Members Present: Bill Mateja, Daniel Dance, Jean Houck, Robert Laemel, Shane Morris Members Absent: Kent Buikema, Simone Pollard Staff Present: Kimberly Garrett, Jill Kellum Minutes Regular Meeting 1.Call to order The meeting was called to order by Bob Laemel at 7 pm. 2.Roll Call Bob Laemel, Bill Mateja, Jean Houck, Shane Morris, Daniel Dance 3.Update on Football Stadium in San Gabriel Park Garrett stated the bleachers were put up for bid on an online auction. The bid closed on June 28th. The minimum bid was $5,000 and the final bid was $22,500 to remove both sets up bleachers and scoreboard. They have started the demolition. They have 45 days to remove the structure. The $22,500 will be used to demolish the rest of the site. 4.Update on 2008 Bond Projects Garrett stated staff had gone to council several times about the Parks Masterplan and 5 year improvement project and told them about what staff would like to see in the next year in terms of construction and the bond. At those times Council did not give direction so the finance director placed this on the agenda for council to make a decision. The finance director presented it as the 2008 bonds for roads and park. The total is $12.5 million. The $2.5 million is what parks and recreation staff asked for in the Capital Improvement Project (CIP) budget. The $1.5 million would be used to start the design, permitting and demolition of the special event/festival area and $1 million would be used for the first phase of the trail. The recommendation was approved by City Council. Garrett explained the bond process to the board. The first priority would be the construction of the South San Gabriel trail from Blue Hole to Wolf Ranch. 5.Update from Friends of Georgetown Parks and Recreation Laemel stated the July meeting will be Monday, July 12th. Laemel distributed the membership application to the board. Laemel gave a general overview of the establishment of the Friends of the Georgetown Parks and Recreation. Garrett stated that July is National Parks and Recreation Month. Garrett will present a proclamation to the mayor to recognize National Parks and Recreation Month at the City Council meeting on July 28th meeting. The proclamation will also recognize the newly formed Friends of Georgetown Parks and Recreation. Garrett asked the Parks and Recreation Advisory Board to attend the meeting and accept the proclamation. Garrett stated the proclamation can be done yearly. 6.Discussion of Parks and Recreation Monthly Review for June Laemel asked that a Parks and Recreation staff member be introduced at each Parks Board meeting. Garrett will have a staff member present at the September meeting. 7.Approve minutes from June 17th meeting Shane Morris made a motion to approve the minutes and the motion was seconded by Jean Houck and it was approved by unanimous vote. 8.Future agenda items 9.Adjourn Daniel Dance made a motion to adjourn the meeting. Bob Laemel explained how the subcommittee of the Parks and Recreation Advisory Board was formed and what needs to happen to get the non-profit, Friends of Georgetown Parks and Recreation, started. Jean Houck added the subcommittee was formed to start looking into scholarships for families and individuals that could not afford memberships to the recreation center and also be able to provide a volunteer base and raise money to supplement the parks and recreation budget. 4.Approve minutes of April 5th and April 19th meeting Minutes were approved from the April 5th and April 19th meetings. 5.Red Poppy Festival report Becky Laemel stated that approximately 90 people stopped by the booth to discuss the purpose of starting the non-profit group. Becky Laemel gave thanks to everyone who helped with the booth. A special thanks was given to Georgetown Shirt Company for creating and donating shirts for the organization. She also went over ideas and suggestions for future events. 6.Election of officers Bob Laemel explained the by-laws that have been drafted. Christi Adams made a motion to elect Becky Laemel as President, Adam Richards as Vice President, Eric Lashley as Treasurer and Barbara Owens as Secretary of Friends of Georgetown Parks and Recreation. Simone Pollard seconded the motion and it was approved by unanimous vote. President: Becky Laemel Vice President: Adam Richards Treasurer: Eric Lashley Secretary: Barbara Owens 7.Appointment of directors Christi Adams made a motion to elect David Houck, Frank Saenz, Bob Mathis, Christi Adams, Ken Johnson, Colin Johnston, and Katherine Gray as Directors of Friends of Georgetown Parks and Recreation. Simone Pollard seconded the motion and it was approved by unanimous vote. Directors: David Houck, Frank Saenz, Bob Mathis, Christi Adams, Ken Johnson, Colin Johnston, Katherine Gray 8.Discussion of non profit status Eric Lashely stated that at the next meeting they need to formally adopt the by-laws. He stated they need to adopt their membership form. He has already set up an Employee Identification Number, which will allow them to create a checking account so they can collect dues and start writing checks. They will need to fill out and submit forms to get letter from the State of Texas that they are an official non-profit and get tax exemption forms. Eric Lashley will complete the paper work. 9.Discussion of logo There was some discussion about doing a logo contest. 