Synatschk presented a eport on the ereatm nt of histo stru ctur He xpla�ned the

3. Public Hearing and possible action o a Certificate of Design Compliance Request for
xterior alterations at Glasscock Addition, Block 22 �/z, Lot 5-6, .3305 acres, located at 101
East Univ¢rsity Avenue. (CDC -2D33-006)
Synatschk presented the staff report The applicant seeks Certificate of Design Com pl:ance
approval from HAl2C For exterior changes to the hisroric structure located at 101 H.

addition of walk-in - ole n the of the structure, and repair of the exiting parking lot.

the original form and removed most of the historic materials. TheeApplicant also proposes

Allen Sander, the applicant was a ailable for questions_ Commissioner Knight expressed
rn that the ole added onto the back of the building was not c mpatible with the
Design Guidelines. Syn atschk explained That the cooler was necessary For tFac- business
owner to do business and that it will be shielded.
Comrraissioner Winder asked about the historic significance of the building. Synatschk
explained that structure lost ie's significance when the alterations w e done o r the years
and that the changes being made were eo make the building compatible with the district.

distributed. The heariag was closed with no one coming forth to speak.
Commissioners asked questions and offered suggestions regarding the signage and
landscaping. There w s discussion about placing a fence a nd the cooler at the back of

requiring preservation of character defining Features. The proposed rehabaitation project

The applicant, E-ddie Waltman, w ailable for questions. Matt explained that the changes
had already been made but were unpermitt¢d and w still subject to change. He also
xplained that ehe red painted portion of the building w my 15 % of the build tag and so
eher¢fore noc consid¢red c trporaee signage. The applicant was questioned about the
fisting red signage on the red facade and w� s told that any change to the signage w uld
need to come back to Ste commission for review_ Commissioners discussed the bright color
combinations.

The applicant asked why lee c uld not paint Ftis building bright red and w s told that the

Guidelines, "bold and bright colors are mappropriat¢'.

Synatschk presented the staff report The applicant seeks C¢rtiFicare of Design Compliance
(CDC) approval frotn HARC to remove an xisting half bathroom, located along the 9th
Street fa4ade and replace it with a full bath oom. The addition will be s miler i e to the
tsting addition, and will aot significantly alter the exterior of the structure. lrt addition to

Tim Todd, the c ntractor for ehe applicant was available for questions. Commissioners

Synatschk presented the staff report. The applicant seeks Certificate of Design Compliance
approval From HARC For exterior changes [o the historic structure located at 1904 South

For Minuteman Press�The following changes a ¢proposed for the structure: addition of a
primary entryway on the north Facing FaSa de; installation of an o erhead delivery door in
the west facing facade; installation oP a clock on ehe existing bell tower; business signage;
and exterior paint for the structure. Staff recommends approval.

appreciates the repurposing of the building but did not like the clock and the pennants,
stating they detract d from the building and not appropriate Features. The architect,
Richard Elsass¢r explained that they were crying to change the took of the building and
distinguish 'it from the current church use.
Winder questioned the different brick u. n the facade. Synatschk explained that the naw

betrween the old and new, as the Guidelines prescribe.

Synatschk presented the staff report. The applicant seeks Certificate of Design Compliance
(CDC) approval From HARC to c nstruct an addition to the street facing fa4ad¢. The
addition will include 510 square feet of space and allow Foram sable interior layout.
The addition will be set back 3 Feet from the Front of the snucmm`In addition eo rhe

fisting siding. 'rhe historic siding may ba restored or replaced with fiber cement boazd
based upon the condition_
The apphcan t, Robert Crowson, w ailable for questions. Fie explained that his intenT
s to replace the vinyl siding will -a lap siding and tYtat he hoped the addition w uld c reel
the i rrectly built roof. He also stated he would be replacing the windows with Pella r
double pane windows.
Eby opened the Public Hearing at 936 p.m.
Susaa Firth, of 1403 Olive Streeq spoke against the proposed changes_ Shu stated she felt the
changes were coo significant for the historic strucht re. She thinks the addition should be
etback further from the street, has a about the replacement windows, and cited the
Desigrr Guidelin stating any alterarions to a medium priority structure should be
subordinate to the original structure, which [his is not.
Eby closed the Public Hearing aT 9:4] p.m. with no fu rdrur speakers coin ng forth.

Motion by Knight to approve the CDC provided the applicant work with staff Fo

Synatschk reported that the homeowner has hired a ntractor who is working with
sta f£ to determine what should be done to meet the residential building code requirements.
They a still within the 60 day waiting period before coming back to the commass.on for
approvals.
