Development Services Large Conference Room 904 South Main Street, Georgetown, Texas 78626 Commissioners Present: Joe Burke, Chair; Karalei Nunn, Vice Chair; Kelly Burris, Secretary; Clare Easley, Jim Keys, John Treuhardt, Mike Sparks, Beebe Gray, Virgil Buell, Alternate Commissioners Absent: Len Lester, Alternate Staff Present: Leane Heldenfels, Paula Dessler, Dave Hall A regular meeting of the Historic and Architectural Review Commission, for consideration and possible action on the following: 1. Chairman may appoint alternate(s) to serve at this meeting. No alternates were called. 2. Review of minutes from regular meeting of May 29, 2002. Motion by Commissioner Burris to waive reading of the minutes of May 29, 2002. Second by Commissioner Treuhardt. Approved 8-0.. 3. Request for Certificate of Design Compliance for temporary signage at 710 S. Main Street, Williamson County Courthouse. Applicant/Owner: Lea Rothrock Williamson County Art Guild Georgetown, TX The applicant proposes to tie a 6’ X 30’ temporary canvas banner to the south balcony of the courthouse for a period of 30 days from July 5th thru August 4th. Color at this point is unknown. Motion by Commissioner Treuhardt to approve a Certificate of Design Compliance as described in the item summary. Second by Commissioner Burris. Approved 8-0. 4. Request for Certificate of Design Compliance for the exterior renovation and streetscape additions at 911 Austin Ave. The Main Street Baptist Church Annex: Agent: Don Tew P.O Box 200027 Austin, TX 78720 Applicant: Jim Cummings Main Street Baptist Church 1001 Main Street Georgetown, Tx 78626 Applicant has provided two different streetscape drawings (Plan A & Plan B) for 10th Street frontage of the building. A license to encroach for the streetscape improvements must meet approval of the City of Georgetown Utility Service (GUS). GUS is considering approval of Plan B, which includes some parallel parking spaces along 10th St. rather than Plan A which shows none, due to the lack of parking in the downtown area. Plan A, which the Commission favors, has more sidewalk space and is more aesthetically pleasing due to the addition of planter boxes. Motion by Commissioner Treuhardt to approve a Certificate of Design Compliance in accordance with the drawings submitted today by the applicant and with the understanding that the applicant may be required to modify parking in accordance to Plan B instead of Plan A submitted today, and in accordance to the colors included with an earlier submission and presented today, with the exception of the Bronze window glass which will change to clear. Second by Commissioner Easley. Approved 8-0. 5. Request for Certificate of Design Compliance for the addition of a balcony at 110 East 7th Street, Masonic Lodge Building. Applicant/Owner: Damon/Manriquez Partners, LLP 110 East 7th St, Suite 300 Georgetown, TX 78626 Agent: David Voelter Voelter and Associates P.O Box 97 Georgetown, Tx 78627 Applicant proposes to construct a metal balcony over the sidewalk on the west and part of the north side of the building (ending just before the arched palladium style windows). As first presented to the Commission on a conceptual basis at their April 25,2002 meeting and further discussed on the May 15th 2002 Workshop. Discussion on the mounting of the balcony and that it should not damage any significant features and historic details took place. President of the Williamson County Heritage Society (Jim Dillard) commented that this may cause an accumulation of this type of building alteration and that the Heritage Society was “against” the balcony in fear it may set precedence on the square. Applicant discussed he had talked to Texas Historical Commission and was told that there was no reason, in regard to the neighborhood designation of the square, to not move forward on this project. Commission that the applicant had not had provided enough information to support any action on the request for a Certificate of Design Compliance at this meeting. The Commission requested drawings that would describe the proposed design, placement and appearance of the proposed balcony, an explanation of proposed anchoring and samples of types of materials that will be used. Motion by Mike Sparks to continue this item until the next meeting at which greater detail on the project can be provided, to include detail color drawings with samples of the materials to be used. Second by Nunn. Approved 6-2 (Treuhardt and Easley opposed). 6. Comments questions and general discussion from Commission and/or staff. a) Discussion to put the By-laws on the agenda for next month, to discuss supermajority. b) Preservation Trust Conference August 1-4, Commission to call or e-mail staff by July 1st if they are interested in attending. c) Leane Heldenfels resignation, staff representative to be David Hall until position can be filled.