10.Discussion on membership including individual, family, corporate and lifetime It was discussed that one free day pass would be given to an individual membership and a family membership would get 4 free one day passes. Lifetime memberships would get one free day pass per year. Eric Lashley had done research on other friends groups and presented that information. It was mentioned that the Friends of Georgetown Parks and Recreation should be in line with the Friends of the Georgetown Library. Garrett stated that the Library only has one facility and the Parks and Recreation offers the Recreation Center, Tennis Center, Challenge Course, Swimming Pools, Parks, Hike and Bike Trails, etc. There was discussion on the senior membership making the age 60. There was discussion on the memberships and suggestions on different tiers of membership and are as follows: Annual - Individual $20.00, Senior 60 + $15.00, Family $35.00 , Charter Life Member 0 - 59 = $200.00, Charter Life Member Senior 60 + $150.00. Charter Life Member and Charter Life Member Senior will be defined as available for the first two years. Annual - Corporate bronze $100, Corporate silver $250, Corporate gold $500, Corporate Platinum $1000. Recognition for lifetime and corporate membership will be addressed at another meeting. 11.Future agenda items This will conclude the subcommittee of the Friends of Georgetown Parks and Recreation. 12.Good and welfare 13.Adjourn Simone Pollard made a motion to adjourn the meeting. Work session for Red Poppy Booth Tanya Taylor with Sproull Taylor Creative presented a design for the Friends of Parks and Recreation. Bob Laemel showed designs for t-shirts and would like to have them made for the booth volunteers for the Red Poppy Booth . There was discussion on set up for the Red Poppy Booth. There was discussion about follow up from the booth and preparation for the May 3 rd meeting. An email will be sent on Monday the 26 th to people who signed up for the Friends of Georgetown Parks and Recreation, at the Red Poppy Festival. The email will contain information about the May 3 rd meeting. 4. Members Present: Bill Mateja, Bob Mathis, Jean Houck, Kent Buikema , Robert Laemel, Shane Morris, Simone Pollard Members Absent: Staff Present: Kimberly Garrett, Jill Kellum Minutes Regular Meeting 1.Call to order The meeting was called to order by Kent Buikema at 7:00 pm. 2.Roll Call Kent Buikema, Bill Mateja, Jean Houck, Daniel Dance, Bob Laemel, Shane Morris, Simone Pollard 3.Discussion and possible action on Parks and Recreation Advisory Board recognition of members Laemel stated he was disappointed that the board did not recognize the outgoing board members. Laemel suggested having an ongoing plaque placed in the Administration Building or the Recreation Center showing the names of the members and the dates they served. Dance suggested planting a tree in honor of that person. Garrett stated we do have a memorial tree program and that was very costly to have a plaque with the tree for each member. Garrett asked what year we would want to start. Houck stated the City of Georgetown, in the past, hosted a dinner for the board members. Kent Buikema appointed Bob Laemel, Jean Houck, and Shane Morris to start a subcommittee to research recognition of outgoing board members. 4.Update from Friends of Georgetown Parks and Recreation Subcommittee Laemel stated the committee now has 6 directors that have volunteered to start the process of forming the nonprofit group. The subcommittee will have a booth at the Red Poppy Festival, April 24th and 25th, to distribute information about Friends of Georgetown Parks and Recreation. This will allow people to find out about the group and show volunteer opportunities they might be interested in. Garrett stated this is an opportunity to get a volunteer base and start fundraising for the group. Houck added they will be invited to the May 3rd meeting to kick off the membership. Dance will have a graphic designer to design a logo. The subcommittee will meet again on April 19th to organize the Red Poppy Festival booth. 