HomeMy WebLinkAboutMinutes_PAREB_10.10.2013Minutes of the Meeting of the Parks and Recreation Board City of Georgetown, Texas October 10, 2013 The Parks and Recreation Board met on Thursday, 10-10-2013 at 6:00 pm at the Parks and Recreation Administration Office, 1101N. College, Georgetown, TX 78626. MEMBERS PRESENT: Robert Johnson, Keith Fruge, Katherine Kainer, Robert Palko and Chuck Bridges Regular Session — To begin no earlier than 6:00 pm. The Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive Session at the request of Robert Johnson, Chair for Parks and Recreation Board, for any purpose authorized by the Open Meetings Act, Texas Government Code Chapter 551.) A. Call to Order The meeting was called to order by Robert Johnson at 6:05 pm. B. Roll Call Board: Robert Johnson, Keith Fruge, Katherine Kaiser, Robert Palko, Chuck Bridges Staff: Kimberly Garrett, Katie Coffman, Jill Kellum C. Staff introduction and presentation — Katie Coffman, Youth Recreation Program Coordinator Kimberly Garrett introduced Katie Coffman the Youth Recreation Program Coordinator. Katie Coffman gave a brief presentation of her job duties which include camp programs, teen events and the Youth Advisory Board. With summer camp this year, Camp Goodwater expanded from 50 to 100 kids a week and 14 camp counselors, 2 head counselors and a director. It was a big expansion. The camp was about 88 % full this year and we anticipate it being filled to capacity next year. In the past there were only 50 spots with very long wait lists and a lot were nonresidents. In the past, nonresidents did not have an opportunity to register because it would fill during the resident registration period. This year there was a lower camp including kids 1 n — 3 d grade and an upper camp including kids 4b — 6d' grade. This worked well. There are mini camps during the year as well when GISD is out of school. Currently, she is focusing on teen events. She would schedule several teen events throughout the month but she was noticing lower attendance so this year she has consolidated the events into a First Friday event for the teens. Consistently, there are 30 — 40 kids and there is a different theme each night. Recently, Katie has partnered with the Alpha Phi Omega service fraternity at Southwestern University and they are all required to have 25 service hours a semester, so they have been volunteering for all the teen events. It has been a big help and we are able to do a lot more for the teens. Katie Coffman states she is working on youth programs. She did start a junior counselor program for the 13 —16 age group. She had 6 junior counselors this year and is hoping to expand that as well. The ultimate goal of that program is that they will transition from being a camper into being a camp counselor one day and seeing the difference. Katie Coffman stated the Youth Advisory Board hopes to host the Youth Advisory Council in the future. Once Georgetown gets a convention center we could host that event. It would give good exposure to have all those kids from all around Texas to come here. The board is also looking at getting into advocating for youth. She also stated they have added more preschool programming. We are offering a Touch a Truck program that is done once a month and the next one will be next Thursday and a fire engine and police car are coming for that. The kids get to sit in the driver's seat, take pictures and read a story and do a craft related to that. She is always looking for new teen programs. D. Consideration and possible action on approval of the parkland dedication for the Arbors at Georgetown Village Kimberly Garrett presented that the Arbors at Georgetown Village is proposing to dedicate 0.6 acres of parkland to satisfy their parkland dedication requirement. This development is part of a concept plan that was approved under the previous subdivision regulations. The parkland requirement at that time was 1 acre for every 150 units. This subdivision is proposing 95 units which equates to 0.6 acres of parkland. Since the parkland is less than one acre, the Village PID (Public Improvement District) will develop and maintain the park. Motion made by Keith Fruge, second by Robert Palko to approve the parkland dedication for the Arbors at Georgetown Village. Approved 5-0 E. Consideration and possible action to make a recommendation to the City Council regarding a resolution supporting the proposed roadway and park projects included in Williamson County's current bond initiative — Paul E. Brandenburg, City Manager There was some discussion on this item. Motion made by Katherine Kainer, second by Robert Palko to thank the City Manager for presenting the information to the Parks and Recreation Board on the proposed roadway and park projects included in the Williamson County's current bond initiative. The Parks and Recreation Board have acknowledged the information and a discussion took place, and the board does not feel they have enough information to oppose or support the bond initiative. Approved 5 — 0 F. Update on Parks and Recreation Capital Projects The Parks and Recreation Department has several capital improvement projects that are ongoing. The following is a status update on the following projects: • Garey Park - There were 8 proposals submitted. The committee has been reviewing and scoring the proposals and will meet to determine the top firms for interviews. The recommendation from the committee should come to the November Parks Board meeting then a recommendation can be made to City Council. Then that will give permission to negotiate a price with the firm that was selected. • Creative Playscape Phase 2 - The design concept open house was held on September 19th. There were 19 people in attendance. Positive feedback and comments were received. A final design concept is scheduled to be presented to the Parks Board at the November meeting. • Hike and Bike Trail Extension - The bids for construction went out on October 6th and will be due on October 24th. There will be a pre-bid meeting on October 15th to answer any questions that contractors may have. The contract is scheduled to be presented to the Parks Board at the November meeting. • Rivery Park Play Pockets were completed in late September. • Planning and design continues on the new Village Parks, San Jose Park and Chautauqua Park • Art Center and Splash Pad - Scheduled to be open October 26th - Grand Opening Celebration • Planning and design for River Ridge and Williams Drive is underway. G. Update from Friends of Georgetown Parks and Recreation Keith Fruge reported they had their annual member drive in September and only a few people signed up. Kimberly Garrett stated she received information at the NRPA conference this week for how to start Friends Groups. She has ideas she will share with the group. The next meeting will be in November. H. Approve minutes from the September 12, 2013 meeting Motion made by Katherine Kainer, second by Keith Fruge to approve the minutes from the September 12, 2013 meeting. Approved 5-0 1.
