Consideration and possible approval of the mu.utes of the April 24, 2014 regular meeting Winder pointed out a grammatical error on the bottom of the first page_ Motion by Knight to approve the ntfnutes as presented with the noted changes. Public Hearing and possible action o request for a Certificate of Design Compliance (CDC) Eor demolition for the structures located at 1D1 and 109 West 2�^+ Street bearing The legal description of City of C_' orgetown, Black 2, Lots 2-4,. Sn Pt Abandoned Rd, .582 acres, and Lots 5-'Z, (ptj 8 Sr Abandoned Rd, J04 acres. (CDC -2014-019) Synatschk presented the staff report. The applicant is seeking approval to. demolish eh¢ historic structures that ar identified as Low Priority st ctures on the 1984 and 2007 Historic Resources Survey. The applicant has a future development plan. for the site that is more appropriate and compatible with the historic overlay district. Staff recommends. that the HARC make their findings based on [he required approval criteria of UDC Sections 3.13.030 and 3:13.040. Should the £IARC approve the request, the documentation of the existing structure and post-demoliridn requirements of LIfJC Section 3.13.090 shall apply.. Should the HARC deny the request, the demolition delay process ou[lined in UDC Section 3.13.010.D.2 shall apply. The applicant, Austin Pfeisrer, was present for any quesrions. Eby opened the Public Hearing at 6:24 p.m. and closed it with no speakers coming forward. Winder asked if the Demo Committee asked For a site plan submittal with the application. Synatschk stated they did not ask for that. Preservation Brief -The National Register of Historic Places Syuatschk presented the Brief and explained what it means for properties to be listed iu the National Register, and how to use the National Register a a Preservation Planning Tool. He also showed several examples of National Historic Landmarks. E. Update from Sign Subcommittee Knight reported that Sign CDC's w approved by the Subcommit[ee for Sky Realty on AusLiu Avenue and Ruby K's on Church Street She also explained that they had a discussion on Plow to be proactive when signs have beau installed without previous approvals or permits. Brewer spoke to the issue and explained that the tenant or owner applicant is told that by having put the sign mstalled, they a running a isk of having to come in to c mpliance at a later date and having to make and reinstall the sign. She explained that staff and commissioners' goal is compliance, not punishment. Code Enforcement's focus is to work with people and businesses towards compliance. F. Briefing of Customer Bulletins 112: Certificate of Design Compliance Process, 113: Certificate of Design Compliance for Demolition or Relocation of a Structure Process, and ] 14: Procedures For mpleting and submitting a Certificate of Design Compliance Application (Submittal I2equiremeuts). Davila reviewed the customer bulletins, when they are used and where they are published. They are published for use by anyone on the website at https://plaxtrting.georgetowu.org/plarming- department-correspondence/. G. Davila explained the new process and Frost assisted the commissioners with the computers as they walked through the process of opening. agendas and agenda items online. She expressed coucem about the impact of new development o fisting residential neighborhoods. She asked that the commissioners and staff continue to cousider�the neighboring properties of the applications, including the increased impervious cover, and the feel of the neighborhood, along with the implications to the r r through the ar Synatschk explained that many of those items were addressed by staff during the platting application and not the purview of the commission. The next regular HARC meerirrg is lune 22,.a ,not sure about the sign subcoaurtittee meeting yet. The CLG grant that was applied for in regards to the Historic Resource Survey has been approved and the city is putting out request for proposals from vendors later this month. SynatschB reported etre Sweet Lemon Inn was open and so Ear had no complaints. 108 W. 8�^ Street was closed for now but was expecting a tenant by the end of July. The Texas Historic Highways L-.itiaHve, which is a partnership between TxDQT (funding) and Texas Historical Commission (su veying) has eomplefed o. major highway wMch runs from Baltimore to San Diego, parallel between I-ZO and I-30, is open and has many historic markers featured all along it. The next big project is the Meridian Highway which will cu[ through Georgetown, starting next year, nd ia-.elude public involvement and hearings. This will be a great opportunity for Commissioners and citizens to get involved in this national project. J.
