the Public Hearing.
The Mr. C'arlock stated I lillwood mitt with the chair of Oakcrest HOA, but will be glad to
meet with the members along with the members of I egond Oaks f-1O_A.
The applicant stated Ilillwood is committed to use the Wolf. Raaich Parkway as the
construction entr y.'I'hc Project will be a public entry, nota gated community. Applicant
stated they will be glad to address the concerns regarding the entries noon cstablishei
homes.
I raffic impact Analysis will be required during the neadt submittal of the first phase of the
entire property. The City is anticipating 3 connce tion being required which were
discussed this evening.
Staff stated if there is a better opporharily or a better location that presents itself in the
future this devolopinont agreement can be reviewed.

Agreement associated with a proposed Municipal tJtilify District on 864 acres in the Perry,
Thompson, Uonagan, Pulsafer and Stubblefield Surveys, and a portion of the River Rills
subdivision, to he known as Wolf Ranch tiillwood, generally located at West University
Avenue and Wolf Ranch Parkway conditional upon approval of the C'omprobensivt Plan
Anwndrnent prior to adoption of the agreement. Second by Commissioner Rankin.
