A.Discussion and deliberation concerning proposed real estate purchase
of a 17 acre tract along the South San Gabriel River on Hwy 29 for
parkland
Executive Session was closed.
Bob Laemel made a motion to recommend that the Parks and Recreation Board
recommend purchase of a 17 acre tract along the South San Gabriel River on Hwy
29 for parkland as proposed and Jean Houck seconded the motion. There was
some discussion. The motion passed 5 – 1, with John Hesser opposing.
4.Discussion and possible action on art design for the low water bridge at Blue
Hole Park and the hike and bike trail
Kimberly Garrett presented proposed artwork to be implemented by a local
restaurant close to Blue Hole Park. She stated the landowner will pay for the art on
the bridge and anything park related. She explained that it is glow in the dark paint
and is intended to be viewed at night. She stated it would connect to the downtown
area. The Historic and Architectural Review Commission, HARC, would also have
to approve this. The artist has some work on the River Walk in San Antonio. Parks
Board appreciates this being presented to the board. The board would not like to
take action on this item. The board would like to see concepts that are more
culturally aesthetic to Georgetown.
5.Discussion and presentation on indoor pool utilization
Kimberly Garrett presented information collected on the usage of the indoor pool at
the Recreation Center. Bob Laemel asked if the pool can be reserved on Saturday.
Kimberly Garrett stated they like to keep the pool open for families during this time.
Staff feels there is too much of a conflict with our current program. They feel it
causes a problem with the training that we already provide. Daniel Dance
suggested that the needs can be met with the current offerings that we provide and
currently having an organized training that goes against our policy.
6.Discussion and presentation on Tennis Center capital replacement costs and
priorities
Kimberly Garrett presented information on cost estimates for capital replacement
costs, priorities from the staff and history of the property including maintenance and
repairs that have been done to the property since the City of Georgetown purchased
it. Kimberly Garrett stated Musco Lighting did a cost estimate and stated the facility
was unique as the courts are close together and the poles are positioned incorrectly.
Traci Stengle stated the idea of lights is to have more programming at night and 5 of
the 11 courts have been updated in the past 2 years. Traci Stengle explained that if
Musco Lighting installed high mast lighting it would cost $250,000.00. Traci Stengle
stated we have worked with what we have by installing new fixtures and lights
which is better but is still below average. Traci Stengle explained that each lighting
company has a formula for best lighting for their own product, their poles, etc. and
since the lights there are so old and not correctly placed there is not a formula for
aiming light in the correct location for them. She explained they hope to tweak the
lights for better lighting with the assistance of an experienced contractor. Bob
Laemel asked how much money was used to update two courts. Traci Stengle
stated it was approximately $12,000.00. Bob Laemel stated he would like to see a
professional adjust the lights instead of it done by the facilities department as he
feels they are not adjusted correctly and they need to be done correctly or money is
being thrown down the drain. Bob Laemel stated he would like to see the courts
resurfaced and not see the $35,000.00 thrown down the drain if not done properly
for the lights. Kimberly Garrett showed that the lights were never addressed in the
past and that the courts were always addressed. Bob Laemel stated if there is money
in capital improvements for tennis and the courts being number one priority he
would suggest doing that and he would be totally opposed to facilities working on
the lights and would hate to see the City of Georgetown throw another $35,000.00 to
fix these lights and come out with no more candle power than you have and
shadows than you have. John Hesser states that the Tennis Center is doing a good
job with what they have. The programming with reaching the children and
participation is going good. Traci Stengle stated that in 2013 the top 4 courts will
have some maintenance done to bring them up to higher standards.
7.Discussion and possible action on considering the pyramid pricing model for
parks and recreation programs
Kimberly Garrett presented and explained a pyramid methodology of subsidy
allocation/cost recovery goals. The staff is currently gathering and listing all
programs that we offer and how they are allocated into this pyramid associated to
costs and the fee we collect with each program. The Parks and Recreation
department is working with the Finance Department to determine the indirect costs;
administrative cost, building, overhead, and employee costs. Daniel Dance asked
how this will help. Kimberly Garrett stated it will justify the fees and costs of the
programs and the priorities which will eventually be presented to City Council to
show how we are trying to make the department self sufficient. Kimberly Garrett
explained the community benefits and what citizens expect to be provided for their
tax dollars such as parks, playgrounds, trails, pools and special events. The pyramid
would identify which programs would be self sufficient to the community offerings
that are totally subsidized. John Hesser stated he would recommend having a
statement that outlines the philosophy that says these programs , events or amenities
are provided and anything outside this range there are expenses to the potential
user. He stated that people need to understand that even though you are paying
you are getting a gift at the same time. Kimberly Garrett stated this would lead into
a vision statement and a mission statement for Parks and Recreation. John Hesser
stated that what he loves about a mission statement , if you get it approved by City
Council, everything fits into it and the job is half done. Bob Laemel stated the
pyramid puts everything in perspective based on programming . You look at what is
sufficient and non sufficient and what is free. Kimberly Garrett stated that the entire
realm of providing recreation and paying for services has changed over the last
several years. Kimberly Garrett explained that not everything is revenue generating
and that quality of life and education is an aspect that has to be considered.
Bob Laemel made a motion to endorse the cost recovery methodology presented
for the Parks and Recreation Department for the City of Georgetown and the
motion was seconded by John Hesser and the motion passed by unanimous vote.
8.Update on Trail RFQ process and timeline
John Hesser stated the committee is meeting for the first time next week and there
will be an update next meeting. There was some discussion on the timeline for the
project and the amount of time it took to get this project started.
9.Update on Make a Splash national swim program – Jean Houck
Jean Houck stated the Make a Splash application is done and are waiting for
approval. Then the City of Georgetown would need to endorse them to be on the
insurance policy.
10.Update from Friends of Georgetown Parks and Recreation (FGPR) – Houck
Bob Laemel stated the Friends of Georgetown Parks and Recreation (FGPR) have
developed a budget. FGPR have met with Zelinda Richards with the homeless teen
group. Bob Laemel stated that FGPR have provided close to $600.00 providing
assistance to families and youth for all different programs. They are looking for
board members and wanting to increase their membership. They are inviting past
Parks and Recreation Board members to the meeting to get them interested.
11.Discussion of Parks and Recreation Monthly Review for October
John Hesser brought up ideas of the cemetery becoming break even and it will be
put on a future agenda. There was a correction to be made to the Georgetown Learn
to Swims information. It should state “at no cost to the participant”. Bob Laemel
would like to compliment the Senior Program Coordinator for all the work he is
doing with programming.

