December 7, 2009.

Regular Meeting
Call to Order 1.
The meeting was called to order at 7:38 pm by Robert Laemel.
2. Roll Call
3. Discussion and possible action on naming the committee
There was discussion on the naming the committee and the decision was FRIENDS OF
GEORGETOWN PARKS AND RECREATION.
4. Discussion on researching the Friends of the Library – Eric Lashley
Eric Lashley explained there are 2 nonprofit groups associated with the library; Friends of the
Georgetown Public Library and the Library Foundation. Lashley explained that he has set up
two other nonprofits. Lashley explained the benefits of a nonprofit corporation and the
disadvantages. He stated that if you are setting up another nonprofit you are creating
competition for other non-profits so you want to establish the purpose and if there is a need
for another nonprofit. Once the group has a clear purpose and mission a committee will be
formed and by-laws will be created. Lashley serves as an exofficio member of the board for
Friends of the Library and recommends that the parks director or the director of community
service serve in this capacity for the Friends of Georgetown Parks and Recreation. Lashley
stated the State of Texas requires by-laws and the steps are easy to follow. Once the by-laws
are in place there should be a start up fee established and usually the first members will
donate money to start as there will be some registration fees. Lashley stated that the
committee will need to think about whom in the community would be a good member of this
group and that members of the Parks and Recreation Advisory Board not be on the non-profit
board. Lashley recommended having an attorney and an accountant on the board. Lashley
also recommended having an agreement with the Parks and Recreation Department to
establish the role of the non-profit in relation to the Parks and Recreation Department.
5. Discussion and possible action on adding members to the subcommittee
Laemel suggested everyone bring a friend to the next meeting.
6. Discussion and possible action on setting future meeting
It was discussed and decided that the meeting date, time and place would be the first Monday
of the month at 7:30 pm at the Recreation Center Event Room. The next meeting will be
January 4, 2010.

1. Call to order
The meeting was called to order by Bill Mateja at 7:00 pm.
2. Roll call
3. Discussion and update on Lake Georgetown
Garrett stated on October 27
th
at the City Council workshop, Carey Weber, Doug
Cox and another representative from the United States Army Corps of Engineers
(USACE), Brian Schaffer, the consultant, Bill Mateja and Jean Houck, Parks and
Recreation Board members and staff met. City Council did not make a final decision
or take action on this issue. Morrow stated he feels like this issue is stalled right
now. Morrow feels after the end of the year and the completion of the Finance
Citizen Survey we will know if the citizens would like to proceed. Mateja stated he
would like to present this again after the first of the year. Laemel asked staff if they
would like to take over the Lake Georgetown parks. Morrow stated he would like
to see all the contracts first as he was initially under the understanding the City
would get revenue from the parks but the way the USACE talk now the money
would go back into the parks only. Morrow stated initially there were two or three
contracts and now there is only one contract with the USACE. Laemel feels this
would be a major undertaking and feels that an entire management staff would be
needed to maintain the Lake Georgetown parks . He expressed concerns about how
established Parks and Recreation programs would suffer. Mathis stated if there is
income that will not be going into the program what is the sense in doing it.
Morrow asked what the incentive for taking over the lake was because as we make
improvements it is still the USACE’s property. Laemel feels that if it adds a quality
of life for the residents in Georgetown he could support it. Mathis added that if it
adds programs for the residents of Georgetown it would be better than just adding
an RV park. Morrow stated that another concern to look at is the Garey Park and
building it in three years after we obtain it. Garrett feels the next step is to have a
formal meeting with the USACE where they can present a contract and
documentation.
4. Discussion and possible action on increasing Recreation Center membership
fees
Garrett stated the Recreation Center membership fees doubled one year ago. There
are now 9,000 members and they find the fees to be acceptable but the members are
also requesting more programs. Garrett stated to offer more programs it will
require more money. Garrett stated they are trying to stay up with the costs of
increasing more programs and the cost of operation and maintenance. The cost to
operate the Recreation Center is approximately 1.1 million which includes staffing,
utilities, building maintenance, and computers and the Recreation Center generates
approximately $550,000. Garrett explained the operating expenses will continue
going up due to staff salaries and the inflation of supplies. Garrett recommends a
10% increase in membership fees. Mathis asked if programs would be added.
Garrett stated that programs have already been added but programs would be
added that would be included in the membership. Morrow stated that if you can
show that you are bringing in about one half of the cost of operation that council will
keep the Recreation Center going. Pollard stated that citizens in her neighborhood
could not afford to go to the Recreation Center and asked what was available to
offer people who could not afford the facility charges. Garrett stated the Recreation
Center has a Parks Bucks program that allows people to volunteer and they get
minimum wage applied to every hour they work to use at the Recreation Center.
Garrett stated the Police Activity League have offered scholarships to participants in
the youth sports league. Mathis stated he would like to see this board develop a
program that reaches out to the greater community to attract , plan, support and
bring them to the parks and recreation programs whether it be through
organizations or community outreach and would like this to be outside of the City of
Georgetown so it not administered through the City of Georgetown. Mateja stated
they will form a subcommittee and Robert Laemel will chair the subcommittee to
look into developing such a program. Houck made a motion to approve the 10%
rate increase for the Recreation Center membership fees and the motion was
seconded by Laemel and it passed by unanimous vote.
5. Discussion and possible action on canceling December meeting
Laemel offered his home for a potluck for the December meeting on December 10,
2009.
6. Approve minutes from October 8, 2009 meeting
Houck made a motion to approve the minutes and the motion was seconded by
Pollard and it passed by unanimous vote.

