Development Services Large Conference Room 904 South Main Street, Georgetown, Texas 78626 Commissioners Present: Karalei Nunn, Vice Chair; Clare Easley, Jim Keys, John Treuhardt, Mike Sparks, Beebe Gray, Len Lester, John Chapman, Alternate, Virgil Buell , Alternate (arrived at 6:38) Commissioners Absent: Kelly Burris, Secretary, Joe Burke, Chair Staff Present: Paula Dessler, Dave Hall A regular meeting of the Historic and Architectural Review Commission, for consideration and possible action on the following: Meeting called to order at 6:34 1. Chairman invited Alternate John Chapman to participate in and vote at this meeting. No minutes to review-HARC did not meet in August 2. Request for Certificate of Design Compliance for remodel at 1112 Rock St., Applicant/Owner: David Harris The applicant proposes to remodel the exterior of the current residential structure at 1112 Rock St. The Commission recommended a door that could be painted rather then the dark stained leaded glass door submitted. Commission also would like the transom window to remain instead of covered to blend with the wall. Applicant will also be constructing a railing, she submitted an example of proposed railing. Motion by Commissioner Truehardt to approve a Certificate of Design Compliance for the remodel with the conditions that the door be replaced with one that can be painted and the transom to remain in place. Railing approved as presented. Second by Commissioner Lester. Approved 8-0. 4. Request for Certificate of Design Compliance for new signage at 307 Rock St. Fabulous Cheesecakes. Applicant: Kim Rose 307 Rock St. Georgetown, TX 78626 Applicant proposes to add new signage to 307 Rock St. The sign colors and materials where presented to the Commission. Motion by Commissioner Truehardt to approve a Certificate of Design Compliance for signage in accordance with the exhibits submitted to the Commission today. Second by Commissioner Sparks. Approved 8-0. 5. Request for Certificate of Design Compliance for signage at 716 Rock St. The Faith Place Bookstore Applicant/Owner: Janis Higgins 716 Rock St. Georgetown, TX 78626 Agent: Gordon Baker Baker Signs and Designs 40212 Industrial Park Cir. Georgetown, TX 78627 Gordon Baker presented the applicants proposal for new wall signage. Commissioners where presented with color samples and materials. Motion by Commissioner Easley to approve the request for Certificate of Design Compliance as presented to the Commission. Second by Commissioner Sparks. Approved 8-0 6. Request for Certificate of Design Compliance for signage at 906 Rock St. Pete's Barber Shop, Applicant/Owner: Pete Delacruz 906 Rock St. Georgetown, TX 78626 Applicant proposes to replace existing face of a monument sign, paint the exterior of the building and re-roof the building. Applicant brought with him color samples for review by the Commission. Motion by Commissioner Nunn to approve the Certificate of Design Compliance for the new signage and exterior painting and re-roof as presented to the Commission. Second by Commissioner Sparks. Approved 8-0 7. Request for Design Compliance for exterior painting and light fixture replacement at 110 E. 7th St. Masonic Lodge building. Applicant/Owner: Judith Manriquez 110 E. 7th St. Georgetown, Tx 78626 Applicant proposes to paint and repair woodwork on the exterior of the building. The applicant presented color samples and explained that work would be done in stages. In addition the applicant proposes to change two light fixtures above the 7th St. entrance. Applicant explained that only the cupola would be painted not the actual dome, due to the amount of upkeep required to maintain proper appearance. Motion by Commissioner Gray to approve Certificate of Design Compliance for exterior painting and light fixture replacement as presented to the Commission. Second by Commissioner Treuhardt. Approved 8-0 8. Request for Certificate of Design Compliance for signage at 118 W. 8th St. Down The Alley Bistro. Applicant/Owner: Cheryl Lanfear Florence Byam Patricia Coastworth Down The Alley Bistro (Not Present) Agent: Gordon Baker Baker Signs and Designs 40212 Industrial Park Cir. Georgetown, TX 78626 Gordon Baker presented to the Commission the four proposed signs and the color samples. Three of the four signs are commonly used in the district (window, building freeze and A frame signs) the fourth is a hanging sign which is considered off premise due to it’s location on Austin Ave not the 8th St. entrance. Gordon Baker explained Mr. Webernick (Owner and tenant at 120 W. 8th) agreed to allow his applicants the use of the alley and permission to place a sign on his building at the entrance of the alley. Motion by Commissioner Treuhardt for Certificate of Design Compliance for signage as submitted with the following stipulation. The hanging sign is a unique situation to the Sign Ordinance and Guidelines. Alteration to the alley sign might be possible in the future by this Commission. Second by Commissioner Sparks. Approved 8-0 9. Discussion on moving the November HARC meeting from the 28 to the Thursday prior the 21st. Motion by Commissioner Gray to move meeting to the 21st of November due to the Holiday. Second by Commissioner Treuhardt. Approved 8-0 10. Discussion on the Downtown business owners who do not receive CDC for renovations, signage and painting of there buildings. Dave Hall and Paula Dessler explained the recent renovations going on in the Town Square District without CDC approval. Commission stated that repainting a structure the same color would not require HARC approval. Further discussion on the Ordinance and if there was a penalty or fine for those who did not receive CDC approval. Dave Hall stated there was not a fine, but possibly the Commission could request or have further discussion with Council to have a fine or penalty added to the Ordinance.
