The Animal Shelter Advisory Board of the City of Georgetown, Texas, met on Thursday , May 18, 2006.

Regular Meeting
Meeting called to order at 6:06 p.m. by Chair, Shawn Gunnin.
1. Citizen comments – none.
2. March 2006 minutes – Motion by Ken Finn to accept the minutes as presented. Second, Debbie
Frase. Motion passed unanimously.
3. Election of Secretary – Motion by Ken Finn to nominate Keith Fruge for board secretary. Second,
Shawn Gunnin. Vote was unanimous for selection of Keith Fruge to the post of secretary.
4. Report from Shelter Director – Finn reported that Volunteer hours were up significantly again. Shelter
is working with outside group to increase neutering and spaying of feral cats. Finn reported on
performance measures for the shelter. Euthanized pet numbers continue to trend positively (downward).
5. HSUS Task Force Update – Frase reported that the task force has reviewed sections 2 and 3 of the
HSUS report and plan to review section 4 on 22 May.
6. City Ordinance Amendments – Finn discussed the proposed changes to several provisions of Title 7
of the code of ordinances relating to animals in response to recommendations from the recent audit by the
Humane Society of the United States. Finn answered several questions raised by board members to their
satisfaction. Finn motioned to have the proposed ordinance changes presented to the city council for
action. Second, Shawn Gunnin. Motion passed unanimously.
7. Long-term goals (Vision Statement) for Animal Services – Finn presented a document listing
proposed long term goals (Vision Statement) for animal services. Board members discussed the goals
and agreed that they were relevant and attainable. Discussion also took place on how often Finn should
report on the progress towards achieving the goals to the board and adjustment of the goals in the future if
necessary. Finn motioned to have the Vision Statement voted on for approval. Second, Shawn Gunnin.
Motion passed unanimously.
8. Discussion and possible action on GAO report and recommendations on animal population in
the city. – Shawn Gunnin presented a paper produced by the Georgetown Animal Outreach discussing
the background and proposals to reduce Georgetown’s cat and dog overpopulation. The board decided to
table discussion and to schedule an additional board meeting on 31 May to take up the subject again and
to allow members time to review the paper.
Gunnin moved to adjourn, Frase seconded. Meeting adjourned at 7:10 p.m.