1. Call to order
The meeting was called to order at 7:02 pm by Buikema.
2. Roll call
3. Discussion and possible action on the Arts and Culture Board placing Art in
San Gabriel Park – Eric Lashley
The Arts and Culture Board would like to place art in San Gabriel Park and would
like to duplicate what the City of Marble Falls is currently doing with their
downtown. The City of Marble Falls has 41 sculptures displayed in their downtown
and they are there for one year then a new display is showcased. Lashley stated the
City of Georgetown will insure the pieces as theft and vandalism are concerns.
Lashley stated that the City of Marble Falls gets a 20% commission when a piece of
art is sold. Lashley showed possible locations for the sculptures in San Gabriel Park.
The Arts and Culture Board will be funding the display, but will need help from the
Parks Department on the placements of the pads. They are considering 10 pieces of
art. The pads will be limestone and the cost of the limestone will be approximately
$2,000.00 for 10 pads. Art on the Square will take place October 17 and 18 and
Lashley would like to have the sculptures in place by the Art on the Square event.
4. Houck made a motion for the Parks and Recreation Advisory Board to strongly
support the Arts and Culture Board for placing art in San Gabriel Park and the
motion was seconded by Laemel and it passed by unanimous vote.
5. Discussion on July 28th Lake Georgetown Tour with consultant, Brian
Schaeffer – Kent Buikema and Bill Mateja
Morrow, Garrett, Mateja and Buikema met with consultant Brian Schaeffer and
toured Lake Georgetown. Brian Schaeffer is the Executive Director/CEO of the
Texas Association of Campground Owners. Scheaffer was asked to present a
pre-feasibility study by October 8th. Schaeffer will be presenting to the City Council
on Oct 27
th
at 4 pm at council workshop about the possibility of Georgetown Parks
and Recreation Department taking over the three parks at Lake Georgetown. Carey
Weber and Doug Cox with the U.S. Army Corps of Engineers will also be attending
the workshop. Laemel would like to take a tour of the lake after we receive the
pre-feasibility study.
6. Update on status of football stadium in San Gabriel Park
Garrett stated Georgetown Independent School District (GISD) has removed the
goal posts and associated support posts from the football field. GISD will be
removing the portable restrooms that are on the east side of the stadium in October.
The estimate GISD received for removing the bleachers was $200,000.00 and GISD
has decided they do not want the bleachers.
7. Discussion and possible action on changing the September meeting date
Garrett and Morrow will be attending a conference in San Antonio on September 10
th
which is the next scheduled meeting date and would like to change the September
meeting date.
8. Pollard made a motion to reschedule the September meeting to Wednesday,
September 16
th
at 7pm and the motion was seconded by Laemel the motion and it
passed by unanimous vote.
9. Park, Recreation and Trails Master Plan Award
Garrett stated Halff and Associates entered the City of Georgetown Parks ,
Recreation and Trails Master Plan for a planning award which won The Current
Plan of the Year Award from the Central Texas Section of the American Planning
Association. They also submitted the master plan for a state level award which they
will receive notification in October.
10. Approve minutes from June 11, 2009 meeting
Laemal made a motion to approve the minutes and the motion was seconded by
Houck and the motion passed by unanimous vote.