5.Update on March 23rd Council Workshop Garrett thanked the board members that attended the workshop. Garrett stated the City Council was receptive to the presentation. Garrett stated the council did not make a decision or give direction. Garrett stated this is part of a bigger capital improvement project, CIP, that will go the council in June. Garrett stated the next step would be to put a resolution on the agenda to go for a grant where Council would have to make a decision to approve the resolution. Staff brings the resolution forward and the grant would be through Texas Parks and Wildlife Laemel stated he felt the budget process needs to get to the boards one to two months prior to the Finance department coming to talk to the board. Laemel also asked if City Council makes the decision on the budget. Garrett verified that City Council does make the decision. Laemel asked why the City Council members do not have community meetings prior to the budget process to get community input for the budget. Laemel stated as a resident of Georgetown they are making a decision for him. Garrett stated when Mary Ellen Kersch was mayor she felt it was important to hold town hall meetings and they were done 2 – 3 times a year but attendance was low. Laemel feels the community should be involved with the budget process. 6.Discussion on April 27th Council Workshop Garrett stated staff will go back to Council to give them an update on operations and issues in the budget. Garrett stated it will show that the recreation center needs an additional employee to deal with the increased cash handling volume. It will show that the memberships and revenues have increased and that our fees are in line with other city recreation centers. Buikema stated this might be an opportunity to ask council if there is any consideration to have a town hall meeting on the budget. Garrett stated she will put that in the presentation and have the board members present at the meeting. 7.Discussion of Parks and Recreation Monthly Review Buikema asked about the forestry section and new site plans. Garrett stated the urban forester will be at the May meeting to discuss the forestry review. Buikema talked about the meeting with the England soccer team from Knowsley, Enlgand. Their Mayor and Council members were hosted by Georgetown city staff. Jean Houck stated David Houck could put information on the website. Eric Lashley suggested we contact Keith Hutchinson the Public Information Officer and put out a press release. Lashley stated he could talk to the newspaper to get the information to them and Christy Adams suggested having Keith Hutchinson put the information in the City Reporter. Darrick McGill stated we have avenues to get the information out but we need to know what we want to say. Christy Adams stated the Red Poppy Festival is coming up and a booth could be set up there to get information out, collect names of interested parties and announce the next meeting date. Becky Laemel stated that Market Days has started again and this is something on going that they could participate in. Eric Lashley stated the Friends of Georgetown Parks and Recreation is not an official group and the nonprofit needs to be set up. Eric Lashley stated you do need 5 people to start the group. Eric Lashley volunteered to be on the board to help in the Treasurer position to get the Employee Identification Number which will then allow the group to take memberships, open a checking account, and then you would do the filing as a corporation and then the IRS paperwork would be done. Barbara Owens, Bob Mathis, Becky Laemel, David Houck and Christy Adams have volunteered to be directors of Friends of Georgetown Parks and Recreation. Darrick McGill stated he is on the board with the Georgetown Hospital and on the foundation board for St. David’s Austin and also the Georgetown Healthcare Foundation. He is also the co-chair of the Healthy Living Subcommittee for the St. David’s Healthcare Foundation/Health Access committee. He stated they have funding for organizations that have programs geared toward the obesity epidemic. They are looking for organizations that measure the outcomes and for organizations that include nutrition and exercise in their programs. Darrick McGill stated they are looking for more programs in Williamson County to fund. Darrick McGill stated that the Friends of Georgetown Parks and Recreation will be looking at the 2011 funding cycle for the various foundations. Kimberly Garrett will talk with Cari Miller about getting the Friends of Georgetown Parks and Recreation a booth at the Red Poppy Festival April 24 and 25. Laemel asked what to have available as far as literature and materials for the booth. It was mentioned to have the mission statement, by-laws, goals, volunteer opportunities, next meeting date, clip boards, pens, trail maps, and brochures available at the booth. Becky Laemel asked if they could post their mission statement, bylaws and the date of the next meeting on the website. Kimberly Garrett stated that the Parks and Recreation Department can put a press release on the website and link to the Friends of Georgetown Parks and Recreation website. David Houck will post information on the website (gtparkpals.org). David Houck will make a banner and Barbara Owens will have it printed. Lashley stated he would contact the Williamson County Sun and give them Barbara Owens, Bob Mathis and Robert Laemel’s contact information for an interview. Bob Mathis stated that we should contact the people that were at the February meeting to volunteer for the Red Poppy booth. Barbara Owens stated we need to know the next step and publicize that. Christy Adams suggested manning the booth from 11 am – 4 pm on Saturday and 12 – 3 on Sunday. The committee will meet Monday, April 19th at 7:30 pm at the Parks Administration Community Room prior to the Red Poppy Festival. There will be a kick off event to recruit members for the Friends of Georgetown Parks and Recreation on May 3rd . Simone Pollard nominated Shane Morris as the Secretary of the Parks and Recreation Advisory Board and Jean Houck seconded the motion that Shane Morris continue as Secretary of the Parks and Recreation Board. 