City Council Chambers 101 East 7th Street, Georgetown, Texas 78626 Commissioners present: Joe Burke, Chair; Karalei Nunn, Vice Chair; Kelly Burris, Secretary; Clare Easley; Jim Keys; John Treuhardt; ; Virgil Buell, alternate; Len Lester, Alternate Commissioners absent: Beebe Gray, Mike Sparks Staff present: Leane Heldenfels, Karen Frost, Paula Dessler A regular meeting of the Historic and Architectural Review Commission, for consideration and possible action on the following: Regular Agenda: 1. Motion by Thomas Nobel Howe to waive reading of the minutes and second by John Treuhardt. Approved 7-0 (Burke not present) Burke arrived (6:55p.m.) 2. Request for Certificate of Design Compliance for exterior painting and alteration at 709 S. Main St. Owner: Linda Scarbrough, Williamson County Sun Applicant: Clark Thurmond Clark Thurmond presented the proposed color and design changes. The applicant proposed for the windows to be trimmed in Peony Green Tea (an olive shade), with accents in Williamson County Sun Green (a brown/olive shade), Casablanca (terra cotta shade), and New Maroon. Window shutters (shutters are not part of the original design of the building) to be removed and a shadow box structure will be built inside the window to display photographs. Shadow box will not be blue per concerns of the commission. In addition, the mirrored glass window on Main Street will be replaced by regular glass. Motion by Treuhardt to issue a Certificate of Design Compliance for repainting and removal of existing shudders on 709 Main St. as proposed, providing care is given to any preparation work done prior to repainting as described in Section 5.9 of the Guidelines and provided that the blue referenced in the item summary presented to the commission is eliminated. Second by Nunn. Approved 7-0. 3. Request for Certificate of Design Compliance for signage at The Escape, 713 Main Street. Applicant: Len Lester, The Escape Agent: Gordon Baker, Baker Signs and Designs Gordon Baker made the presentation. Signs are consistent in both construction and lettering style with the current signage on 102 W. 8th. Gordon explained the only change that will exist is that Len has only one door currently with the logo on it, the new building has two doors, which will both have the Escape logo on them. The primary sign will be 26 square feet, wooden, oval in shape and will be installed above the canopy. The background of the sign will be dark green with lettering in light ivory and a border in a darker ivory with a burgundy accent stripe. This location meets 9.4 of the Guidelines. In addition, two logos will be affixed to the front two glass doors. The doors are 27” x 64” and the logo size is 10” x 20”. A sign listing the stores hours of 2/28/02 HARC Minutes Page 2 of 3 business will also appear in the lower right side window in the store entry. The size of the letter for this sign is 1”. Owners will than mount existing sign from (713 Main St.) above the rear door of the building. Motion to approve addition of new signage, as described and set forth in the application for Certificate of Compliance for the Escape store located in the Evans Building at 713 Main St. per Section 9.4 of the Guidelines. Motion by Treuhardt to issue the Certificate of Design Compliance as requested. Second by Easley. Approved 7-0. 4. Request for Certificate of Design Compliance for temporary banner at The Williamson County Courthouse Building, 311 S. Main St. Owner/Applicant: Williamson County Agent: Susan Firth, Downtown Georgetown Association Leane introduced the applicant. Susan Firth gave the presentation. Applicant requested to hang a temporary banner for Market Days on the west side of the Courthouse (off the balcony) for 4 days a month for 10 months. Banner would be put up on the Thursday before the event and taken down on the following Monday (March- Dec). Motion by Easley to approve Certificate of Design Compliance for the use of a temporary banner for Market Days for ten four-day periods a month. This is compliant with Section 9.12 of the Guidelines. Second by Burris. Approved 7-0. 5. Request for Certificate of Design Compliance for exterior renovations, streetscapes and landscape additions, and signage at Main Street Baptist Church Annex, 911 Austin Ave. Owner/Applicant: Main Street Baptist Church, Jim Cummins Agent: Don Tew and Associates. Don Tew made the presentation. Applicant proposes to renovate the exterior, new roof (metal) and a provide a landscape buffer of the subject building, previously Don Hewlett automobile dealership. Agent explained the exterior renovation would include the addition of brick and a plaster-like (EFIS) façade, with a finish that is intended to be similar, but not identical, to Main Street Baptist Church building. Nunn had a concern regarding the durability of efis material. Agent explained that it tends to minimize cracking. Nunn questioned that 2 feet is a very low wainscot, and is likely to show wear in relatively short period. Discussion of brick pavers instead of the stamped concrete commonly used. Commission recommends pavers for safety reasons. Applicant, Jim Cummins and Tew agreed to change to brick pavers instead of the stamped concrete sidewalks. Agent proposed concrete benches for street furniture. Commission recommended that the street furniture (benches) be designed to match the current style of Burma teakwood used by the City in the downtown area. Agent and applicant agreed. Extensive discussion was held regarding applicant’s effort to tie building design to the “federalist” architecture of Main Street Baptist Church, and difficulty with which that was represented because of the long and low existing structure that the applicant wishes to maintain. Concern was that the style may not fit the space, and the applicant was asked to rethink many aspects, including the effect that the design would have on the existing Austin Avenue streetscape, among other things. Motion by Howe for applicant to take into consideration comments of the Commission and re- present his proposal (when applicant is ready). Second by Easely. Approved 7-0 2/28/02 HARC Minutes Page 3 of 3 6. Discussion of the Commission’s Training Fund. Commission may consider requesting a consultant’s aid on the Main Street Baptist Church case. 7. Leane suggested changing the March meeting date from the 28th to the 21st.