Bob Laemel made a motion to approve the minutes and it was seconded by John
Hesser and the motion passed by unanimous vote.

Daniel Dance called the meeting to order at 6:57 pm.

Reserving a lane at the indoor pool for training – Jamie Carlilie
Jamie Carlile introduced himself as a member of the Georgetown Triathletes. He
said their group is looking for a pool to call home. They would like to reserve
lane space at the indoor pool for their group to practice. The membership fee for
their group is $40.00 a year. Jamie Carlile asked who is allowed to reserve a lane
and who is not allowed to reserve. Their ideal rental time would be 5:30 am to
6:30 am. Stephanie Darimont, Aquatics Coordinator for the City of Georgetown ,
stated that there are not available rental lanes during that time period and there
must be open lanes for members. Staff said lane rental is based on availability.
Jamie Carlile said they have 30 members in their group and usually have 6
swimmers at a time. Jean Houck explained that members of the recreation center
need to have lanes available for swimming as that is part of their membership.
Syed Warisi recommended they check with Southwestern University for
available lane usage. John Hesser asked if there was a conflict having both
groups. Stephanie Darimont explained that the City of Georgetown’s Recreation
Center offers a triathlon training class. The Georgetown Triathletes are an
organized group not associated with the Recreation Center. Jean Houck also
pointed out that the Recreation Center is currently serving 3 high schools at this
time. At any given time, there needs to be at least 4 lanes available for free swim
out of the 8 total lanes.
Daniel Dance asked what the non peak times were and how attendance was
tracked. Stephanie Darimont explained that attendance is taken on the half hour
and the booking system tracks rentals. John Hesser asked if staff was trying to
find a way to accommodate the group. Kimberly Garrett stated that staff has
been in communication with the president of the Georgetown Triathletes and a
resolution had been decided upon. John Hesser asked if another pool was
available. The only other heated pool is the Village and it is used by both high
schools. Jean Houck stated that it is pretty unheard of for a group to reserve a
lane without a fee. Jean Houck explained that the individuals could come and
train on their own with a training guide from their coach. Daniel Dance asked if
people came in and paid a daily fee just to swim. Stephanie Darimont stated that
they do. The board asked that pool utilization numbers and peak and down
times be presented at the next meeting.
4.Discussion and possible action on recommending approval of the preliminary
conceptual plan with respect to San Gabriel Park and the realignment of FM
971 with the details of refining the parking alternatives to allow for maximum
use of the vacated Right Of Way during the roadway design phase – Rebecca
Bray, Klotz Associates
Ed Polasek, Transportation Director for the City of Georgetown , introduced Rebecca
Bray with Klotz Associates to the board. Klotz Associates has been commissioned to
build a bridge from IH35 to FM971. They have worked on many alignments to
minimize impact through San Gabriel Park. Board members were shown the
proposed alignment and the impact to the park and amenities. They are trying to
save as many heritage trees as possible. With the proposed alignment, we will lose
one practice soccer field.
The conceptual plan turns FM 971 into abandoned right of way and can be turned
back into parkland. Klotz Associates presented a proposed layout to make the
vacated right of way into parking. This plan was only conceptual; the alignment
approval is more critical right now. There would be an underground tunnel under
FM 971 for people to safely get from one side of the road to the other. Bob Laemel
asked where funding would come from for this project. The funding would be from
the 2008 road bonds.
Daniel Dance said he would like to see other options in lieu of parking for the
vacated area. John Hesser asked if the vacated area could be sold to a commercial
buyer. Parkland cannot be sold without a vote of the people. Bob Laemel suggested
a contest for the use of the parkland. Jean Houck made a motion to recommend
approval of the preliminary conceptual plan with respect to San Gabriel Park and
the realignment of FM 971 with the details of the vacated right of way to be
decided during the roadway design phase and John Hesser seconded the motion
and the motion passed by unanimous vote.
5.Staff presentation on programs and services offered at the Georgetown Tennis
Center – Traci Stengle, Special Services Superintendent
Traci Stengle, Special Services Superintendent for the City of Georgetown ,
introduced herself and explained the programs and services offered at the
Georgetown Tennis Center. Bob Laemel asked about getting a cost estimate for
court restoration and lights along with a staff prioritization of capital improvements.
Staff indicated that this information would be gathered and presented.
6.Update on the 2011/2012 Budget for Parks and Recreation
Kimberly Garrett said the new budget for Parks and Recreation started October 1
st.
.
During the budget approval process , two operational items were reduced, one being
public swimming pool time and the other contract maintenance for park mowing.
There was money funded to operate a special needs camp this summer in addition
to some funds for capital maintenance. The City Council did vote to delay the
design of the amphitheater for one year. The trail extension will still go through as
planned. Once an architect is chosen, design will take 4-6 months and then another
6 months for construction.
7.Update on the Make a Splash National Swim Program – Jean Houck
There was nothing to update and this item will be on the agenda next month. Jean
Houck will have information on the program at that time.
8.Update from Friends of Georgetown Parks and Recreation – Jean Houck
The Friends of Georgetown Parks and Recreation had their annual meeting on
September 19, 2011. Jean Houck passed out the Annual Report. The group has
decided to alternate having a working meeting one month and then a regular
meeting the next month. The budget committee will work to set a budget for the
next year for upcoming programs. The Friends of Georgetown Parks and Recreation
is working on setting up advocacy groups to support and advocate for programs.
Jean Houck also announced that letters will be sent out soon for renewals for
corporate sponsorships.
9.Discuss on December Parks Board meeting
It was discussed that the December meeting be held at Bob Laemel’s house similar to
last year. This year board members would like to invite previous board members
and the members of the Friends of Georgetown Parks and Recreation.
10.Discussion of Parks and Recreation Monthly Review for September
Clarification was made in reference to the aquatics section. It sounded as if the
parks and recreation department was offering swim lessons at no cost but it is no
cost to the participants who have sponsorship from the Friends of Georgetown
Parks and Recreation as they are paying for the lessons. The Recreation Center was
a host site for a high school swim meet and received many compliments. Bob
Laemel asked about the possibility of artificial turf on athletic fields. It was
explained that the cost for artificial turf is approximately $500,000 per field. Bob
Laemel also gave kudos about the social media used to promote the senior
programs.