5.Discuss the 2010/2011 budget process - Micki Rundell, Laurie Brewer or Lorie Lankford Micki Rundell explained the budget process. Rundell explained staff is trying to interact more with the council. Rundell explained how the Parks and Recreation Department (PARD) staff will present information to the council workshop on March 23 rd on Parks CIP, the major capital improvements we see for the parks. Then on April 27 th PARD staff will go before the council and talk about the operations of the parks and their staffing requirements. Rundell stated the budget will be presented to council in July and the ordinance on the budget will be approved by council in August. Rundell stated the budget input the Parks and Recreation Advisory Board submitted will be presented to council. Rundell encourages the Parks and Recreation Advisory Board to attend the March 23 rd meeting to show support of the budget input. Mateja asked about the question on the survey about Lake Georgetown and why it was removed from the survey. Rundell stated that it was taken off the survey by a councilmember at the GAF committee meeting. Rundell stated on the survey one of the top reasons that people like living in Georgetown are the recreational opportunities. Rundell stated we need to address the administrative personnel and staffing issues. Rundell stated the Lake Georgetown issue needs to be brought before the voters because it is going to be very costly and she would not attempt to do it without taking it to the voters. Rundell stated the special needs requirement for our community need to be addressed. Pollard asked if the PARD is making money and if the revenue is going into the general fund how are the funds appropriated. Rundell explained that the PARD is an amenity paid for by the tax payers. The recreation center brings in money which helps and none of the money that is generated in the parks and recreation department goes anywhere else but to parks and recreation. Garrett stated the recreation programming portion is self supported , but the parks portion is not. Rundell states it is a quality of life issue. 6.Discussion and possible action on CIP workshop to City Council Garrett presented information on the CIP presentation that will presented at the council workshop on March 23rd. Garrett explained this was their chance to tell the council they wanted to issue the bonds. She stated that in the past all CIP projects were lumped together and this is the first time council is looking at the projects by departments. Garrett stated the CIP budget is separate from the general fund and the CIP projects are paid for mainly by bonds, either citizen approved bonds or certificate of obligation bonds. She explained CIP projects in the past were the dog park, the skate park, cemetery improvements and trails. Garrett stated Rundell advised that PARD should remind staff that PARD did a citizen’s survey and the citizen’s thought PARD was doing a good job and that the citizen’s did approve a bond and they are very supportive of parks and recreation and we do have a master plan. Garrett explained that the master plan was broken down into four categories and each category has issues identified that related to the bond. Some of the projects to present were things such as acquisition for land for a northwest sports complex and community park, acquiring undeveloped river corridor along the south San Gabriel River towards Garey Park, an amphitheater, trails and water spray parks which were approved in the bond. Garrett would like to highlight the master plan at first and tell them everything the citizen’s approved and the priorities of the master plan and show them a 5 year CIP plan and how the money could be broken down. Garrett stated that council is interested in how much staff wants to spend this year. Garrett stated this is the best estimate of how much things will cost and it is also based on the funding that is allocated. Buikema encouraged all the Parks and Recreation Board members to attend the March 23 rd council meeting and speak to the council that the board has supported the master plan and the bond through the process and support the CIP and would like to see it move forward. Morrow stated that staff is not looking for the entire 35 million bond but just enough to get things going. Laemel made a motion to support the Parks CIP 5 year plan as presented to the board and Pollard seconded the motion. It passed by unanimous vote. 7.Update from Friends of Georgetown Parks and Recreation Subcommittee Laemel reported there is now a domain name for the Friends of Georgetown Parks and Recreation which is www.gtparkpals.org. Laemel gave an overview of the last subcommittee meeting which was held March 1, 2010. He stated there were individuals from aquatics, past Parks and Recreation Advisory board members , staff from Southwestern University , Master Gardener , and the rowing club present. Laemel stated he presented the information to get the community to take over the meetings and get the Friends of Georgetown Parks and Recreation started. 