Call to Order by Eby at 6:00 p.m. with the reading of the meeting procedures. Those who speak must tum in speaker form, located at the back of the room, to the recording retary before the item that they wish to address begins. Each speaker will b¢ permitted to address. the Commission one time only for a max.mum of tl-.ree (3) minutes. Eby explained the cor-rection that needed to b¢ made to the minutes, in regards to. the number of votes needed For an action to be approved. Synatschk presented the report and discussed how historic preservation commissions can be positive, proactive community partners, and not just regulatory bodies. C. The applicant is requesting a CDC fora 320 square foot addition to a medium priority structure in the downtown overlay district. Hardy siding and a dropped r ofline will be used for differentiation. Additionally, an old addition will have a gabled of added. Staff suggests that the rafter tails from the original addition be retained for differentiation. Eby opened the Public Hearing and closed it with no speakers coming Forth. Approved 9 — O. D. Discussion and revaew of the 'Texas Open Meetings Act and meeting procedures. Bridget Chapman, the City Attorney, gave a presentation on the Texas Open Meetings Act and cetitzg procedures. Site highlighted that all City Boards and Commissions ar established v -a dte City Charter, and act in advisory capacity to The City Council. HARC is specifically established in Title 2, Section 250 of the Code of Ordinances. Staff agreed to hold workshops at the next meeting regarding the demolition process, the appeal process, and how to amend the design guidelines.
