The Animal Shelter Advisory Board of the City of Georgetown, Texas, met on Thursday , January 19,
2006.

Regular Meeting
Meeting called to order at 6:03 p.m. by Chair, Shawn Gunnin.
1. Citizen comments – none.
2. November 2005 minutes – Motion by Ken Finn to accept the minutes as presented. Second, Debbie
Frase. Motion passed unanimously.
3. 06/07 Budget – Guests Micki Rundell and Laurie Brewer from the City’s finance department explained
the process for the 06/07 budget, which includes meetings with the City’s various boards and asking
members to complete a survey. The responses to the survey questions will be included in the Quality of
Life Survey and the Century Plan. The 06/07 budget will probably be comparable to the current year’s
budget, barring unforeseen events. The library construction and other capital projects are driving the
budget to some degree. All agreed that it is important to keep the Animal Services budget separate from
the Police Department budget.
4. Report from Shelter Director – Finn referred to the monthly statistics for December. Fewer animals
were impounded and thus fewer were adopted. 34 of the memorial brick were sold over the holiday
season, an unexpected boon. Adoption events were held at the Georgetown PetsMart, at Market Days,
and at the Christmas Stroll. Staff is reviewing the HSUS report, and a new committee is being formed to
review and prioritize the recommendations made in the report.
5. Discussion and possible action on amending the Board’s by-laws to allow the City of
Georgetown Animal Services Director to serve more than two consecutive terms on the Board –
Finn explained that his second term would be ending and asked the Board to consider amending the
by-laws as described. Motion by Finn to amend the by-laws. Second, Erica Haley. Motion passed
unanimously. Staff will move forward with presenting the proposed amendment to the City Council.
6. Discussion and possible action about long and short-term goals for the Animal Shelter --
Guests Christie Sponsel and Michelle Parada, two of the City's Human Resources Generalists, facilitated
a discussion about strategic planning and creating long and short-term goals for Animal Services. After
pointing to the availability of resources through the Texas Municipal League and reviewing some possible
goals prepared by the Shelter Director, the group talked about what it wanted to accomplish by engaging
in strategic planning and goal-setting. When asked what would be most helpful to Animal Services, Finn
replied that he hoped to have the Board and Georgetown community set specific goals that he and his
staff can strive for. He would find it helpful for prioritizing Shelter resources proactively rather than
reactively. The Board agreed to finalize long-term goals for the Shelter at the February meeting, and then
discuss several of these goals in greater detail at future meetings to create specific goals, objectives and
timeframes.