1. Call to order
The meeting was called to order at 7:05 pm.

3. Discussion and possible action on amending the by-laws to change the time of the
Parks and Recreation Advisory Board meeting
Houck stated that if the time was changed to 4:00 pm it would limit the board to
unemployed or retired people. Laemel agreed with this and stated it would limit the
number of people to apply for the position. Buikema stated there is not any further
discussion. Discussion ceased.
4. Update on old the old football field at San Gabriel Park
Morrow stated that the city manager sent a letter to Georgetown Independent School
District (GISD) and GISD will look at the cost to remove them. Garrett stated that GISD is
only interested in the visitor’s side, not the home side. An estimate to remove the bleachers
2 years ago was $60,000.

by unanimous vote.

The meeting was called to order at 7:08 pm.

3. Introduce Erin Ruyle, Marketing/Special Events Coordinator
Erin Ruyle was introduced by Garrett. Ruyle thanked the board for inviting her to
the meeting. Ruyle stated that her main goal is to better and more effectively
communicate the message of what parks and recreation has to offer. The first
project that she worked on was the website redesign. Features were added to make
it more aesthetically appealing and user friendly. There are rotating pictures which
correspond to new stories. Now the public can see what is happening currently and
what is coming up as opposed to the old site where the news stories were hidden on
the bottom of the site. Ruyle created and maintains a parks and recreation blog
which is called Live and Play in Georgetown. Ruyle has started a weekly/biweekly
parks and recreation newsletter which public can sign up for online. Online surveys
have been placed on the website for members and recreation users so they can
provide input on how to better serve them. Facility signage has been installed at the
Recreation Center in the locker rooms and the lobby to promote information. Parks
and Recreation postcards are being sent to all new members with a hand written
message from Ruyle welcoming them to the Recreation Center and the postcards
will also go out as thank you letters to sponsors and latter for member’s birthdays
and achievement notification. As far as special events, she has been working on new
ideas. One is a sidewalk chalk art contest, which has been offered in the past, which
offers non-athletic adults and youth to participate in a fun event. More athletic
events to offer would be a child triathlon, a duathlon, another road race, and a
triathlon with a pool swim, where the Recreation Center pool can be utilized and the
facility can be showcased. She is also working on internal marketing which is
member appreciation by letting members know they are and their business is
appreciated. June will be membership appreciation month with a kickoff event on
Friday, June 5
th
. There will be free food, face painting, games and prizes. There will
be video added to the website which will show member testimonials and their
success stories. Buikema asked if Ruyle is dedicated to the Parks and Recreation.
Garrett stated that she is dedicated to Parks and Recreation only. Laemel asked if
Ruyle will be working with the Tennis Center and the Meet the Pro event. Ruyle
stated that she created the flyer for that event and that she will be helping with the
event. Mateja challenged Ruyle to double the participants in the Cupid’s Chase.
Garrett stated that Ruyle is starting out showcasing the recreation side and that
there is also the parks side to showcase and also the disc golf courses, the challenge
course, teen/senior center, and softball leagues. The parks board thanked and
welcomed Ruyle.
4. Discussion on advertising and marketing for Parks and Recreation Department
Ruyle included discussion in item #3.
5. Update on the Lake Georgetown project
Garrett stated information gathered from their trip to Lake Grapevine and Joe
Moore’s assessment of Lake Georgetown was presented to City Council April 27
