Discussion and possible action on the College Street Low Water Bridge replacement in San Gabriel A. Park. -- Mark Miller, Tom Benz Discussion: Miller & Benz gave a power point presentation. TxDOT's off system bridge replacement program will allow for payment of the bridge structure plus 25% of structure cost for approaches. Preliminary estimate is about $4 million for the structure and about $1 million for approaches. Church rail has been requested by Parks and will be funded by TxDOT. There will also be some scenic overlooks that will also be funded by TxDOT. There will also be lighting and decorative formliner that will be funded by TxDOT. This presentation was given and approved by the Parks & Recreation Board at their September 13, 2007 meeting. Parks & Recreation also made a recommendation that the City budget funds in a future budget to enhance the area with landscaping. Mr. Sansing stated that he felt spending this amount of money and the type of structure that was presented was ridiculous. Mr. Brainard asked where the funding source would come from. Mr. Briggs stated that it would come from the State's Off System Bridge program which is a Federal funded program. Action: Motion by Brainard, seconded by Gibbs to recommend that the GTAB Board endorse this plan design. Approved 4-1-2 (Brainard, Salazar, Gibbs & Noble in favor, Sansing opposed, Charlene Mendoza & Howell Jones absent) Consideration and possible action on the Williams Drive Progress report and potential funding B. sources.--Ed Polasek, Tom Benz Discussion: Polasek stated that on the Williams Dr. section from FM 3405 to Ronald Reagan Blvd widening two to five lanes rural section is under design by Williamson County Pass Through financing and is on track for a February 2008 bid and an April 2008 construction. Pass Through financing will allow Williamson County to design, build, and maintain this project on the State Highway System without paying TxDOT administrations or fees. The Williams Dr. section from D.B. Woods (Cedar Breaks) to FM 3405 was cut due to the recent Federal recisions of TxDOT funds. By removing the project from the 2007/08 TxDOT construction TIP, GTAB, GTEC and the City have three options available at this time to move the project forward. 1) Bond and pay the $11.4M necessary for construction 2) Apply for Pass Through Financing 3) CAMPO has issued a project call for Surface Transportation Program - Metropolitan Mobility (STP-MM) funds for FY 2009 & 2010. There is approximately $36M available for roadway, transit, and safety projects (non-bicycle/pedestrian). Williamson County has agreed to provide a portion of the local match if the city makes application for this Williamson Dr. segment. The City and the County would both provide $2.5M local match, while the application would be for $6.4M in STP-MM funds. Applications are due to CAMPO by October 31, 2007. Because of the co-mingled GTEC funds in the Williams Dr. segment D.B. Woods to FM 3405, staff is recommending that all actions related to this segment originate from GTEC to the GTAB Board and to City Council. Staff is also recommending the following actions by GTEC to GTAB: 1) Recommend to City Council that city staff make application for Pass-Through Financing for Williams Dr. construction cost from D.B. Woods to FM 3405, and 2) Recommend to City Council that city staff prepare a STP-MM application to CAMPO, providing local match of $5M ($2.5M from City/$2.5M from Williamson County), with potential local funding sources identified as GTEC Bond revenue or City Bond revenue determined in the 2008/09 TIP process. By making these requests, the City is assured to receive the quickest possible answer to potential funding sources to complete the Williams Dr. project, without having to face funding the entire project out of local resources. Action: Motion by Sansing, seconded by Brainard that this moves forward to Council and to follow the City staff recommendations. Approved 5-0-2 (Mendoza & Jones absent) Consideration and possible action on the 2007/08 GTAB TIP and Project Selection. -- Ed Polasek, Tom C. Benz Discussion: Polasek stated at the last GTAB Board meeting, staff presented to you the construction costs, and estimate totals prepared by Wilber Smith Associates. They, Wilber Smith, actually went out and drove all of these segments and then prepared preliminary engineer cost estimates where they actually looked at bridges, culverts, and all of the potential costs associated with construction. From the last GTAB meeting the Board asked if we would split the Airport Road into three segments - KK1- Lakeway Drive to IH 35, KK2 - Lakeway Drive to Berry Creek, and KK3 - Berry Creek to SH 195. Staff feels that all of the Phase 1 projects are a high priority, and staff is asking for your recommendation to adopt this new list. Action: Motion by Sansing, seconded by Gibbs to adopt the project priority list Phase One. Approved 5-0-2 (Mendoza & Jones absent) Discuss the long-term impacts of debt funding on the City's property tax rate. -- Micki RundellD. Discussion: Rundell stated that she did some modeling using the Phase 1,2 & 3 that Polasek provided from the previous item. She went on to explain each of the models and how it could impact the Cities tax rate. The modeling that was discussed was for illustration