8.Discussion of Parks and Recreation Monthly Review Mateja asked about the drainage issue at the Bark Park. Morrow stated he will look into this issue. Laemel explained there may be some grants available that the City of Georgetown Parks and Recreation may not be able to apply for that the Friends of Georgetown Parks and Recreation could apply for. Laemel explained they are looking to start a board of directors and volunteers. Garrett stated they are looking to obtain a volunteer group from the Friends of Georgetown Parks and Recreation to help with Special Events monitor the halls and the weight room at the Recreation Center and help with Tennis Tournaments. Ron Swain asked what the benefit of being a friend is. Swift stated that the benefit is volunteering and seeing what you helped with. Buikema opened discussion to the board members for budget input from the worksheet that Finance dispersed. a.What are your board’s top goals for the next 3 – 5 years? Buikema stated he would like to see implementation of the park’s master plan and bring about a discussion on Lake Georgetown. Mateja added he would like to properly manage and staff anticipated inventory coming. He explained inventory such as Lake Georgetown, additional parks and personnel. Morris stated he would like to also see implementation of the parks’ master plan. Laemel stated that Finance should start this process 2 months earlier by dispersing the Budget Input worksheet to the boards so the boards can discuss with staff what their goals are. Laemel stated he would like to see some available transportation for the Parks and Recreation Department and lighting for the tennis courts at the Tennis Center. He stated the lighting at the Tennis Center is beyond repair and needs a total overhaul. Buikema asked staff what they would like to see supported by the board. Morrow stated that the bond passed for the master plan and he would like to see this start. Garrett stated in terms of operations, they need to look at getting an administrative position to manage the cash deposits and provide administrative support to the Administration office, Tennis Center and Recreation Center. Garrett also stated that the inclusion needs must be addressed. This would address the special needs in the community. Garrett stated we do not have anyone on staff that specialized in Therapeutic Recreation. Laemel asked if Georgetown Independent School District (GISD) had an adaptive learning teacher. Garrett stated they do but they do not want to administer a camp. Garrett stated the Georgetown Alliance is doing fundraising and trying to get a camp started but they are not trained in hosting a camp. Garrett stated the Georgetown Alliance contracted with staff at GISD, the adaptive PE teachers, but their rates are approximately $40.00 an hour for the camp. It was costing $400.00 a week for half a day camp. They were looking at Parks and Recreation’s camp that is charging $130.00 a week for a full day and how they can get it more reasonable. Garrett stated the Georgetown Alliance is in the fundraising mode and they would like for Parks and Recreation to possibly manage the camp and contract out with the PE instructors. Garrett stated that council would have to subsidize the funding for that program. Garrett stated that staff will bring this forward to the council stating the need and the mandate of adaptive PE. Garrett stated that it is an inclusion and we can not say we do not offer programs for them. Garrett stated since we are close to 50,000 in population we are starting to get the requests for this programming. Garrett stated this is an operational item that the current staff can not handle now. It would require a position that was certified in therapeutic recreation. Buikema asked if the laws require parks and recreation to offer this. Garrett stated it is required and the programs offered depend on the demand. Garrett stated that the City of Round Rock offers a camp for children with disabilities at their recreation center. The City of Austin has a recreation center that is dedicated to children with disabilities. Buikema states that this is something that should be in the budget as it is a major budget requirement. Garrett stated that a small step would be to offer a camp and the ratio of child to counselor would be 2:1 where as the camp we offer the ratio is 10:1. The counselors we hire are college age that make $7 - $9 an hour. The counselors to work the camps with children with disabilities