1.Call to order
The meeting was called to order at 7:00 pm by Robert Laemel.
2. Roll call
3. Update on the Make a Splash National Swim Program – Houck
Kimberly Garrett spoke to the city’s insurance carrier , TML, concerning the
insurance requirement for membership, and private organizations are not
permitted to be members of TML, but they can issue an endorsement to list USA
Swimming as an additional insurer. Jean Houck will follow up with USA
Swimming to verify all angles of liability issues.
4. Update on status of RFQ’s for park projects – Garrett
Kimberly Garrett stated that a committee has been appointed for selecting an
architect for the amphitheater but they have not met. There is an item on the
City Council meeting for Tuesday, September 13th where the Finance
department will ask City Council for direction if the selection committee should
proceed due to economic climate.
5. Parks and Recreation budget update – Garrett
Kimberly Garrett explained the recent budget process and some of the budget
cuts that were proposed. She explained that the budget must be approved by
September 27th.
6. Discussion on how Parks and Recreation Board can help the Parks and
Recreation Department – Garrett
Kimberly Garrett stated the board can help the Parks and Recreation department
by getting into the community and networking with City Council to advocate for
the Parks and Recreation Department. Everyone needs to know what services
are offered through the department and where facilities are located.
7. Opportunities for Parks and Recreation Board involvement: Urban Farming
Workshop and Unified Development Code Update - Garrett
Kimberly Garrett stated that councilmember , Rachael Jonrowe, wanted to see
what interest the citizens had about urban farming. Rachael Jonrowe’s idea is to
expand community gardens in neighborhood parks. Kimberly Garrett stated
that John Hesser started the community garden in Sun City and he gave
Kimberly Garrett and Rachael Jonrowe a tour and explained the operation of the
garden. Kimberly Garrett stated there will be an open house workshop on urban
farming Thursday, September 15, 2011 and encouraged the board members to
attend.
Kimberly Garrett stated the Unified Development Code (UDC) governs the
building guidelines for the City of Georgetown. Parkland Dedication is part of
the UDC. She stated Chapter 13, which includes the parkland dedication, will be
under review soon. The Planning Department wants to consider updating the
Parkland Dedication section to implement the goals of the park masterplan. She
stated there is a UDC Taskforce and this is an opportunity to change the
Parkland Dedication ordinance.
8. Update from Friends of Georgetown Parks and Recreation – Houck
·The Friends of Georgetown Parks and Recreation (FGPR) did not meet for
their regular monthly meeting due to Labor Day and the annual meeting
is scheduled for September 19, 2011 at 7:30 pm.
·Jean Houck has contacted the Texas Federated Women’s Club for a grant .
The consideration is for a $400.00 grant to be used for goggles and caps.
·Bob Laemel states they have received numerous applications for
assistance. The Parks Bucks application is attached to the application for
assistance. The Boys and Girls Club in Georgetown have 100 children that
would benefit from the Learn to Swim program. The need is great and
more funds are needed.
·There was additional discussion about financial goals for the FGPR.
9. Discussion on the partnership between GPARD and Exceptional
Georgetown Alliance as it relates to inclusion – Dance
Kimberly Garrett stated the $15,000 for summer camp is still included in the
budget to partner with EGA . The $15,000 will fund the Let’s Make a Friend
Camp which is in June. Daniel Dance asked if there were any other inclusion
activities. Kimberly Garrett explained about the special needs dances that are
held throughout the year. There is a fee to attend to offset the expenses of the DJ
and food. Boo Run is a fundraiser for EGA. The funds raised will be used for the
staff to run the camp. Parks and Recreation will be the administrator of the
camp. Daniel Dance asked if the Parks and Recreation Department could help
promote or raise awareness for the Boo Run since there is some connection with
EGA. Kimberly Garrett stated the information can be posted at the Recreation
Center.
10. Discussion of Parks and Recreation Monthly Review for August
Bob Laemel praised the Parks and Recreation staff for the programming that is
offered and run throughout the summer. There was some discussion on the
monthly review.
11. Approve minutes from the August 11th meeting
Jean Houck made a motion to approve the minutes . There was discussion for
corrections to the minutes for Item 8. John Hesser would like the minutes to be
corrected to state: The Census was correct that 38% percent of the population is
over 55 but Sun City residents represent a majority of the 38% of the population.
Bob Laemel made a motion to approve the minutes as amended and John Hesser
seconded the motion. The motion was approved by unanimous vote.
12. Future agenda items
Bob Laemel wanted the minutes to reflect the great article and picture in the
TRAPS magazine for the gold medal that the Parks and Recreation Department
won in March.

The meeting was called the order at 7:05 pm by Daniel Dance.