purposes only. Action: Motion by Sansing, seconded by Salazar to adopt the projects in Phase 1 for funding with the addition of FM 971, from Phase 2, City Bonds not to exceed $48M in total, and debt services to 3.5 cents not to exceed 8.0 cents over the life of the bonds. Discussion: Rundell stated from the last board meeting she was asked to come back with a couple of scenarios/options, if the City was to do a large road bond project. Rundell explained that she developed a 10 year tax impact model, assuming $75M in 20 year bonds, issued over 10 years, starting 2009 through 2019. The model assumed 10% annual growth in Assessed Valuation, then went on to explain the tax impact . Action None Consideration and possible action on the 2007/08 GTAB TIP and Project Selection. -- Ed PolasekC. Discussion: At the July 9, 2007 GTAB meeting staff was directed to proceed with analysis of projects for potential Bond Proposal for project selection by the GTAB Board. The City's transportation consultant, Ernest Cerda - Wilbur Smith Associates, visited each project, reviewed the planning cost estimate against noticeable engineering constraints and refined the cost estimates for the selected projects. Working with the improved cost estimates, staff refined the list into three categories - Phase 1, Phase 2, & Phase 3. Phase 1 projects are those that can be completed by the City that are the highest priority and do not include participation by Williamson County or TxDOT beyond the current Bond cycle. These roadways are: Airport Rd., CR 143 , & Northwest Innerloop. Staff has also added a category in Phase 1 called Congestion Improvements Reconstruction Projects. These projects will be roadway improvements on existing lanes/transportation network, that are reconstruction/rehabilitation efforts. These roadways are: Northwest Blvd/Lakeway Dr. intersection, Lakeway Drive, CR 151-Austin Ave to Inner Loop NE, Inner Loop NE - FM 971 to CR 151, CR 152 - SH 130 area, and Inner Loop SE - CR 110 to SH 29. Phase 1 project cost is $44,700,000.00. Phase 2 projects are those projects were we can have joint projects with TxDOT and/or Williamson County. They include projects that use to be funded under the TxDOT TIP process, using Federal funds and they are TxDOT roadways, but with recent federal recisions those projects have fallen off the funding list. What this means to the City is if we were to continue with Phase 2 the City would be funding the whole project. Phase 2 roadways are FM 971 and FM 1460. Phase 2 project cost is $54,400,000.00. Phase 3 projects are the lower priority project that staff is recommending to be delayed until further development warrants those improvements. Phase 3 project cost is about $50,900,000.00. The total cost of all three phases would be approximately $150M. This is the amount that staff will be looking at for potential bond issue. Action: GTAB Board, directed staff to brake project KK -Airport Road into three sections, to bring back numbers with a more conservative rate. This new information will be presented at a Special October, 2007 meeting. Discussion on Pass Thru funding request for Williams Drive and FM 971. -- Jim BriggsD. Discussion: Briggs stated that because of the fact the Williams Drive and FM 971 funding has been rescinded. There was a discussion that some funds were available in Hays County on some Pass Thru Funding that Hays County had returned some funding back to the State. We thought that this funding would be available but to date it will not be available. Staff will be filing another request for Pass Thru Funding and we will see where it goes. Action: None Consideration and possible action to set a Special GTAB meeting for Monday, October 1, 2007. -- Jim E. Brandenburg Discussion: Brandenburg presented this item. The City Council's number one budget priority for FY 2007/08 was to restructure the Transportation Services group and prepare for the creation of a “Transportation Division”. This division will report directly to the City Manager and will be responsible for all road, street, and transportation projects and issues for The City. This will include, but not limited to, street maintenance repairs, maintenance schedules, maintenance repair plan, street capital improvements plan, sidewalks, future street and road planning, financing and constructions, signalization and traffic control, transit, light rail, and other modes of mobility and transportation. The Director of this division will also handle all communications and interaction with other Federal, State, and County agencies related to transportation projects, planning and funding. Action: Motion by Brainard, seconded by Salazar to recommend approval of the creation of a Transportation Services Division for the City of Georgetown. Approved 6-0 (Jones absent) At 1:21 p.m., the Board moved to Item “E”. Possible Bond Transportation Improvement Plan -- Tom Benz, Ed PolasekD. Discussion: At the May 14, 2007 GTAB meeting, staff was give the direction to give an overview to the Board on the projects that are important for congestion relief, mobility, and which are not currently funded by other methods. Below is the list of projects. Mr. Benz went through and explained each of the projects. What this means is that this project has no funding. The City has already