Synatschk explained that this application was delayed from the previous August meeting's

Synaischk presented the staff report The cep plicant seeks Certificate of Design Compliance
(CDC) approval From FIARC to alter a Medium Priority histone strucrure located in the
Area 1 of the Downtown. Historic Overlay. "['he proposed project will r e the n -
historic a mg and restore the m - ung significant features of the build ing Vincluding the
ndrope mg the transom w ndows. Synatschk pr vided hkstorical pictu ra. of the
building from the early 1900's through the 1990'x_ 1'he applicant, Ken Horak was present
for questions.
Mr. Horak explaiv�ed that the transom wmdows will be exposed by the r al of the
irking wooden slip cover. The transoms may have been reconfigured during previous
alte ations and will be sto cd to lin up with the sto efront ope mgr. Ho ,the gla -s
s broken and the- wall is deteriorating but the holes for the windows a Brill evident. The
transom wmdows will be reconstruc[ed. The fronx door will rcmaiv-a the full glass wooden
French door.

to reflect the historic configuration. The new storefront will be clad in brick. The Sanborn

Maps indicate that the strucrurc w nstructed of masonry materials, allowing for the
c nstruction of the brick fagad e. �Synatschk suggested a - mpromise to leave the two
lower windows and to add 3 transom windows, instead of the proposed four. T]iere w
also discussion of reducing the height of the proposed new cormcc and to talo 12 - 18" off
the top of the cornsc.

exterior aherations and signage at Glasscock addition., Block 11, Lol 5-6, .33 acres, located at
611 South Church St (CDC -2013-055)
Synatschk presented the staff re -port. The applicant seeks approval to alter a High Priority
historic structure located in the Arca 2 of the Downtown Historic Overlay. The Applicant
eeks HARC approval for the following items: exterior paint, replacement of wood skirting
with fiber cement siding, and businc signage. The applicant is proposing painting the
structure with Kelly -Moore Win dha'm Cream (HLS4236-]) as the base c at, u ng Kelly -
Moore Flicker"ung Firefly (KM5220-1) and Sherwin Williams Blue Beyond (SW9691) for the
trim color. Additionally, the applicant wishes to paint the door with Kelley -Moore Ole
Yeller (K1v15228-3). Applicant also proposes replacing the wooden skirting with fiber
cement boards, painted to match the structure -

applicant's choices of color.

by the property owner.
9. Discussion and possible action regarding fhe establishment of the Minor Projects
Subcommittee.
Synatschk presented a report suggesting that a nber of minor projects c uld be served
better at the subcommittee levc3, alleviating the time needed For r w by the entire

Susan Eirrh, 1403 Olive Street, expressed c r the vague dc-finition of min r projects
not requiring a building permit. She stated that when only two m tubers attend tlJc Sign

should be made by more consideration of the entire commtsston.

Raymond Wahrenbrock, 1901 Westwood, agrees with the commissioners' questions and

time for tha bigger projects, and the smaller projects would have a quicker turnaround time
The Commissioners asked Synatschk to define the number of priority c r projects
without building permits that went through the process in 2013. 'They also asked for a more
clear definition of a nzmor change. No action was taken nn this item.