3.Discussion and possible action on the Parks and Recreation Department
adopting the Make a Splash National Swim Program – Laemel
Jean Houck stated she is looking into how Georgetown Parks and Recreation can
become a partner in the Make a Splash National Swim Program . She would like the
blessing from the board for the city to apply to become a local partner . Make a
Splash is a program offered by USA Swimming which is the governing body for
swimming in the US. USA Swimming started a foundation in 2009 and has
concentrated on the Make a Splash foundation. The foundation gives grant money
and a national name to local programs. So far this year they have given out
$249,000.00 in grants to programs like the Georgetown Swims program through the
Friends of Georgetown Parks and Recreation. Jean Houck stated the Friends of
Georgetown Parks and Recreation meet the criteria to apply for grants. Jean Houck
states she needs proof of liability insurance for the facility to process the partnership
application. Kimberly Garrett stated she would like to see staff move forward with
the process.
Robert Laemel made a motion to direct staff to proceed with the application
process from the Make a Splash National Swim Program and the motion was
seconded by Shane Morris and the motion was passed by unanimous vote.
4.Discussion and possible action on citizen requests for maintenance to the Bark
Park –Laemel
Robert Laemel stated a group supporting the Bark Park would like to see an
addition to the existing concrete pad at the Bark Park and some lighting as you enter
the Dog Park area. They are looking to raise money and join the Friends of
Georgetown Parks and Recreation to help with improvements and work with the
Georgetown Parks and Recreation Department for engineering and developing the
improvements. The group has met with Eric Nuner, Assistant Director of Parks and
Recreation, to discuss possible improvements. Robert Laemel wanted to present this
information to the board for information only. No action was taken.
5.Consideration and possible recommendation to approve a Lease Agreement
with Georgetown Youth Baseball Association at the San Gabriel Youth Fields
for the operation of a youth baseball program to benefit the City of
Georgetown area – Garrett
Kimberly Garrett stated there has not been a lease in 20 years. John Hesser asked
why the need for the lease. Kimberly Garrett stated the Georgetown Parks and
Recreation Department receives complaints about GYBA and their operations to
how they pick teams. The people complaining state that since GYBA use City of
Georgetown property the City of Georgetown should have some controls over
GYBA. The lease agreement takes this responsibility off the City of Georgetown and
onto GYBA. Additionally, other groups have considered the possibility of leasing
the fields as well. Kimberly Garrett stated it was solicited in the paper if any other
interested parties wanted to operate a lease. There were no other parties that
responded to the notice. Robert Laemel made a motion to recommend to City
Council that the Georgetown Parks and Recreation Board approve the Lease
Agreement with Georgetown Youth Baseball Association at the San Gabriel
Youth Fields for the operation of a youth baseball program to benefit the City of
Georgetown area and Jean Houck seconded the motion and the motion passed by
unanimous vote.
6.Discussion and possible action on naming park facilities - Garrett
Kimberly Garrett explained the City of Georgetown Policy for Naming City
Facilities, Public Park Lands and Public Street. Garrett wanted the board to be
aware of the policy if the board was approached by public with requests.
7.Update on architect selection for the trail project – Garrett
Kimberly Garrett stated there were 16 requests for qualifications, RFQ’s, submitted
for the Trail project and City Council has appointed a committee to review them.
City Council appointed Tommy Gonzales, Pat Berryman, John Hesser, Mark
Shepherd and Kimberly Garrett to be on this committee. There have not been dates
set for review.
8.Discussion and possible action on 2010 Census Data and how it relates to
senior programming – Laemel
Kimberly Garrett explained some of the data from the 2010 Census. The Census
was correct that 38% percent of the population is over 55 but Sun City residents
represent a majority of the 38% of the population. Kimberly Garrett stated the Parks
and Recreation Department is offering more senior programming and the senior
program is growing. Robert Laemel asked if we use some of the social media to
notify people of the programming that is offered. Daniel Dance asked if a form
could be used to collect suggestions from people about what programming they
would like to see and how they could be contacted. Kimberly Garrett states she will
meet with the Senior Program Coordinator to discuss ways to contact seniors about
programming. Shane Morris asked how to make people aware to sign up for the
RSS feeds through the City of Georgetown. There was no action.
9.Discussion on the partnership between GPARD and Exceptional Georgetown
Alliance as it relates to inclusion – Dance
Kimberly Garrett stated this is the third year that the Georgetown Parks and
Recreation Department (GPARD) has worked with the Exceptional Georgetown
Alliance (EGA). In previous years, EGA would ask the city council for $15,000
through the City of Georgetown’s social service funding. EGA stated they would
withdraw their application for social service funding if the City Council would fund
the GPARD budget of $15,000 for a summer camp. EGA would not have to ask for
the social service request funding every year and if the city council supported it, this
would be the first step to a partnership for a special needs camp. There is $15,000 in
the city manager’s proposed budget to city council to start that programming which
is the amount EGA said was needed. The program will still be located at the schools
and GPARD will assist with the hiring of the camp staff. Kimberly Garrett explained
the City of Georgetown could gradually ask for money from city council to fund
these programs and start with contracted personnel. Kimberly Garrett stated that
we would still ask for a position to work on the inclusion process and the position
could be utilized as a dual position with dual responsibilities. Daniel Dance asked
about coming together with other cities to offer programs. Kimberly Garrett stated
that people want to stay in their communities and have programming where they
live.
10.Update from Friends of Georgetown Parks and Recreation – Houck
The Friends of Georgetown Parks and Recreation did not meet in August and are
preparing for their annual general September meeting where they will be electing
new board members. Robert Laemel stated they have 2 new corporate sponsors
CiCi’s pizza and Georgetown Therapy. Robert Laemel states they have received
applications for assistance and sees the need for assistance in the community. The
Friends of Georgetown Parks and Recreation continue to have the participants pay a
portion of the expenses and they will be committed to participate in the program.
Jean Houck states applications are located in more locations and they are getting
more response to the program.

The meeting was called to order at 7:00 pm.