th
.
Carey Weber, Lake Manager for Lake Georgetown , and Doug Cox, project manager
for USACE Fort Worth district office, were present and answered questions. Doug
Cox acts as a partnership liaison between the USACE and cities. Staff presented the
information and requested direction from Council. Council directed staff to pursue
options. Garrett stated that a consultant could be brought in for $1,000 - $1,500 for a
day to get a 3
rd
party report. Staff would report back to Council in 6 months.
6. Discussion on wish list for programs and facilities
Garrett handed out a form to the parks board members that staff prepared showing
their ideas for better programs and facilities. Staff is aware that the funding is not
available currently. There was some discussion about the Tennis Center seating.
Staff suggests that the berm area works well for the area but seating will also be
considered. The consideration for parking lot lights at the McMaster’s Complex has
been submitted as a service level request but has not been approved at this date .
Morris stated the softball participants would like to be able to grill at McMaster’s
Complex. Garrett explained that the Parks and Recreation Department has a
concessionaire at the facility and that the department receives a percentage of sales.
Garrett stated that the gates on the sand volleyball side have recently been unlocked
since the parking lot is completed. They were being left locked because the
participants were leaving trash in the area and not using the trash receptacles.
Garrett also stated there is a gate on College Street and it is left locked to control
parking off the berm or right next to the trail and want people to park in a
designated parking lot. Additionally, the VFW will not allow parking on their area.
Morris added that with the College Street side locked , when there has been an injury
the ambulance has had to drive around to the parking lot. Garrett stated that the
umpires have the combinations to unlock the gates in case of emergency. Mateja
asked about the replacing the two nonfunctioning basketball backboard wenches in
the Recreation Center gym and the cost. Garrett stated this is in the old gym and
that they are currently electric but they will want to replace with a crank style and it
would cost approximately $1,000.00. Mateja asked about replacing the
nonfunctioning scoreboard in the Recreation Center gym and the cost. Garrett
stated that the scoreboard will need to be replaced and the cost is approximately
$2,500.00. Mateja suggested that we get sponsors for the scoreboard. Mateja asked if
the facilities department could build the shelves. Morrow stated that with a new
facility you want something nice installed. Houck stated that the commercial type
shelving is very expensive for what you get. Mateja asked what the procedure was ,
in a down economy, with the City Council to appropriate funds to fix the
backboards and scoreboard. Morrow stated they probably would not fund the
scoreboard because it may not be something the city really needs right now in this
economy and that they may look at it again in a year or two.
7. Update on Teen/Senior Center Opening, May 23, 2009.
Garrett stated that the opening event for the Teen / Senior Center is being advertised
on the website, in the newspaper, Channel 10, and a flyer was sent out to all the
schools. Ruyle stated there will be a pizza eating contest and that is advertised at
CiCi’s and other restaurants around town and also at the Recreation Center.
8. Approve minutes from April 9, 2009 meeting
Laemel made a motion to approve the minutes Houck seconded the motion and it
passed by unanimous vote.
9. Future agenda items
Mateja read excerpts from the April 5, 2009 Williamson County Sun article titled Rec
on a roll written by Linda Scarbrough giving accolades to Randy Morrow and
Kimberly Garrett for the work on the Recreation Center.

The meeting was called to order at 7:00 pm beginning with a tour of the teen/senior
center.

