Chair Pena called the meeting to order at 6c00 p.m.
Chair Pena stated the order of the meeting and that those who speak must turn in a speaker
form to the recording secretary before the item that they wish to address begins_ Each speaker
is permitted to address the Commission once for each item, for a maximum of three (3)
mmutes, unless otherwise agreed to before the meeting begins.

Consent Agenda
The Consent Agenda includes non - controversial and routine items that the Commission may
act on witty o e single vote_ A Commissioner or any member of the public may request that
any item from the Consent Agenda be pulled in order that the Commission discuss and act
upon it individually as part of the Regular Agenda. The Pla ��.:+.g and Zoning Commission's
approval of an item on the Consent Agenda will be consis[ent with the staff recommendation
described in the report unless otherwise noeed_

Jordan Maddox reviewed over the 2030 plan history and background along with Goals,
Policies and Implementation Summary.
Disaxssion between staff and Commissioners regardixzg Future annexation and upcoming

Motion by Commissioner Massed to approve the 2030 Plan Annual Update Report and
Quarterly Statistical Report. Second by Commissioner Home. Approved. (6 -O)
4. Public Hearing and possible action on a Rezorxirrg of 34.194 acre in the Joseph Fish Survey,
from 9.04 a of the Office (OF) District and 25.13 a of the Local Commerdal (C' -1)
District to 14.9'7 acres of ttxe Office (OF) District and 19.20 acres of the Local Commercial (C -1)
District, located on Williams Drive. REZ- 2012 -015 (Mike Elabarger)
Staff Report by Mike Elabarger. The Applicant bas requested to rezone the property from
9.04 acres of OF (Office) and 25.13 acres o£ C -1 (Local Commercal) to 14.97 acres of the Office
(OP) District and 19.20 acres of the Local Commercial (C -1) District Tbis request technics ]ly
qualifies as a downzoning, whereby a more intense district (C -1) is proposed to be reduced,
nd a less intense district (OF) expanded. The existing zoning districts a e fully compatible
with the existi. g future land use designation of Mixed Use Neighborhood Center, and this
change in quantities of the districts maintains that comps Hbility.
Staff reviewed and analyzed this application from the Following points -of -view in order to get
to a position of approval For the application=
'The change in quantities of the existing zoning districts maintains the current compatibility of
the OP and C -1 districts with the Mixed Use Neighborhood Center (HUNG) category.
The City's Water and Wastewater Master Plans are based on the anticipated land uses and
land use densities planned for in the Future Land Use and Growth Tier Plans. The change in
quantities of the existing zoning district would not create any new burden on the existing
utility ixrfrastmcture in place or planned to serve the property. A prior Utility Evaluation was
submitted by the applicant with the previous iteration of this rezoning request, when a
portion of the property was seeking to be rezoned to the more intense General Commercial
(C -3) District The result of that evaluation is that that greater intensity of possible
development (that could be expected with uses allowed by tyre addition of General
Commercial z mrxg) c uld be served by the utilities in existence today.
Chair Pena invited the applicant to speak.

Motion by Commissioner Brent to recommend to the City Council approval of the Rezoning
for 34.174 acres in the 7- Fish Survey, Abstract A W0232, located at 4600 -4700 Williams Drive,
from 9.04 acres of the Office (OF) District and 25.13 acres of the Local Commercial (C -1)
District to 14.99 a s of the Office (OP) District and 19.20 a s of tyre Local Commercial (C -1)