3.Presentation from Georgetown Aero Modelers Club
Daniel Dance introduced Richard Rays with the Georgetown Aero Modelers Club. Richard Rays
gave background information on the club. The club is looking for a new flying site in the area and is
requesting help identifying an area from the Parks and Recreation Board with possible parkland or
suggestions of other sites in the area. Bobby Galvez then gave a more extensive presentation of the
club and their current location and their needs for a new site. They are looking for a permanent field
for their club that is large enough to cover the safety issues which would require approximately 60
acres. The board offered suggestions to contact Williamson County and new parks that are being
developed. Daniel Dance stated to the board the presentation was for information only and if the
members have identifiable areas for the Georgetown Aero Modelers Club to pass the information to
Kimberly Garrett.
4.Discussion regarding closing the cliffs at Blue Hole Park – Daniel Dance
Kimberly Garrett gave a brief description of Blue Hole Park and how the city acquired the cliff area.
She also explained how the ordinance works with closing the cliffs at Blue Hole Park. Board
members discussed the pro and cons of closing the cliffs and the effectiveness of closing the cliffs.
The board members asked if this issue could be revisited in 3 months. Kimberly Garrett suggested
that a police report be obtained stating how many warnings, tickets or arrest there were after the
cliffs were closed. Members would also like to know the liability of taking down the signs.
5.Discussion and information regarding amphitheater progress
On June 28th City Council approved the selection committee.
6.Discussion on Board Goals, Objectives, Timeline and Format – Daniel Dance
There was a brief discussion about the budget timeline and how City Council receives the board
goals. Kimberly Garrett stated she was told that City Council receives all city appointed board’s
goals as a package. Daniel Dance asked how the best way was to get information to City Council
about goals. Kimberly Garrett stated the Parks and Recreation Board could have a formal workshop
with City Council. Robert Laemel would like to set up a future workshop with City Council to
clarify goals and objectives of the board.
7.Discussion and possible action on Parks Bucks program
Kimberly Garrett presented a draft revision of the parks buck program. Robert Laemel made a
motion to accept the Parks Buck program as presented with updated changes as of 03-10-11
and the motion was seconded by Jean Houck and the motion was approved by unanimous vote.
8.Update on National Parks and Recreation Month
The July Parks and Recreation calendar is available at Parks and Recreation facilities. On July 12th
at 6 pm the mayor will read a proclamation about Parks and Recreation Month. Eric Nuner will be
attending the meeting and will introduce board members.
9.Update from Friends of Georgetown Parks and Recreation
Jean Houck stated the monthly meeting of the Friends of Georgetown Parks and Recreation is
scheduled for July 11th. A letter introducing the Friends of Georgetown Parks and Recreation was
sent to the mayor and each council person, along with the Friends brochure and an application form.
Robert Laemel stated the Friends group gave a presentation to the Sun City Kiwanis Club.

Kimberly Garrett introduced Eric Nuner and he gave a brief description of education and
work history and described his job responsibilities with the City of Georgetown.

Bridget Chapman, Assistant City Attorney, gave a brief description of the by-laws and
reviewed the by-laws for the Parks and Recreation Board.
Jean Houck made a motion to approve the by-laws for the Parks and Recreation Board as
presented and the motion was seconded by Robert Laemel and the motion passed by
unanimous vote.
5.Discussion on the RFQ for the amphitheater
Kimberly Garrett stated May 20

was deadline for firms to submit their Requests for
Qualifications, RFQ’s, and there were 13 architect firms that submitted a RFQ. A selection
committee will be formed to review the RFQ’s and this committee is approved by City
Council. The selection committee includes council members, staff and the chair from the
board. After the architect is selected they will come to the board and collect input from the
board on design for the amphitheater . June 28
th
is when the selection committee will be
approved by City Council.
6.Discussion on Texas Parks and Wildlife Department grant and Trail Project
Kimberly Garrett stated that the department was awarded a trail grant for $200,000. Once a
contract is signed, work on the project can begin. The RFQ’s for the trail was posted this
week. There will also be a selection committee for this project. With the TPWD grant you
have 3 years to complete the project.
7.Discussion on July 2011 Plans for National Parks and Recreation Month
Kimberly Garrett presented ideas for what activities, facilities and programs are available
in the Parks and Recreation Department. There was discussion of posting the calendar of
activities to do in the park on the website and having the calendar posted at the Recreation
Center and Tennis Center. Syed Warisi presented information he collected about a 3 ft
wide X 40 ft long banner that could be placed over an approved TXDOT road in
Georgetown to advertise National Parks and Recreation Month. The cost of the banner
would be $600.00. There are no funds available to pay for this banner but Syed Warisi will
ask IDEAL Sign’s for a donation for next year to cover the cost of the banner. July 12
th
will
be the date of the proclamation from the mayor for National Parks and Recreation Month
and Robert Laemel asked that all members attend.
8.Update from Friends of Georgetown Parks and Recreation
Jean Houck stated the Friends of Georgetown Parks and Recreation is now set up as a
501c3. She stated the Friends partnered with the Georgetown Exceptional Alliance to write
a grant request to the Lola Wright Foundation. They received notification they were
awarded $7,000.00 for the purchase of a portable pool lift. There was a graduation
ceremony for 19 participants in the Georgetown Swims program at the Georgetown Boy’s
and Girls Club. The participants were presented certificates for participating and
completing the program. CiCi’s pizza donated pizza and the San Gabriel Women’s Club
made Rice Crispy treats and cookies. The participants were extremely thankful. The
summer session of Georgetown Swims started this week. Scholarship applications for the
Friends of Georgetown Parks and Recreation have been sent out to more areas of town. A
Corporate application has been made up to increase membership to the Friends of
Georgetown Parks and Recreation.

3.Discussion and possible action on board goals for the 2011/2012 budget process to
present to finance department
Robert Laemel would like the finance department to present the input worksheet to the board
prior to the meeting with the finance department.
Robert Laemel asked Kimberly Garrett if the goals are in line with the departmental needs
and how City Council uses the information. Daniel Dance asked if there would be a time that
the advisory board could present information to the City Council. Kimberly Garrett stated
the Advisory Board would have to schedule a workshop session with council.