The parks board toured the teen/senior center.
4. Presentation on a Park Design Project – Southwestern Students
Buikema welcomed Southwestern University student’s Nicole Golan and Robin
Rosenthal and professor Patrick Veerkamp. Southwestern University has an
Architecture and Design Studies minor. Patrick Veerkamp stated the program is
very successful. The design program is an introduction and they sample around
with graphic design and furniture design. The students do a design project with
landscape in the spring. At Southwestern University there is an emphasis on
community based learning. The Environmental Studies program was interested in
doing a community base learning and the received a grant through 3M and are
working on the San Gabriel Trails project. Patrick Veerkamp explained that they
asked Kimberly Garrett to attend a meeting to come up with ideas for projects that
involved the trail and were community based. The project idea was to develop a
park overlooking the North and South San Gabriel River .
The conceptual drawing of the location of this project is at the switchback at the
walk across bridge. The location was determined by the confluence of the rivers,
that the area is used often and it will be safe from floods and will open the view to
the river. The idea is to Go Green and use as many recyclables as possible. The
plants being considered are native and would be low maintenance and low water
usage.
Laemel asked where the funding would be coming from. Veerkamp stated there
might be some grants. Mateja asked what the cost is. Veerkamp stated that is the
next step in the process. Garrett stated that the students understand this may not
come to fruition and that this is learning project.
5. Update on construction and opening of Teen /Senior Center
Garrett led a tour through Teen/Senior Center at beginning of meeting. There was
not additional discussion.
6. Discussion on removal of the bleachers at the old football stadium in San
Gabriel Park
Mateja asked if there was a plan to demolish the bleachers at the stadium. Garrett
stated discussion has been started with the City Manager. Garrett stated that the
bleachers will be offered to Georgetown ISD first but Liberty Hill ISD has also asked
about them. Garrett stated that the home side is a very large structure and the City
does not have the money to dismantle it. Garrett stated there was a formal letter
presented to the City of Georgetown by Georgetown ISD for having the option of
obtaining the bleachers on the visitor’s side and the portable restroom that was put
in recently.
7. Update on the Lake Georgetown project – Bill Mateja
Bill Mateja stated Joe Moore , Assistant Director of Parks and Recreation for the City
of Grapevine, came to Georgetown to look at the parks at Lake Georgetown and was
impressed with the roads and infrastructure. Bill Mateja stated he met with Carey
Weber, Park Manager for Lake Georgetown , to invite him to the City Council
workshop on April 27
th
, 4:00pm at City Council chambers where staff will present to
the City Council about the next step of the Lake Georgetown project. Mateja stated
he has contacted Congressman John Carter’s office to keep his office briefed that
there is dialogue between the United States Army Corps of Engineers (USACE) and
the parks board, since this is federal land.

Bob Laemel made a motion to approve the minutes and the motion was seconded by
Jean Houck and it passed by unanimous vote.

