Vice -chair Massed called the meeting to order at 6:00 p.m.
Vic -chs r Ma ad stated the order of the meeting and that those who speak must turn in a
speaker form to the recording secretary before the item that they wish to address begins_ Each
speaker is permitted to address the Commission once for each item, for a maximum of three
(3) minutes, unless otherwise agreed to before the meeting begins_
1_ As of the deadline. for oris agenda, no persons were signed up to speak on items other than
what was posted on the agenda.
Consent Agenda
The Consent Agenda includes. non -controversial and routine items that the Commission may
act on with one single vote_ A Commissioner or any member of the public may request that
any item from the Consent Agenda be pulled in order that the Commission discuss and act
upon it individually as part of the Regulaz Agenda. The Planrrirvg and Zorting Commission's
approval of an item on the Consent Agenda will be consistent with the staff recommendation
described in the report, unless otherwise noted_

Motion by Commissioner Hewlett to approve the consent agenda including the minutes

Regulaz Agenda
S. Public Hearing and possible action o a Rezoning of 3130 a _ n the William Addison
Survey, from Agriculture (AG) District to Single Family Residential (RS) District, to be
known as Highcrest Meadows, located off Churchill Farms llriva REZ-2013-013 (Carla

Carla Benton provided an overview of the Rezoning inquest, description of project and
recommendation for approval.
Vice -chair Massad invited the applicant to address the Commission. Justin Davis,
represenha Hve For DR Horton Homes, requested approval and offered to answer any
questions.
Vice -chair Massad opened true Public Hearing. Eric Dorothy, 1462 Newberry Street, asked
the PBrZ Co mission to recommend denial to City Council. He expressed c - about
the increase of traffic to the Churchill Farms and his concer -about not being able to s
the stars. He also stated there is not a need for new homes as 35 homes arc for sale in the
area.
Vice -Chair Massad closed the Public Bearing.
Morton by Commissioner Brent to recommend approval to City Council tl'.c request for
Rezoning of 31.30 a n the William Addison Survey, from Agriculture (AG) District to
Single Family Resider Hal (RS) District, to be known as Highcrest Meadows.
Second by Commissioner Cochran. Approved_ (6-0)
6. Public Hearing and possible action on a Preliminary Plat of a replat of Wilderness Estates,
being 26 acres in the G.B. Mayhall Survey, located on Russell Park Road (1200 Block of
County Road 262) at Wilderness Trail. PP -2013-006 (Carla Benton) Staff report by Carla
Benton.
Carla Benton provided an overview of the Preliminary Plat request, description of project and
o ndation for approval.
Commissioners asked and staff stated there are no requirements For fencing between tree Core

Vice -chair invited the applicant to address the Commission. Applicant was not present.
Vice -chair Massad opened the Public Hearing. IVo one came forward the Public Hearing
was closed_
Motion by Commissioner Cochran to approve ttve Preliminary Plat o£ a Replat of
Wilderness Estates subdivision. Second by Commissioner Horne. Approved_ (6-O)
7. Public Hearing and possible action o a Rezoning of Dalrymple Addition, Block A, Lot 1-2
(PTS) and Dalrymple Addition, Block A, Lot 5-6, 1-2 (PTS), located at 130] Hart Street and
1215 Timber Street, respectively, From the Multifamily (MF) District to Single -Family

Vice -chair Massad invited the applicant to speak. Mr. Tames Prince asked the Commission
to approve his application request and stated he would be glad to answer questions.
Vice -chair Massad opened the Public I -haring.
Ms. Brenda Clark Herrington, 1302 Hart SL, enquired about the pricing structure of the
new homes. She stated she welcomes development, but the elderly in the neighborhood are
ned about the price of these homes and the effect of the property tax increase. She
stated most homes are valved at $80,000. - $100,000.
The applicant stated the starting price may start at $300,000.

Motion by Commissioner Hewlett to r nd to the City Council approval of the
Rezomzirzg of Dalrymple Addition, Block A, Lot 1-2 (PTS) and Dalrymple Addition, Block A,
Lot 5-6, 1-2 (PTS) From the Multifamily (MF) District to the Residential Single -Family (RS)
District. Second by Commissioner Horne. Approved. (S -O)
8. Uiscussion on transition to paperless agenda system. Andmw Spurgin revie-wed the new
process. Staff will send a link when agenda has been posted.
9. Uiscussion and possible action regarding the poten Hal Planning and Zoning meeting
schedule for the 2014 calendar year. Andrew Spurgin presented a chart with then tuber of
applications presented to the Commission each. month for the past 4 years and stated there
has been a steady increase of plaruving application o r the pasts rel m nths.
Commission discussed and directed staFF to table the item to the November 18'^ Planning
and Zoning meeting for further discussion.
10. Update the Georgetown Transportation Advisory Board (GTAB) Mee Hngs. (Scott
Rankin) NA

12. Reminder of the Monday, November 18•� Joint work -session of the HARC and Plaruzing Sr
Zoning Commission to discuss proposed updates to the Downtown Master Plan sta rting at

13. Reminder that the Tuesday, November 19th Planning and Zoning meeting has been moved
to Monday, November 18, 2013 to be hetd in the I Iewlett Room, on the second floor at the
Georgetown Library, located at 402 W. 8"� Stree[, starti. gat 5:30pm.