Jim Hailey made a motion to approve the board goals for 2011/2012 and send to the
finance department and the motion was seconded by Shane Morris. The motion passed
by unanimous vote.
4.Discussion on July 2011 Plans for National Parks and Recreation Month
Jim Hailey stated he spoke with the View and they would be doing an article on the
Georgetown Parks in June. Kimberly Garrett stated NRPA came out with marketing material
for July’s National Parks and Recreation Month. The theme this year is Rock Your Park. On
the Parks and Recreation website the NRPA National Parks and Recreation Month banner
has been posted. Kimberly Garrett stated staff came up with ideas to put on a calendar for
giving the public ideas for participating in National Parks and Recreation Month. The
proclamation will be presented by the mayor in July. There will be a free movie in the park
on July 14th at sunset and free swim at the recreation center pool from 4 pm – 8 pm on July 14
th. Syed Warisi suggested a banner over the roads in Georgetown. Kimberly Garrett will get
specifications for banner over streets and check on authorization. It was suggested to make a
poster of the calendar and display at the Recreation Center and Tennis Center.
5.Presentation on Hike/Bike Trail Expansion
Kimberly Garrett stated the City of Georgetown’s a trail grant is recommended for funding at
$200,000.00 from Texas Parks and Wildlife. The trail will be from University Avenue along
Scenic Boulevard, from University Avenue to 17th Street. The Parks and Recreation
Department is working with the Street Department on this project. The Street Department
has $64,000.00 in CBDG funds to build a 5 foot sidewalk for this area and the collaboration
will generate an 8 foot trail instead. The total funding for this trail will be $1,264,000.00.
6.Update from Friends of Georgetown Parks and Recreation
Robert Laemel gave an update of the May 2, 2011 meeting. He stated membership is up to
74 people. The Friends of Georgetown Parks and Recreation have identified needs of the
community and have had several applications for services. The Georgetown Swims program
is in the 4th session. There will be a graduation May 23rd, at 4:45 pm open to the public to
attend. The Friends of Georgetown Parks and Recreation need sponsors to fund the
programs.
7.Discussion of Parks and Recreation Monthly Review for April
Information was presented and there was some discussion.
8.Approve minutes from the April 14th and April 28th meetings
Robert Laemel made a motion to approve the minutes and the motion was seconded by
Syed Warisi and the motion passed by unanimous vote.

The meeting was called to order by Robert Laemel at 7:00 pm.

3.Discuss the 2011/2012 budget process to obtain input from Advisory
Board – Finance Department
Laurie Brewer, Finance Director for the City of Georgetown, introduced herself
and explained the budget process and reviewed the March 9, 2010 citizen’s
survey. Laurie Brewer explained the Boards and Commissions Budget Input
survey and provided a survey for each of the Board members to fill out. She
stated that City Council would like to see board goals collectively. Laurie Brewer
requests the results of the survey from the board by the end of May.
The Parks and Recreation Advisory Board will discuss and prioritize the board
goals at the parks tour meeting tentatively scheduled for April 28th.
4.Update from Friends of Georgetown Parks and Recreation
Jean Houck presented the newly designed Parks Pals T-shirt that Georgetown
Shirt Company has donated. The last two membership drives at the Recreation
Center and Tennis Center generated 48 new members with a total of 72 members
now. The Georgetown Swims program is on going. Houck stated the program
started with the Georgetown Boys and Girls Club and the public is now requesting
to be part of the program. The Friends of Georgetown Parks and Recreation have
developed an application for people to apply for swim lessons. Jean Houck was
able to secure a $1,000.00 donation from the San Gabriel Women’s Club. This is
their special project for the coming year. They are also donating volunteer hours
and will provide goggles, swim caps, flip flops and towels for the Georgetown
Swim’s program.
5.Discussion of Parks and Recreation Monthly Review for February
and March
Shane Morris stated that he noticed the increase in membership card activity at the
Recreation Center. Jim Hailey likes the monthly review and asked if it is posted
on the website as he feels it would be good for the public to see what is happening
in the Parks and Recreation Department. Kimberly Garrett stated we will look
into putting it on the website. Robert Laemel asked if the Monthly Review is
being distributed to the City Council. Kimberly Garrett stated the City Manager is
distributing to the City Council.
6.Recognition to Georgetown Parks and Recreation for receiving the
TRAPS Gold Medal Award
Kimberly Garrett stated Georgetown Parks and Recreation received the Texas
Recreation and Parks Society Gold Medal Award for the 4th time for a city in
Class 4 which is for city’s under 50,000. Robert Laemel suggested the Parks and
Recreation Advisory Board write a letter to the Parks and Recreation Director to
congratulate the Georgetown Parks and Recreation Department staff for winning
this award.
7.Discussion on tour of the Parks for the Parks Board members
Kimberly Garrett will schedule the tour of the parks and let board members know
the date and time.
8.Discussion on July 2011 Plans for National Parks and Recreation
Month
Kimberly Garrett stated the mayor will proclaim July as National Parks and
Recreation Month. It was suggested to get the community involved by
creating a list of activities to do within the parks and recreation system such as
visiting the parks, walking on the trail or swimming at a local pool. The board
will look into advertising the events through the local news media and
displaying a banner in the community.

5. Discuss the 2011/2012 budget process to obtain input from Advisory Board –
Finance Department
The Finance Department was unable to attend the meeting. The meeting will be
rescheduled for next month.
6. Discussion on inclusion and what the budget involvement would be for the
programs for 2012
Kimberly Garrett explained that inclusion is that we provide equal programs for
everyone regardless of ability. She explained that clients with special needs
require more resources and to fund these resources requires a budget. Kimberly
Garrett explained that inclusion is providing programs for everyone regardless
of ability. There will be more citizens that have these needs as the city grows and
the demand for this type of programming will increase. Jim Hailey asked what
the Exceptional Georgetown Alliance asking of the city. Kimberly Garrett stated
they want the city to operate the program to include the registration , hiring the
staff and payroll. Kimberly Garrett stated this type of program will be an
expense and not generate a lot of revenue. Kimberly Garrett stated she
requested $25,000.00 to run the camp and offer additional programs. The city
would hire a camp director that has experience with this type program.
Kimberly Garrett stated city council is aware of the request. She added that the
Parks and Recreation Department has worked with EGA to offer summer
programming at the pools , challenge course and tennis center.
7. Discussion and possible action on the Parks Bucks program
Kimberly Garrett explained when the Parks Bucks program was initially set up it
was to help youth that could not afford programming at the Recreation Center.
The Parks Bucks program was introduced so the kids could do community
service work to earn money for the programs they want to be involved in. Some
of the services they can do were clerical jobs, picking up trash, general clean up
and scorekeeping at the Recreation Center. In exchange for the time they work
they earn the equivalent of minimum wage to be applied towards a program.
Kimberly Garrett stated she would like the program to have a 50/50 split in
payment; one half monetary payments and one half community services.
Kimberly Garrett explained that the Parks Bucks program could be used towards
any program that does not involve paying an instructor , which would be
memberships and youth basketball and soccer programs. Jean Houck, the liaison
for The Friends of Georgetown Parks and Recreation , explained The Friends of
Georgetown Parks and Recreation was formed to help economically
disadvantaged families and to help with childhood obesity. She explained The
Friends of Georgetown Parks and Recreation is a newly formed nonprofit group
whose membership is growing, and in the future they may be able to give
scholarships for programs offered by Georgetown Parks and Recreation. The
board decided to bring this forward next month and in the interim the board
members can submit ideas to Kimberly Garrett.
8. Discussion on July 2011 Plans for National Parks and Recreation Month
July is National Parks and Recreation Month and it was discussed last month to
showcase Georgetown Parks and Recreation Department and the Parks and
Recreation Advisory Board. Kimberly Garrett stated that summer is the busiest
time to do special events. Shane Morris suggested the special events/marketing
employee send out information weekly about parks and recreation. It was also
discussed to make a proclamation through the city council. There was discussion
to ask the local newspaper to run a story on Georgetown Parks and Recreation ,
and possibly one of the local magazines to run an article to focus attention to the
parks and recreation system. Daniel Dance asked where the content would come
from. Garrett stated NRPA gives information for the National Parks and
Recreation Month. The board decided to continue discussion at next month’s
meeting.