Robert Laemel nominated Bill Mateja for Vice-Chair of the Parks and Recreation
Advisory Board. Motion was seconded by Bob Mathis and the motion passed by
unanimous vote. Bill Mateja nominated Shane Morris for Secretary of the Parks and
Recreation Advisory Board. Motion was seconded by Robert Laemel and the
motion passed by unanimous vote.
5. Discussion and possible action to provide City Council with input on the
2009/2010 budget - Micki Rundell and Leticia Zavala
The Finance department representatives were not present. Garrett stated that the
Finance department relayed information to her about the budget. Garrett stated that
sales tax revenues are down and home appraisals are neutral . There is not a lot of
growth so building permits are down. They do not want to raise taxes to impact tax
rate. Staff has been told there is not money for any new programs but will not have
to cut programs we already have. They anticipate this situation to last 12 - 18
months. The Finance department would be happy to take any comments or
thoughts about any low cost or no cost items , i.e. staff resources versus budget
funding, to City Council to see if there are any inexpensive items that could be
implemented. Laemel did mention the McMaster Field lighting and the seating at
the Tennis Center to be brought up to the Finance department. He reiterated that the
lighting at the McMaster Field is a safety issue that needs to be brought to the
attention of the administration. Buikema asked if the Parks and Recreation
Advisory could respond to the Finance department and say that we understand the
financial situations but a member of our board has brought up a safety issue which
we think should be brought to the attention to the administration. Morrow stated
that he looked at the issue and will put a cost to it and relay that information.
Mateja asked about the current Parks and Recreation budget and staffing issues.
Morrow and Garrett explained that filling job vacancies is reviewed on a case by
case basis and that Parks and Recreation is unique in that we are still able to hire
some positions due to the upcoming camps and seasonal programming.
6. Discussion on 2008 bond process
Buikema asked how the funds for various projects are designated , used and
distributed. He asks what the plan is and the process is. Morrow stated the City
will hold the bonds right now. Garrett stated that they probably would not issue the
bonds right now because that would increase the tax rate . The Finance department
relayed to staff that everything is on hold for approximately 12 months except for
maybe some road bonds.
7. Update on visit to Lake Grapevine
Buikema stated that 6 people from the City of Georgetown and Parks and Recreation
Advisory Board went to Grapevine yesterday to view their program. The United
States Army Corps of Engineers (USACE) approached the City of Georgetown Parks
and Recreation to operate the 4 parks at Lake Georgetown and have the City of
Georgetown lease the parks. Members of the Parks and Recreation Advisory Board ,
and city staff went and viewed what the City of Grapevine has done with the lake
there. Morrow stated that it seems to be successful for the City of Grapevine and
they do make money because they market more than the USACE did. Laemel asked
if it is self sustaining. Morrow stated that they do sustain themselves without the
burden being on the taxpayers. Mateja stated that Lake Grapevine has a 1 million
budget and their profit is approximately $70,000 per year. Garrett stated that the
City of Grapevine has approximately 300 acres of parkland and approximately 1200
acres of USACE property that they lease. Polland asked what they market that
draws people into the USACE land versus using the regular parks. Garrett stated
they advertise in camping and RV magazines and on websites. Garrett stated their
average capacity is 70% full on the RV park during the winter and 100% capacity in
the summer months. Morrow stated that the city will also collect the occupancy tax
from the cabin rentals. Morrow stated that USACE will offer it to the city first , then
the county and lastly to a private entity. Garrett explained that with the City of
Grapevine they did not want a private entity to take it over so they took it over and
operated it as is. Morrow stated they did a lease for 6 months instead of a 25 year
lease to get a feel for the process to see if it would make money , then they did a
feasibility study to see what the costs and profits were and what it would take to run
the facility. Laemel asked if there is a management company that runs it. Morrow
stated that it is run by the City of Grapevine, but Mateja stated they have a HOST
program that allows people to stay there in lieu of hosting the site and helping with
the campground and laundry. Buikema stated the benefits would be that the City of
Georgetown would attain ready made parks. There are primitive parks, land for
other use; possibility for westside park; and the hike/bike trail could be extended
easily. The downside would be that it is new concept and the cabins are fully
furnished and the cost for the feasibility study. Mateja stated that he would like to
see Lake Georgetown as a “crown jewel” for the City of Georgetown and related this
to the Gaylord resort in Grapevine and how it is next to the Lake Grapevine area
and how the resort activities spill over to the lake. Buikema stated that he feels if the
City of Georgetown passes it by it might divert to another party and if this is
something that is going to enhance the City of Georgetown’s park program we
should be looking at this seriously and be ready when the time comes. Laemel
asked if they would consider a joint entity and Mateja stated that the USACE only
wants to deal with one entity.
8. Update on College Street Bridge in San Gabriel Park
Buikema stated TXDOT is looking at replacing the low water bridge through San
Gabriel Park. Garrett stated this project is proceeding. Garrett explained this is a
TXDOT project and they are working with the City of Georgetown’s transportation
department. The low water bridge is an off system bridge and has flooded over and
over again and is very narrow. TXDOT decided to build a 100 year flood plain
bridge. TXDOT is paying for it along with federal money and the City of
Georgetown. Garrett stated utility poles have been moved and some underground
utilities have been added and the trail has been temporarily relocated. Garrett
stated it should begin end of March and it is a 12 month project. Morrow Street will
be open with a few exceptions. The disc golf course will be restructured. Garrett
showed a drawing of the bridge and explained the process of the construction.
9. Update on Recreation Center memberships and construction
Garrett handed out a report on the memberships that were sold for the month of
February and explained the statistics. There were 2,832 memberships sold in
February which broke down to 2,155 resident memberships and 641 non-resident
memberships. Last year there were 5,000 memberships sold all year. Laemel asked
what the capacity is. Garrett stated that we are full. Laemel asked at what point is
another center added.
Garrett stated that the renovation for the Teen/Senior center is going good. All the
walls are in and painted. Projected opening is the first part of May. Project
Graduation is scheduled for the end of May. Mateja would like to have the April
meeting at the Teen/Senior center. April 9

will be the meeting.
Mateja asked what the biggest complaint staff has had so far with the Recreation
Center. Garrett stated that the temperature in the fitness class room has been the
biggest complaint and also that it is too crowded. Mateja asked if parking was a
complaint. Garrett stated she has not received complaints. Mateja asked when the
first swim meet would be. Garrett stated that the pool must first be certified in order
to have a meet.

