Regular Session
A. Call to Order — Mr. Maples called the Regular GTAB Board Meeting to order on Friday, November 8, 2013 at
10:00 AM
Georgetown Transportation Advisory Board may, at any time, recess the Regular Session to convene an Executive
Session at the request of the Chair, a Board Member, The City Manager, Assistant City Manager, General Manager of
Utilities, City Council Member, or legal counsel for any purpose authorized by the Open Meetings Act, Texas
Government Code Chapter 551, and are subject to action in the Regular Session that follows.
B. Introduction of Visitors
C. Industry/CAMPO/TxDOT Updates: Williams County Road Bond Passed — this included one project of great
interest to the City — Southwest Bypass from Leader Road to IH 35; this is the continuation of the InnerLoop.
Staff will work with the County to get this project prioritized.
The Mayor, Mr. Brandenburg and Mr. Polasek met with Linda Watson at Capital Metro concerning Project
Connect North and Project Connect Studies. We informed her of our needs for our Transit Study and she has
agreed to help us with that endeavor.
CAMPO is process trying to figure out how they are to spend about $20.6M in fiscal year 2014 STP -MM
money. This money must be spent in this fiscal year or there is a chance of losing it to other regions of the
State. Rundell and Polasek worked with the Mayor to compose a letter requesting an additional $6M for the
FM 1460 project. This could help offset any of our Bond debt issue/timing issues in fiscal year 2015.

F. Review and possible action to approve the minutes from the Regular GTAB Board meeting
held on October 11, 2013 — Jana Kern
Motion by Armour, seconded by Hunt to approve minutes as presented. Approved 7-2-0 (Hesser and
H'Luz absent)
G. Discussion and direction to staff concerning DB Wood Road as a candidate project for a potential
City of Georgetown future Road Bond Election. — Edward G. Polasek, AICP, Transportation
Services Director, and Bill Dryden, P.E., Transportation Engineer.
Dryden stated that from the Bridge Inspection Program it was determined that the Bridge over the Middle San
Gabriel River was somewhat deficient. Steger Bizzell was hired to provide preliminary engineering and
schematic design. Mr. Ben Lake of Steger Bizzell is here to give a presentation on the four options (which are
attached at the end of the minutes).
Staff recommendation is for Option "B" and the Board has agreed with the staff recommendation. No Action
Required
H. Discussion and possible direction to staff concerning the Southeast Inner Loop Corridor Study Progress
Report. — Edward G. Polasek, AICP, Transportation Services Director, and Bill Dryden, P.E., Transportation
Engineer.
Dryden stated that from the 2008 voter approved bonds one of the projects was a study of a proposed bypass
around Georgetown from West SH 29 to East SH 29. The City selected KPA to provide the preliminary
engineering schematic design and report. Trae Sutton from KPA is here today to present the study, the process
of development and the recommend alignment, inclusive of proposed ROW needs to accommodate the
ultimate roadway with estimates of probable project costs. No Action Needed
I. Discussion and possible recommendation to City Council regarding an Interlocal Agreement with the City of
Round Rock concerning FM 1460 improvements and Rabbit Hill Road/Oakmont
Drive analysis — Edward G. Polasek, AICP, Transportation Services Director, and Bill Dryden,
P.E., Transportation Engineer
Polasek stated that The City of Georgetown has ROW Acquisition CSJ with the TXDOT for acquisition of
FM 1460 from North of Westinghouse Road to North of University Boulevard. That agreement allows TxDOT
to fund 90 percent of the ROW acquisition if the local government provides the 10 percent match. The total
estimate for the 10 percent match in the ROW acquisition is $454,880.00. Round Rock has agreed to provide the
10 percent match reimbursement for the portion of the ROW in their ETJ, $196,129.00, if the City would
dedicate an equal amount of revenue to completing a preliminary schematic for the Rabbit Hill
Road/Oakmont Drive extension from Round Rock to Westinghouse Road.
The Rabbit Hill Road/Oakmont Drive extension is a parallel route to FM 1460. It would serve local and
regional shopping trips to and from the Round Rock Outlet Mall and the proposed Bass Pro Shops in Round
Rock, while opening up Westinghouse Road to potential commercial development adjacent to the outlet
mall/Bass Pro Shops. Rabbit Hill Road/Oakmont Drive will also alleviate local/commercial trips from IH 35
and FM 1460 to serve the intercity function of major arterials/freeways. Motion by Jonrowe, seconded by
Hunt to approve an Interlocal Agreement with the City of Round Rock, Texas. Approved 7-2-0

J. Discussion and possible recommendation to City Council regarding an Application for Flood Protection
Planning Grant to the Texas Water Development Board in an amount of $400,000 — Edward G. Polasek, AICP,
Transportation Services Director and Wesley Wright, P.E., Systems Engineering Director.
Polasek stated that the City, along with Chan & Partners Eng. has worked on an application to
complete a study of the watersheds within the city limits and extraterritorial jurisdiction to provide
detailed updates to the current FEMA Flood Insurance Study and Flood Insurance Rate Maps,
develop a new hydrologic model for the identification to flood problem area and potential
mitigation alternative for the flood prone areas. This is very similar to the work going on in the
Smith Branch Watershed. Motion by Jonrowe, seconded by Pettitt to recommended to City Council
an Application for a Flood Protection Planning Grant. Approved 7-2-0 (Hesser and H'Luz absent)
