Policy Development/Review Workshop — Call to order at 6:00 PM A CALL TO ORDER: Mayor called the meeting to order at 6:OOPM This is a JOINT MEETING of the Governing Body of the City of Georgetown, the Planning & Zoning Commission, the Parks & Recreation Advisory Board, the Georgetown Utility Systems Advisory Board, the Georgetown Transportation Advisory Board, the Georgetown Transportation Enhancement Corporation and the Georgetown Independent School District Board of Trustees. B Presentation, Discussion, Questions and Answers, and possible direction regarding Hillwood Communities proposed future development of Wolf Ranch - Paul E. Brandenburg, City Manager Eason, Gonzalez absent. Brandenburg described the item for the Council and why this is coming forward today. He said, since day one of this project, Hillwood has tried to foster a partnership with the City. He listed some of the entitlements they are looking at tonight. He reviewed the proposed timeline for the project and described what will be discussed today. He introduced Brian Carlock to the Council. With a Powerpoint Presentation, Carlock introduced the four owners of Hillwood to the Council. He also introduced the Wolf family, their engineering and planners. He reviewed the project progress to date as well as the workshop objectives. He said the purpose of the workshop is to discuss the land use planning, incorporation of certain master planning principles, comparison of certain UDC regulations and a summary of the project and project schedule. Carlock provided a brief background of Hillwood and said they are a real estate company owned by Ross Perot, Jr. He spoke about their core values and the various types of development and projects they do. He showed Council a map of their Hillwood Communities locations around the United States. He said their core customers purchase houses between $300,000 and $700,000. He listed their many corporate relationships. He spoke about the land use and the regional plan for the project. He introduced Chris Crawford who spoke in depth about the plan. Crawford showed Council a context map of where the current Wolf Ranch development is located as well as where the proposed Hillwood development would be located. He reviewed the key elements of a master planned community including respect for the natural landscape and constraints, diverse and appropriate mix of uses, cohesive image and identity, a variety of transportation options, thoughtfully programmed and placed amenities and the use of regionally appropriate materials. He spoke about the proposed site of the project in great detail. He showed Council maps of the proposed roadways within the project, the open spaces and natural areas, churches and schools nearby, existing commercial development, proposed commercial development, existing residential development and proposed residential development. He showed Council a map of the entire Wolf Ranch Land Use Plan. He reviewed a development summary and the potential acreage for various types of development in the community. He spoke about how they would be using the City's services for water, sewer, electricity, police and fire. He said the project fits within the City's major transportation plan. There was much discussion about the plan. Carlock described the Wolf Lakes Master Plan for the Council. He said it is their opinion that the City has a lot of commercial development and their proposed commercial development is on par with what is needed. He spoke about the various resources they used to gather the data for their project. He said the data shows how much commercial development in needed in Georgetown as it grows. There were many questions and much discussion about these findings. Crawford spoke about a proposed mixed use lifestyle center in Wolf Lakes. He spoke about how this could compare to the Domain and Southlake developments. He spoke about the Wolf Lakes Mixed Use and Lifestyle Center Concept Plan and showed Council a map of the Wolf Ranch Land Use Plan in comparison to the Georgetown 2030 Land Use Plan. He said this process will be seen again when Council discusses the Comprehensive Plan. Tom Wilbur, Director of Planning for Hillwood, introduced himself to the Council and spoke about the Hillwood LIVESMART Principles. He reviewed their principles as healthy living, sense of community, technology, educations and enrichments and environmental stewardship. He reviewed each principle in great detail and how their project meets each of those principles. Carlock summarized and spoke about the added value this project would bring to Georgetown. He said this will be a high quality master planned community for Georgetown. He said the project will also bring enhanced roadway designs, the South San Gabriel River regional trail system connection, the South San Gabriel River parkland dedication, a cohesive internal trail system, privately maintained public park and enhanced architectural design and requirements. He continued to speak about the added value this will bring to Georgetown and said it will bring high quality signage and architectural features, a Middle Fork San Gabriel River bridge crossing, a donated fire station site, a designated elementary school site, the assurance that Wolf Lakes will be a commercial center, enhanced tree preservation and additional Georgetown Electric customers. He reviewed the high level conclusions for the project. He said this project will bring a high quality master planned community and it will provide an economic impact in excess of $1 billion. He noted the Master Plan includes land for flexible, long term commercial development. He said staff is in support of the current plan and related entitlements and Hillwood is ready to begin development immediately. Brainard asked and Carlock confirmed the Wolf Ranch Parkway is still planned for their project. Brainard said he has been approached by residents of Oak Crest Estates, who are concerned about their neighborhood becoming a thoroughfare during the construction process. Carlock said they will communicate with those residents and work with city staff to ensure they will not be disturbed. Hesser asked and Carlock spoke about the process they go through to select the builders for the project. Carlock described the various agreements they have with their builders. Fought said his main concern is to maintain a reasonable mix of commercial and residential. Fought spoke about how he appreciates their attention to this matter. Hammerlun echoed what has already been said. He said the market analysis was extremely valuable. He thanked the City staff who has been working on this project. He said this is an exciting time and it is an exciting project. Hammerlun spoke about the importance of having the builders use water conservation measures. Jonrowe echoed the sentiments of the rest of the Council. She said the conversation about the mix of residential and commercial development was valuable to her. Jonrowe asked about the trail system and Carlock said they agreed to take the trail to 1-35. Jonrowe asked about connecting the trail system to the Southwest Bypass. She asked about the high density residential development and multifamily housing. Carlock said they have their own multi -family group. Jonrowe said one of her concerns is affordability by a variety of people. Mayor thanked Carlock and the entire Hillwood Group for their presentation.