given the State $1.5M for right of way acquisition and has done a lot of coordination work with some of the utilities. Because of some of the “give backs” from the Federal Government for transportation funding from Washington to the State. The State had to give back some of this money. When this happened, the State had to re-prioritize some projects. Williams Drive was one of the projects that had fallen out. Briggs also stated that there might be some Pass Thru funding that might become available. Sattler asked would a $15M increase in Pass Thru financing increase the tax rate. Rundell stated that it would depend on the timing of the debt service. With Pass Thru tolling the road has to be built and have traffic counts before you would pay your debt service. Brainard asked for a status update on SW Bypass from SH 29 to IH 35. Briggs stated that what Council has directed staff to do on that portion, is when right of way, environmental study and funding are available we would work on that part of the project. At this time there is not full funding. We have environmental information that is available and this information has been shared with TxDOT. There is also an arrangement with TxDOT and CTRMA to take a look at the entire route - SH 29 W to SH 29 E. The County asked to have SH 29 all the way to 183A looked at as potential toll lanes. Staff to come back with recommendations at the September 10th meeting. Rundell to do modeling for growth. E. Discuss the impacts of debt funding on the City's property tax rate. - Micki Rundell Discussion: Noble gave an overview on why this Board is asking for this information. Rundell stated that the property tax base supports the general debt issued by the City. There are two types of General Debt: General Obligation Bonds - approved by voters; Certificates of Obligation - nonvoter approved, usually less impact to the tax base. In each case, the City issues 20 year, level debt bonds for public improvements, such as roads. The annual debt service is then included in the City’s property tax calculation for inclusion in the tax rate. To determine the potential impact a road bond would have on the tax rate, the net taxable assessed valuation is used. For example: An increase of $.01 for the 2007/08 preliminary assessed valuation represents about $3.7M in new bonds. A bond issue of $15M would increase property tax by over $.04. This amount decreases over time, as the assessed valuation grows and there is more property to spread the cost over. What GTEC decided to do for their TIP process for next year is to have zero funds and zero projects. What this means is that all of the previous funding & projects will continue. Most of that funding will be for project 12a, b, & c, which is the SE 1, and the NE Inner Loop projects; which was previously funded and we now have a TxDOT agreement so there will be no additional funding. GTEC is holding their debt capacity for the following two years. GTEC will move forward with the SH 29 Bypass from RR2243 - SH29 with $5,000,000.00 for right a way in 2008/09 and $9,000,000.00 in construction in 2009/10. GTEC will also put some funding in engineering for the Northwest Blvd. bridge – project QQ. We probably will not see the Williamson County Bond money until 2010/11. The final project that GTEC put on their five-year radar is the IH 35/Williamson Drive Access improvements. This would help with the redesign the whole Williams Drive Gateway. This project would also coincide with the Northwest Blvd. Bridge construction. So, all of the construction in the Gateway area would be completed around 2012. GTEC Projects still needing funding are: SH 29 Bypass from IH 35 to RR 2243, the additional two lanes on SH 29 from RR 2243 to SH29, and Southwest Inner Loop widening from two lanes to four lanes, Northwest Inner Loop widening to four lanes, and Southeast Inner Loop widening to four lanes. Noble asked about funding options: Rundell stated that funding options are very limited. Other than Williamson County, State, and Federal sources, those ones will not cost us anymore. The only real option that is available to the City is Bonds. Rundell went on to explain what it will take to bring bonds to the voters and talked about a bond committee. In addition, Rundell stated that these projects would not be complete within the next few years; we are looking at about ten to twelve years down the road. The Full Discussion is on Tape . Noble asked when GTAB needs to make their recommendations to Council. It was stated that the recommendation on unfunded projects needs to be presented to Council in July. Noble would like to see the list paired down to the ones that we just discussed. Carr stated pick the projects that the City must have. You will never affect the taxes more than .02 cents in a given year. Briggs stated that staff would bring back a bond TIP that will show what is important for congestion relief, as well as mobility, and different factors such as Rail. Brandenburg stated that at the July meeting he would be bringing forth with an initiative that would start work on the project budget it creation of a City Transportation Division. Brandenburg will be using this Board as a conduit to get this moving forward with organization and structure and to make this recommendation to Council.