would want $25 - $30 an hour. Laemel asked if UT had a therapeutic recreation major were they might have student teachers for internships. Garrett stated that Texas State in San Marcos has a program. Morrow added that if you charge the children with disabilities $400 a week for camp you have to charge everyone $400 a week for camp. Garrett stated you can have a special camp but inclusion means they want to be included with everyone else, but in some circumstances you have to separate them because of safety for the children. They want to canoe and be on the challenge course and do what the other children are doing which requires a lot more attention. Laemel asked if there were grants available. Garrett stated they were told at the Inclusion Conference there were grants available for programming and staff. The council workshop in March will be on CIP projects which will fall in line with the master plan. The end of April they will give council an update on operations and will address what we are doing and what we need. The council workshop will be 3/23 and 4/27 at 4:00 pm. b. What are your issues/concerns for the upcoming budget cycle? Morris’ concern is that the money that the citizens voted for in the bond will not be used to better the park system in a timely manner. Laemel stated staffing is a concern. Laemel asked about the budget and if council requires parks and recreation to collect half of the budget back. Garrett stated that staff’s goal is to get back half. Garrett stated the Parks and Recreation provides recreation and quality of life for the whole community. We have 43% of children in Georgetown on free and reduced lunch and the income is not real high in Georgetown. There must be places for people to exercise and play as obesity is at an all time high and stress is high. Garrett stated that council has not given direction on the budget and what must be brought in. The entire recreation center programs cover theirs costs. Some of the other programs, such as softball, subsidize other programs, such as the cost of running the pools as softball brings in a lot of revenue. On the operation side there are a lot of expenses. c.Do you feel you are providing adequate service to the citizens? Why or why not? Buikema stated he feels staff is providing what people want from the Parks and Recreation Department. Laemel also added that we need staffing to do the special needs programs and unified sports as it is only provided on a limited basis. d.What resources are critical for the upcoming year? Garrett stated the need for staffing. The need for administrative personnel in the department. The quality of customer service goes down when front line staff has to do administrative duties. e.Are there any services that we feel we could adjust to help fund critical resources? Levy some of the parks bond. 4.Update on Sculptures in the park project – Lashley Lashley presented information on the sculptures that will be placed in San Gabriel Park on March 8th. Lashley thanked Eric Nuner with the parks department helping with this project. Lashley showed which sculptures would be placed in the park and most of the sculptures are coming from Marble Falls. Pollard asked about vandalism. Lashley stated they are insured for up to $5,000.00. He stated the sculptures are for sell. Lashley stated the parks department is helping to get the platforms ready and there will be 12 sculptures. Lashley would like to do a ribbon cutting in April to promote this project. He would like to see this done year after year as a feature of the park. The other goal is to have this as a larger collection with Marble Falls, LBJ Wildflower Center and a couple of other places to do a sculpture tour. Lashley will work with CVB to do a brochure which will include the artists, costs and a map of where the sculptures are located. Laemel asked about funding and doing a piece in front of the Recreation Center. Lashley stated the Arts and Culture Board is unfunded and so they have asked artists to lend their work. Lashley asked that the Parks Board support this project and bring to council to help fund the Arts and Culture Board. 5.Update from Friends of Georgetown Parks and Recreation Subcommittee Laemel stated they have had 3 meetings. The committee is working on a membership application with the different levels of membership. David Houck is working on the website. The mission statement and the bylaws have been developed and are in draft form. The major discussion was on the next meeting which will be Monday, March 1st at 7:30 pm at the Community Room in the Parks and Recreation Administration Building. Stakeholders from the community will be invited to the meeting. Examples of stakeholders include baseball and soccer groups, past parks board members, Georgetown Independent School District, Southwestern University, etc. The people that attend the meeting will in essence be the start of the Friends of Georgetown Parks and Recreation. The meeting will be an informal presentation to see what we can offer the community and how we think we can help you and what they can offer us. The concept of the Friends of Georgetown Parks and Recreation wants to be a valuable asset for parks and recreation in the City of Georgetown. Mathis added that the primary focus is reaching out to those who can not take advantage of what we have to offer now. There was discussion about the different levels of membership. Lashley stated that a separate form should be used for business/corporate membership. 