3.Presentation by the Exceptional Georgetown Alliance – Dawn Jennings and Stephanie
Blanck
Stephanie Blanck and Dawn Jennings are representing the Exceptional Georgetown Alliance (EGA).
Stephanie Blanck explained how the school district offered programs for recreation and leisure for
children with severe exceptionalities but is no longer able to fund this program. The parents of these
children decided to form a non-profit to apply for grants to continue to fund these programs. Dawn
Jennings explained the EGA has been in existence for approximately 3 years. The mission of EGA is
to provide educational, recreational, social and vocational programs to children and young adults
with cognitive and developmental disabilities. EGA is looking for cooperation with the City of
Georgetown Parks and Recreation Department to manage the camps and EGA would provide the
money. Dawn Jennings explained the added costs of the exceptional camps are due to the adult to
participant ratios. The ratios are sometimes 1 adult to 2 children or 1 adult to 3 children and this not
only applies to camps but also other programs such as bowling, basketball and soccer. Their largest
fundraiser is the Boo Run that is held in October and in addition to the fundraisers they receive
grants. Their largest grant is from the City of Georgetown which is $10,000.00 a year. Dawn
Jennings explained that if the camp was at full capacity it would cost approximately $43,000.00 to
run the camp and the participants would have to pay $125 -$165 a week. Other money that they
collect is used toward equipment and uniforms and other programming. They are looking to provide
resources and activities to children and young adults who would not have that opportunity through
normal ways most cities run. Kimberly Garrett stated EGA first presented to the Recreation Center in
2009 about providing programming. She stated there has been some collaboration in swimming and
the challenge course. She said that staff had this listed as a budget goal but given the budget
shortfalls was not given the opportunity to present new programs to the City Council. Kimberly
Garrett stated the city would like to be able to offer the camp and programs but it would require the
expense to be incorporated in the budget. It would require the proper number of staff and training for
the staff and would require hiring a Certified Therapeutic Recreation Assistant. Kimberly Garrett
stated she has attended classes related to inclusion and a conference held by National Recreation and
Parks Association to obtain more information and get information from other cities and how they
handle their programs associated with inclusion. This opportunity will be presented to City Council
again this year for funding programs. Dawn Jennings stated EGA knows the quality and level of
expertise that is required to provide this service. EGA would come with staff and monies knowing
they would continue to collaborate with the City of Georgetown. Kimberly Garrett stated she
recognizes the need and will present to City Council how this service needs to be addressed since the
City’s population is close to 50,000.

