Policy Development/Review Workshop — Call to order at 3:00 PM A Presentation and direction on the City Secretary and City Attorney's 2014/2015 Proposed Budgets — Paul E. Brandenburg, City Manager; Micki Rundell, Chief Financial Officer; Jessica Brettle, City Secretary and Bridget Chapman, City Attorney Brandenburg introduced the item and spoke about the budget requests that were submitted from the City Attorney and City Secretary's office. Fought asked and Brettle spoke about how the Records Management position being requested would have a positive effect on the administration of records management policies and processes throughout the organization. Fought asked why the city would want to place the position over at GUS. Brettle explained the difference between the GUS records position and the position she is requesting. Mayor spoke about how he was recently at the City Secretary's office and was shown some of the historic records that are housed in the facility. He expressed his concerns with original historic documents not being restored or scanned. He said he feels a large portion of Georgetown's history is currently at risk. He noted he is requesting that Council seriously consider moving more quickly on this. He said there are 27 books to be restored at about $2,000. He proposed a three year project, which would be $18,000 per year. Fought said he definitely likes that idea. Gonzalez asked and Brettle spoke about how the City Secretary's office is currently doing a Best Practices study. She described that fact finding process for the Council. Eason spoke about how she sees this new position fitting into the city staff structure. Hammerlun asked and Brettle explained the variation in records management needs among the city departments. Hammerlun asked and Densmore explained how the police department stores their records. Briggs spoke about the tops of records they have in GUS and how their new records administrative assistant will assist in getting those organized. Fought said he supports the GUS position and the special archiving project. There was much discussion. B Update on 5 Year Business Plan and Priorities for the City of Excellence, including discussion and possible direction to staff— Paul E. Brandenburg, City Manager and Micki Rundell, Chief Financial Officer This item was pulled by staff. C Presentation of Sales Tax and Utility Revenues -- Paul Diaz, Utilities Financial Analyst; Chris Foster, Manager of Resource Planning and Integration and Micki Rundell, Chief Financial Officer With a Powerpoint Presentation, Diaz presented on the sales tax and utility revenues. He spoke about how far the City has come from the recession in 2009. He said Georgetown has seen some tremendous growth in the last 24 months. He said staff projects an 8% increase in revenues over last year. He spoke about the various components that make up the city's sales tax. He provided Council with a pie chart of the historical distribution of sales tax in Georgetown. He said the retail sector makes up 47% of the total. He spoke about the real estate sector and said it is only at 2% of the total, but it continues to grow. He reviewed each of the sectors, where the city is currently in those sectors and where the city is going. He showed Council a chart demonstrating the growth of the building materials of the retail sector. He said there has been growth in the building materials and retail sector. He said the food sector, which is 11 % of the total, is up 6.61 % year to date. He provided data about the information sector. He spoke about the Wolf Ranch Shopping Center and said, year to date, Wolf Ranch is up 3.65%. He said Wolf Ranch accounts for 13.2% of all sales tax revenue in the City of Georgetown. He spoke about the forecast for fiscal year 2015 and said they estimate retail will have a 3-4% growth due to stagnation of general merchandise and possible slowing of building material. He said they estimate there will be continued strong growth in the food and information sectors. He said, as we put all of the modeling together, the consensus of the data shows a 4.25% to 5.25% growth relative to the assumed FY14 collection. He said the fiscal year 2015 projection model shows 5% growth relative to the assumed fiscal year 2014 collection. He said the estimated fiscal year 2015 sales tax budget is $21,336,000. Brandenburg asked and Foster and Diaz spoke about the model they are using in order to come up with these figures. They spoke about this in great detail. Brandenburg added it is important for the Council to know that we do not get sales tax revenues from automobile dealerships. Brainard asked and Diaz said the revenue from retail gas pumps go to state and federal tax. Hammerlun asked and Diaz spoke about how they come up with the growth percentage number. Mayor asked and Diaz spoke about how the growth in Georgetown compares to other cities in the Central Texas area. There was much discussion. D Joint GTAB Workshop regarding Austin Ave. Bridges -- Edward G. Polasek, AICP, Transportation Services Director and Jim Briggs, General Manager of Utilities Mayor introduced the item and the members of GTAB introduced themselves to the City Council. With a Powerpoint Presentation, Polasek provided an assessment review of the Austin Avenue Bridges. He spoke about how they employed Aguirre and Fields to repair surfacing on the bridge. He spoke about some of the findings by Aguirre and Fields and how the City changed the study from the asphalt to the entire bridge. He said the staff recommendation is to move forward as quickly as possible with the replacement of the bridges. Oscar Aguirre introduced himself and briefly described the bridges for Council. He provided the various options for the repair and replacement of the bridges. He provided the Council with a cost analysis of each of the options. Aguirre described a few things to be considered before moving forward. There was much discussion. Fought said the load limit is pretty high. He asked and Polasek said it prohibits ladder trucks, fuel trucks, garbage trucks to use the bridges. Fought asked and Polasek described the alternative route for those vehicles now that they cannot drive over the bridges. Eason asked what would be involved with a full replacement of the bridges. Diaz said they would close half the bridge at a time so the other half could be built and repaired. Eason asked and Polasek said they have had conversations with TXDOT and other entities but the bridge is still about 50% so it does not qualify for TXDOT bridge replacement funds. Gonzalez said he thinks this should be included in the list of road bond projects. Mayor asked if the GTAB members had any questions. Ray Armour asked and Aguirre said not allowing those trucks will preserve the useful life of the bridges. Chris H'Luz asked and Polasek said TXDOT does not have much jurisdiction over these bridges. Jonrowe asked and Aguirre spoke about how they were able to come up with the estimate of replacement costs. Gonzalez said he would like for the replacement cost to also include the ADA compliance issues as well. He said he wants to make sure the city gets this right the first time. Polasek said that is the purpose of the item on the Regular Agenda. Brainard asked and Briggs said the City also wants to look at the market to see what is happening with prices. Brainard asked and Briggs spoke about how the City comes into possession of bridges from TXDOT and reviewed the next steps in this process. There were many questions.