5.Discussion on Website Development David Houck suggested that we discuss domain names. David Houck stated that setting up a domain name would cost $10.00 and this is an annual fee. He stated there also has to be space for the website and the fee is approximately $5.00 a month. The next step is to gather all the information to be put on the website. 6.Review Presentation for March Meeting It was decided not to have a Power Point presentation but to give out packets of information. The committee divided up of the list of the stakeholders to invite to the March 1 meeting. They will send responses going to the administrative assistant’s office. 7.Discussion on Establishing a Mission Statement There was discussion on the mission statement and the word “all” will be added to include all residents of the City of Georgetown. The mission of the Friends of Georgetown Parks and Recreation is to support the City of Georgetown Parks and Recreation Department, in providing programs and facilities to promote the social, cultural, and recreational well-being of all the residents of the City of Georgetown. 8.Discussion on Establishing Bylaws The corrections are as follows: In Article II – make the purpose the mission statement. In Article III – each membership shall have one vote for the purpose of electing officers and board members. Mathis stated the need to clarify the board since other boards are mentioned. 9.Discussion on Membership Laemel stated the idea of the memberships were to contact the local stakeholders for the nonprofit. Laemel stated the thought was to invite the stakeholders and present the mission statement, bylaws and what direction the subcommittee is going. Lashley stated the stakeholders should leave the meeting with the idea of what they will benefit from the nonprofit group. Some benefits would be to offer scholarships to organizations, add lights to fields, and enhance what is already here. Discussion on how the non profit, Friends of the Library, operates – Lashley Lashley explained the Library has two nonprofits that raise funds for the Library, one is Friends of the Georgetown Public Library and the second is the Georgetown Library Foundation. These two organizations are discussing merging into one nonprofit. The mission of the Friends is to promote the public use and community support of the library, foster appreciation of its value as a cultural and educational asset to the community and encourage the extension and improvement of its services. The Foundation has a very similar mission. The difference between the groups is the Friends are a membership based organization. The Foundation is a board that elect themselves and asks people in the community to serve on the board but they do not have a membership. In the past the Foundation was to raise larger amounts of money and do grants and the Friends is a more volunteer organization that would do the bake sales and the book sales and volunteer at the library themselves. The Friends main activity now is running the Second Hand Prose which is a used book store which is on the second floor of the library, they provide volunteers to the library and arrange the Hill Country authors series , which is a quarterly event held at the library. They meet with the City officials to promote the library’s agenda. The Friends are donating approximately $10,000.00 per quarter to the library or $40,000.00 a year to the library. The Library Foundation raised over $300,000.00 during the building of the new library to offset some of the cost of the furniture. The Friends has over 400 members and that does include individuals plus families. They do not have a corporate membership at this time; this is something they are working on to get businesses to join. If they merge with the Foundation they will take on other fundraising activities they have never done before, such as a mailer to solicit donations. The Friends are considering purchasing a book mobile for the library. The Friends organization has 4 officers and the bylaws have 3 to 7 directors that are elected by the members at an annual meeting. The board has a monthly meeting and the Library Director acts as an ex -officio member of the board. Each board member is assigned as a committee chair and they report to each board meeting. It makes the board a more active part in the meetings. The committees they have are membership, fundraising, publicity, the Second Hand Prose bookstore, Children of programming, hospitality and volunteering. The Friends have an operating agreement with the Library. It gives a guideline