HomeMy WebLinkAboutMinutes_PAREB_12.12.2013Minutes of the Meeting of the Parks and Recreation Board City of Georgetown, Texas December 12, 2013 The Parks and Recreation Board met on Thursday, December 12, 2013 at 6:00 pm at 1101 N. College Street, Georgetown, TX 78626. MEMBERS PRESENT: Robert Johnson, Keith Fruge, Katherine Kainer, Charles Brashear, Daniel Dance, Robert Palko Regular Session — To begin no earlier than 6:00 pm. Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive Session at the request of the Robert Johnson for any purpose authorized by the Open Meetings Act, Texas Government Code Chapter 551.) A. Call to order The meeting was called to order at 6:02 pm by Robert Johnson. Derek Smith, Charles Brashear's stepson, introduced himself and he is present to earn a badge for his Eagle Scout. B. Roll Call C. Consideration and possible action to approve the parkland dedication for Highcrest Meadow. -- Kimberly Garrett, Parks and Recreation Director Kimberly Garrett explained that Highcrest Meadow is a proposed subdivision off of Hwy. 29 East. The area to be developed is approximately 31 acres. There are approximately 135 lots to be developed. The developer is proposing to pay the fee in lieu of land dedication. There are two developed public neighborhood parks in the area that will serve this subdivision. There are future roads that will connect this subdivision to Summercrest and University Park, both which are larger neighborhoods and have large parks. The developer is proposing to develop a private park in the subdivision with a playground and also provide green space with soccer goals. To ensure this happens, the planner suggested that a plat note be made regarding the private park improvements. It is staffs recommendation to accept the fees in this case since there are public parks in close proximity and the developer plans to develop a private park at their expense that the HOA will maintain. The fees will allow us to develop other parks in the area. Fees will be collected at the rate of $250 per unit. The estimated fees are $33,750 for the proposed 135 units. Justin Davis with D R Horton and Shawn Graham with Jones & Carter Engineers were present to answer questions about this parkland dedication. Justin Davis stated this project is a little challenging as there is a ridge that bisects the site. Ideally there would be only one pond as it gives more useable land; because of that ridge they have to do two separate ponds, which is part of the reason they are constricted on space. Keith Fruge asked if the engineer had done a soccer field in the bottom of a retention pond and if it works. Shawn Graham stated they have done one in New Braunfels and it was big hit with the kids in the neighborhood. Kimberly Garrett stated they will set aside 4 acres of green space that the HOA will maintain. They will be responsible for the playground. Kimberly Garrett then explained that the fees of $33,750 could be used to purchase a playground in this same zone. Shawn Graham explained that it would be written into the deed restrictions for this community, the HOA would maintain these specific lots, dues would be collected annually and that maintenance could be set aside and kept up with. In the beginning, D R Horton would subsidize this as there would not be dues collected. There was some discussion about HOA dues and how these lots would be maintained. Shawn Graham stated that the HOA dues they implement have historically been a little higher for this area and when they leave the property they want the HOA to be secure. limberly Garrett reiterated this would be a private park not a City of Georgetown park. Kimberly Garrett stated the fees could be used to purchase land or develop other parks in that zone of town. Justin Davis with D R Horton and Shawn Graham with Jones & Carter Engineers will go to P & Z on December 17fl' for approval. Motion made by Daniel Dance, seconded by Keith Fruge to approve parkland dedication for Highcrest Meadow. Approved 6 - 0 D. Update on the Creative Playscape Phase 2 Kimberly Garrett stated they went back to council on Tuesday night and explained the bonds to the council. There was information on maintenance, how much it cost and what will be maintained. It was explained that staff will keep the budget at $500,000.00. Nothing was taken out of the concept of the design that was taken to council on December 10th. E. Approve minutes from November 14, 2013 meeting Daniel Dance excused himself from the meeting at 6:54 pm. Motion made by Katherine Kainer, seconded by Robert Palko to approve the minutes from the November 14, 2013 meeting. Approved 5 - 0 F. Adjourn Motion made by Robert Palko to adjourn the meeting.