Pollard and it passed by unanimous vote.

Micki Rundell and Leticia Zavala were unable to attend meeting but there was some
discussion on the item. Mateja asked if there had been any cuts in the budget that
affect Parks and Recreation. Garrett stated that Micki Rundell has information on
the budget and will present at the March meeting. Morrow added that the city has
frozen positions and finance has talked about at 10% cut in next year’s budget and
no new programs or projects. Garrett stated that Micki Rundell will talk about the
economic status of the city as a whole and then get input from the board.
4. Discussion on Dog Park – Mateja

5. Discussion and possible action to appoint two members of Parks and
Recreation Advisory Board to a subcommittee of the Arts and Culture Board for
selecting public art for the Recreation Center – Eric Lashley and Mandy Solin Arts
and Culture Board
Eric Lashley, Library Director, states the Arts and Culture Board has appointed 3
members of the Arts and Culture Board to be on the subcommittee. Randy Morrow
will be the staff liaison for Parks and Recreation. Lashley requests that 2 parks
board members be appointed.
Mandy Solin, chair for the Arts and Culture Board , presented information on
possible art in the Recreation Center. Laemel asked if there is a budget for this
project. Lashley stated a minimum of $40,000.00 is budgeted. Buikema asked if
there are similar projects in the area. Lashley stated that the City of Austin has a
public art department and their funds come from capital improvement projects. Bob
Laemel made a motion to appoint Bill Mateja and Kent Buikema as a subcommittee
member to the Arts and Culture Board for selecting public art for the Recreation
Center with Bob Laemel as the alternate and Owens seconded the motion and it was
approved by unanimous vote.
6. Discussion regarding bleachers for the Georgetown Tennis Center – Laemel
Laemel stated there is increased activity at the Tennis Center and there is a need for
additional bleachers. Laemel asked if the bleachers at the old high school stadium
could be used at the Tennis Center or the possibility of an amphitheater type seating
which would incorporate the hill. Morrow stated that it is a good idea to put
amphitheater style seating with limestone blocks in the hill and this needs to be
brought up at budget time. Buikema asked if there are bleachers at the football
stadium that could be used. Morrow stated the end zone bleachers will be used at
the flag football fields. Morrow stated that bleachers would help to bring in revenue
for the Tennis Center.
7. Discussion regarding lighting at the McMaster Athletic Complex parking lot –
Laemel
Laemel expressed concern about the parking lot lighting. He stated that if the soccer
field lights are off the parking lot is dark. Bird states she has also experienced this
while at the facility. Garrett stated that if the soccer field lights are left on it is
expensive and if no one is on the field playing then calls are received asking why the
lights are on. Laemel suggests finding out how much it would cost to light the
parking lot. Morrow stated this needs to be put in the budget as a safety issue.
8. Update on Recreation Center – Garrett
Garrett recognized the Williamson County Sun as having some positive articles on
the Recreation Center. Garrett gave some updated information about memberships.
In January, 1800 memberships were sold with 266 being sold on opening day. Since
February 1
st
, 1524 memberships have been sold. Mateja suggested that Keith
Hutchinson contact the Williamson County Sun about covering the amenities of the
Recreation Center and stated that the newspaper’s coverage of the Grand Opening
was poorly done.
9. Update on Master Plan process – Garrett
Garrett stated that she went to the council meeting on January 27 for the 2
nd
public
hearing. She stated there was not anyone present to address the public. She stated
Council wanted more information and details and wanted a workshop on it. The
first available workshop is in April. Garrett stated the goal is to do a workshop on
Monday, April 13
th
and follow up on Tuesday, April 14
th
at the council meeting.
10. Approve minutes from January 8, 2009 meeting
Laemel makes a motion to approve the minutes, Bird seconded the motion and it
was approved by unanimous vote. The procedure for posting the agenda was
discussed.
11. Recognition to outgoing board members
The board recognizes Barbara Owens for her 4 years of service on the Parks and
Recreation Board.
Mateja would also like to recognize Kimberly Garrett for receiving the Manager of
the Year award for last year and her good deeds.