William Mateja stated Gabe Sansing requested this item be brought to the Parks and Recreation
Advisory Board to begin discussion of whether or not HOA’s should behave assessed a fee for the
maintenance of any parks put in their subdivision. Kimberly Garrett explained that not all the parks
were put in by the developer; they were put in by the city. The developer was required to give the
city the land and the city was required by the parkland dedication ordinance to develop the park.
These parks are public parks, not HOA parks. If you require the HOA’s to pay a maintenance fee
then they might want exclusive rights to the park, but they cannot since it is public parkland. Simone
Pollard stated the subdivisions might want to regulate them by wanting certain amenities and
maintained at a high standard. Kent Buikema added that he did not know why the Parks and
Recreation Department would want to loose control of the parks that are public parks. Daniel Dance
stated there is a tangible value to having neighborhood parks. Garrett reiterated that there is proof
that parks increase your property value. Shane Morris stated that if the HOA’s pay a certain amount
a month they will expect that amount of improvements to the park but the park would look exactly
the same it will not improve it. The tax would be used to maintain the park not increase the
amenities. It was discussed the tax would not be applied fairly as some subdivisions do not have
HOA’s but have parks.
The advisory board discussed the issue and felt it would be too difficult to implement across
the city.
5.Update on the status of the Request for Qualifications for the Special Event/Festival Area
Kimberly Garrett stated on January 20th and 21st staff went to Houston to tour amphitheaters and talk
to the staff that manages the facilities. Miller Outdoor Theater is run by the City of Houston. She
stated everything is free and it is funded by donors and a non-profit operates it. Harris County Park
near Pearland was more along the lines of budget and scale for the amphitheater proposed for the
City of Georgetown. The Cynthia Woods Mitchell Pavilion in the Woodlands was also toured. This
was a large scale facility but the proposed facility here would be approximately 1/5 of the size but
would like to base Georgetown’s special event/festival area on this facility. Cynthia Woods Mitchell
Pavilion has sponsors that pay for the events. They also rent to local schools for graduations.
Recommendations from the facilities managers were to build the facility for growth; build the
infrastructure for expansion.
Kimberly Garrett stated the RFQ process will be presented to the City Council on March 8th. She also
explained that the City has the money to design the amphitheater but has not yet allocated the money
to build the facility.
6.Discussion on community service appointees as their assignments related to parks and
recreation – Daniel Dance
Daniel Dance asked about community service workers and how they are being allowed at the family
centered Recreation Center. Kimberly Garrett stated that we have asked to be taken off the
Community Service and Restitution list. Daniel Dance asked if community service workers are used
in the parks. Kimberly Garrett explained that community service workers are used to help the parks
maintenance workers.
Bob Laemel understood the agenda item to reflect community service appointees as being the Parks
and Recreation Advisory board appointees and asked about the process of appointment. Bob Laemel
would like to know about the process of appointing the Parks and Recreation Advisory Board and
how the applicants are notified if the City of Georgetown received their applications and whether or
not they are appointed. He wanted to know if staff was privy to the applications and if input was
given. Kimberly Garrett stated that staff is given the information but does not give much input.
Simone Pollard requests that interviews be performed before the Mayor appoints people to the boards
and commissions. Kimberly Garrett explained that the Boards and Commissions are processed
through the City Secretary’s office.
7.Discussion on July 2011 Plans for National Parks and Recreation Month, events, invitations
to city council, etc. – Bob Laemel
Bob Laemel stated that July 2011 is National Parks and Recreation Month. He would like to see an
activity once a week for the month of July happen for the event for the department and invite City
Council. Kimberly Garrett stated last year we had a Splash Day and Free Movie night. Bill Mateja
stated he would like to see City Council, the Parks and Recreation Advisory Board and staff come
together for an event to celebrate National Parks and Recreation Month. Discussion will continue
next month.
8.Consideration and possible action on requesting a resolution from City Council calling on
congress and the administration to recognize local parks as critical to addressing national
issues, such as fighting childhood obesity, reducing juvenile delinquency, improving the
environment, creating jobs, and stimulating the local economy. – Bob Laemel
Bob Laemel asked that the Parks and Recreation Advisory Board request from City Council a
resolution indicating calling on Congress and the Administration to recognize local parks as critical
to addressing national issues, such as fighting childhood obesity, reducing juvenile delinquency,
improving the environment, creating jobs, and stimulating the local economy. Bob Laemel made a
motion that a letter from the Parks and Recreation Advisory Board indicating the importance
of city council understanding that the parks are paramount to addressing national issues, such
as fighting childhood obesity, reducing juvenile delinquency, improving the environment,
creating jobs, and stimulating the local economy and the motion was seconded by Simone
Pollard and the motion passed by unanimous vote.
9.Update from Friends of Georgetown Parks and Recreation – Jean Houck
Bob Laemel gave an update on the Friends of Georgetown Parks and Recreation.
10.Discussion of Parks and Recreation Monthly Review for January
There was discussion of the monthly review.
11.Approve minutes from January 13th meeting
Bob Laemel made a motion to approve the minutes and the motion was seconded by Bill
Mateja and it passed by unanimous vote.

Kent Buikema thanked Jill Kellum for her cooperation with the board and Kimberly Garrett for her
leadership and always being ready with the information and also stated the same for Randy Morrow.
Bill Mateja stated it was a true delight to be on the Parks and Recreation Advisory Board. Bill
Mateja stated he enjoyed watching Kimberly Garrett grow as the Parks and Recreation Director and
she is a great leader. Bob Laemel presented Simone Pollard, Kent Buikema, and Bill Mateja with
appreciation plaques for their service.

1.Call to order
The meeting was called to order by Kent Buikema at 7:05 pm.

3.Introduction of staff member Misha Lee, Recreation Specialist
Kimberly Garrett introduced Misha Lee Recreation Specialist at the Georgetown
Recreation Center. Misha Lee presented information about her education and past
experiences that she brings to her position at Georgetown Parks and Recreation. She is
responsible for the fitness programs offered at the Georgetown Recreation Center and she
gave information on the fitness programs offered there.
4.Update from Friends of Georgetown Parks and Recreation
Robert Laemel gave a list of activities that the Friends have been involved with.
5.Discussion and possible action to appoint board member as liaison to the Friends
of Georgetown Parks and Recreation
Daniel Dance made a motion to appoint Jean Houck as board member liaison to the
Friends of Georgetown Parks and Recreation and the motion was seconded by Bill
Mateja and it passed by unanimous vote.
6.Status on RFQ for Special Event / Festival Area
Kimberly Garrett stated herself and city staff will be doing on site visits of other festival
areas in the Houston area. Terry Jones, the construction manager, will be attending the
site visits and he will be developing the RFQ for this project.
7.Discussion and possible action on distribution of monthly review to City Council
Robert Laemel made a motion to use a chain of command to distribute the monthly
review that is provided by the Parks and Recreation Department and the motion
was seconded by Jean Houck and it was approved by unanimous vote. Kimberly
Garrett stated she will ask Randy Morrow to get Paul Brandenburg’s approval to send the
Monthly Review to City Council.
8.Discussion of Parks and Recreation Monthly Review for November and
December
There was a review of the November and December monthly review and some
discussion.
9.Approve minutes from November 11th meeting
Robert Laemel gave an update from the Arts and Culture Board as a subcommittee
member for an art piece being located on the hike and bike trail. The piece that was
selected is Horatio II and the artist is Maria Ripperda who is currently participating in the
Art in the Park displays. This piece has been purchased by the Arts and Culture Board
and is located at the Playscape near the Recreation Center.
There is a correction to the November 11th meeting. Shane Morris attended the
November 11th meeting. Bill Mateja made a motion that the minutes be accepted as
corrected and the motion was seconded by Robert Laemel and it was approved by
unanimous vote.
10.Future agenda items
·July 2011 is Parks and Recreation month and would like to get resolution
from City Council
·Asking City Council to make resolution supporting parks and recreation
·Would like to get Banner to cross Austin Avenue the end of June to
indicate that July is National Parks and Rec month.
·Exceptional Georgetown Alliance – presentation
Buikema thanked Robert and Becky Laemel for hosting the holiday party. Robert Laemel
suggested having past board members attend the event as well.
