The Animal Shelter Advisory Board of the City of Georgetown, Texas, met on Thursday , July 20, 2006.

Regular Meeting
Meeting called to order at 6:06 p.m. by Chair, Shawn Gunnin.
1. Citizen comments – none.
2. June 2006 minutes – Motion by Shawn Gunnin to accept the minutes as presented. Second, Ken
Finn. Motion passed unanimously.
3. Report from Shelter Director – Ken Finn reported on the statistics for animal services for the month
of June. Cat captures and euthanizations numbers were up for the month. However, Ken stated that this
trend is expected during the summer months. The number of pet licenses sold continues to show
significant gains as compared to last year. The shelter management is working on replacing the worker
who resigned earlier in July.
4. HSUS Task Force Update – Debbie Frase reported that progress on the effort is going very well and
they are nearly ready to be able to brief the city council.
5. Discussion of proposed changes to city animal ordinances – The proposed changes have been
retyped and were handed out for review to the board members by Ken Finn. The issue is on the agenda
for the city council workshop scheduled for 14 August at the council chambers. Shawn Gunnin will
present the proposals to the city council at the workshop.
6. Discussion and possible action of security at the Animal Shelter – Discussion was on current
security measures in use at the animal shelter following several instances this year of injury to shelter
animals possibly attributed to shelter visitors. Ken Finn stated that there is access to portions of the
shelter when the shelter is closed because of other city activities being open in the general area and that
the shelter security cameras do not cover the shelter in its entirety. There was discussion on the
possibility of asking the city council for additional money for security system enhancements, but the board
members did no consider this a viable approach at this time. Ken stated that he would ask for more
vigilance on the part of the shelter workers and is considering developing an SOP for action by shelter
employees for future instances of injury to animals by shelter visitors or intruders.
7. Discussion and possible action about disaster preparedness – The board will explore possible
recommendations for the city to be able to provide more support for pets during times of disaster, both
locally or when evacuees from distant disasters are present in Georgetown. Currently, the city may
provide portable kennels, food and water bowls, leashes and other similar items. The city does not
provide facilities for boarding pets and maintains that the pet owners are responsible for the keep and
wellbeing of their pets.
8. Discussion and possible action on review of Standard Operating Procedure revisions – This
issue was deferred to the next regular advisory board meeting.