how the relationship between the nonprofit and the Library works. Lashley stated that the Friends of the Library and Foundation can not be on the Library Advisory Board. A positive aspect of the Friends is that they are membership based and they have a group of people to serve on the Board of the Friends . Garrett stated that the nonprofits can be advocates of a group that the City Boards and Commissions and staff can not. Lashely stated the Friends have their own website with a link from the Library website. Lashley explained that the Friends make about $45,000.00 a year off of book sales and their membership dues bring in about $4,000.00 a year and they make about $5,000.00 off the author’s series. Lashley explained the 501c3 and how the Friends spend their funds and how the Foundation does invest some of their money. 5. Update from Friends of Georgetown Parks and Recreation Subcommittee Laemel thanked Lashley for attending both meetings. Garrett has volunteered to be the exofficio member of the board. The subcommittee will meet the first Monday of each month at the Recreation Center at 7:30pm. Laemel stated they are in the process of establishing a mission statement, bylaws, and roles of the board of the directors. In the February meeting they will be voting on a membership application with a logo. The subcommittee discussed applying for grants. Laemel stated the subcommittee asked everyone to bring a friend to the January meeting and stated that worked out well. Laemel stated after the next meeting they want to bring the stakeholders, such as the soccer groups, bicycle groups, schools, etc., in to see the needs and desires of them and branch out. Houck added that the subcommittee is only setting the groundwork as the subcommittee of the Parks and Recreation Advisory Board can not be on the board of the Friends of Georgetown Parks and Recreation. Other people would have to vote on bylaws and go forward as the Friends of Georgetown Parks and Recreation. 6. Update on Lake Georgetown project Garrett stated there has not been new information since November. The consultant is working on a draft for the quality of life citizen survey. Garrett stated the draft goes to City Council in January for review. Garrett stated that staff submitted a question to ask the citizens if they would like to see the City of Georgetown take over the operations of Lake Georgetown. It is a phone survey and they will also do an online survey. There is not a mail survey. Buikema stated there was excitement about the concept but that was diffused by the contract that states the money collected would have to go back into Lake Georgetown and not into the city. Garrett stated the next step would be to meet with the United States Army Corps of Engineers. 7. Discussion of Parks and Recreation Monthly Review Laemel asked what the percent differential between a resident and nonresident as far as memberships. Garrett stated that 25% of our members are nonresidents. Laemel asked how differential for the nonresident fees are established. Mathis asked if residents are paying more than the equivalent of the difference in their taxes. Morrow added there are a lot of people that live in the city limits that do not pay taxes, such a people that live in apartments. Laemel asked if any other programming was increased. Garrett stated that camp fees are going up $10.00 a week. Buikema asked who received the monthly review. Garrett stated every month it goes to the Finance Director and the City Manager and also goes to the department heads in our division. There was some discussion of the by laws and the corrections are as follows: Article IV Section D it was discussed that one member of the board of directors may have one Parks and Recreation Advisory Board member as an ex-officio member, Article V add volunteers and remove future projects, Article IX Section D take out the electronic disbursements may also be made via the bill-pay service offered by. This is a draft of the bylaws and revisions will continue to be made. 6. Discussion on membership The concept of the Friends of the Library for membership was discussed as there are different levels of membership. It was mentioned to start the membership drive the same month as the National Parks and Recreation Association’s (NRPA) designated Parks and Recreation month, which last year was July. Eric will work on the membership form and Simone will work on the logo. 7. Discussion and possible action on board of directors and their role Laemel stated this can not be done until the bylaws are established. Eric will look into the roles of the board of directors. 8. Discussion of subcommittees for membership application and fundraisers This will not be discussed at this time. 9. Discussion of grants and scholarships Laemel stated they would like to be able to apply for grants that the City of Georgetown is not able to apply for. Lashley stated this would be a good part for the Parks and Recreation Director to be involved with to determine what is needed for the department.
