A new flat fee for residential sewer service was given initial approval by the City Council in January. Final approval is scheduled for the February 13 meeting. The flat fee is similar to an access charge for Internet service or trash collection. For residential and small commercial customers in the City, the new monthly charge is $29.25. The fee is $33.60 for residential and small commercial customers outside the City. The new sewer charge will take effect with April billings. The new fee structure allows a 20- percent discount for low-income residential customers who can pro- vide documentation that a perma- nent resident in the household is a Medicaid recipient. For households that qualify, the low-income in-City charge is $23.40, and the low- income out-of-City charge is $26.88. This volume-based rate reflects increased impact on the wastewater treatment system by industrial and large commercial users. These customers are served by larger-diameter wastewater lines are charged correspondingly higher rates. The new flat charge removes the need for an averaging period, as well as any link between water usage and the sewer charge for residential or small commercial customers. The flat fee also eliminates a subsidy from commercial to residential cus- tomers, includes the full cost of state-mandated repairs to the sewer system, and provides a better way to equitably share sewer system costs, most of which are fixed and not based on volume.