1. Call to order
The meeting was called to order by Buikema at 7:02pm.

3. Public Hearing on the Parks and Recreation Element of the 2030
Comprehensive Plan – Garrett
Garrett explained that part of the 2030 Comprehensive Plan, all the elements that get
adopted have to go through two public hearings by requirements in the 2030 plan
and one of them is at the board level and it is after the plan is finished and in draft
form and then one is at city council. Garrett stated the public hearing is open at 7:04
pm for the public hearing on the Parks and Recreation Masterplan and is open to
comments. Public hearing closed at 7:07 pm.
4. Discussion on possible artwork for the new Recreation Center – Eric Lashley,
Library Director
Lashley explained he is the staff liaison for the Arts and Culture Board. The Arts
and Culture Board has a budget of approximately $80,000 and one of their charges is
to do public art. The Arts and Culture Board has decided to ask or work with the
Parks and Recreation Advisory Board in some capacity to install a piece of public art
for the Recreation Center expansion. Currently, they have a minimum budget of
$40,000. They are looking for members of the Parks and Recreation Advisory Board
and a staff member of the Parks and Recreation or a past board member that
represents the Parks and Recreation Advisory Board to be willing to sit on a panel to
decide what type art would be used and where it will be located. The Arts and
Culture Board will have a meeting in two weeks and then come back to the Parks
and Recreation Advisory Board in February. At that point the Parks and Recreation
Advisory Board would appoint someone to be on the panel. The Arts and Culture
Board will come up with the process for selecting the public art. Then the panel
would make a recommendation to the Arts and Culture Board and the Parks and
Recreation Advisory Board for approval of the piece and then it would go to City
Council because of the dollar amount that is involved. They hope to have the art
installed by the end of September. Lashley stated they would like to have 2
members from the Parks and Recreation Advisory Board.
5. Discussion and possible action on Georgetown Art Works Courtyard -Bob
Weimer
Presenting the program was Jane Estes, President of Georgetown Art Works.
Georgetown Art Works is a community based arts organization. Last May, the
Georgetown Art Works board members met with the Texas Historical Commission.
Jane Estes stated the Texas Historical Commission provides free services for people
trying to develop things in their downtown or historic communities. The meeting
was to discuss the 8
th
street courtyard which is the area behind 8
th
and 9
th
street. Jane
Estes showed the courtyard and explained the location. She stated they were
interested in purchasing a property on the 9
th
street side and were curious how to
develop that courtyard to utilize it for their needs. The idea for the property did not
work out but the architect from the Texas Historical Commission came back with a
conceptual drawing of the area. Displays of public art from around the world were
shown and conceptual drawings of the courtyard. The courtyard areas are owned
by the property owners of the buildings. Mateja asked if this would be a park
within the Georgetown park system. Jane Estes explained that in the City of
Georgetown Masterplan a goal is to have public art space , a public art park and an
event space. She stated they would like to see this become a public park and that the
Parks Department manage and maintain and the Georgetown Art Works would
help facilitate. Owens asked if the city did not want to take over as public parks
space would this still happen if the businesses wanted to see it happen. Ellen Davis
stated there is a Main Street Facade fund that would help with some of the cost.
Jane Estes stated this could bring more vitality to the downtown area which would
be open to the public and an area for small child and families. Jane Estes stated they
are looking for a recommendation to take this forward to the City Council. Bob
Weimer had approached the property owners and received positive feedback .
Owens makes a motion to support the concept of the Georgetown Art Works
Courtyard concept between 8
th
and 9
th
street and to recommend to City Council,
Morris seconded the motion and it was approved by unanimous vote.

7. Update on Recreation Center Open House
Garrett presented the Grand Opening Flyer showing the new rates for the
Recreation Center. The open house and ribbon cutting will be Saturday, January 31,
2009 and will be open for business Monday, February 2

Mateja made a motion to approve the minutes , Morris seconded and it was
approved by unanimous vote.
