Lee, City Secretary; Micki Rundell, Director of Finance and Administration; Amelia Sondgeroth, Director of Planning and Development; Bobby Ray, Chief Development Planner; Ed Polasek, Chief Long -Range Planner; Dave Hall, Building Official; Melissa McCollum, Development Planner; Carla Benton, Development Planner; Karen Frost, Administrative Manager for Planning and Development Called to order by Mayor Nelon at 04:01 PM A Presentation by Alan Glen of Smith, Robertson, Elliott and Glenn, Legal Counsel for the Williamson County Conservation Foundation, regarding the Williamson County Regional Habitat Plan Alan Glenn introduced Acting Williamson County Commissioner Jack Noble, Annette Todd, and Connie Watson from Williamson County, as well as David Hartman from Smith, Robertson, Elliott and Glenn. Glenn told Council the Foundation was created by the County in 2002 as a 501(c)3 organization to find regional cooperative solutions regarding endangered species. He noted that Councilmember Eason is a member. He said they have received a $1 million grant to develop a regional habitat conservation plan for Williamson County. He said the money was a part of a nationwide pool of $12 million, the second largest grant of its kind issued in the country. He also said the Foundation received $1.3 million to acquire some Round Rock ISD property where there are caves, and other grant money for mitigation in the Williamson County Regional Park. With a slide presentation, he reviewed the Preliminary Regional Habitat Conservation Plan. He said this would be an eighteen -month to two year process. He noted the organization will have oversight by Texas Parks and Wildlife and U. S. Fish and Wildlife Service, and by the County Auditor's Office. He described five endangered species, and said there were numerous other "species of concern" that could be added to the endangered list. There were questions and comments from the Council. Snell confirmed that developers could go to the Conservation Foundation for an appraisal of their property regarding endangered species. Glenn noted that it would be more cost efficient for the developer to go through the Conservation Foundation than to have their project evaluated individually. Snell confirmed that if a builder had endangered species on the property he wished to develop, the builder could go to the Foundation and purchase some land to preserve species and thus give the builder the right to develop his original property. B Discussion regarding the City of Georgetown "Branding Initiative" -- Tom Yantis, Assistant City Manager Yantis reported that three community visioning sessions have been completed with over 100 citizens participating. He said the vision statements will be synthesized by a task force that will meet this week, City Council Meeting Minutes/October 25, 2004 Page 1 of 3 Pages then GX Creative will tai., zhe visions and develop a "brand" to represent u to City. He noted that people can also have input on the initiative through the City website. He said the project is on -track to have a new "brand" created by January, 2005. C Staff Overview of proposed Unified Development Code Amendments -- Bobby Ray, Chief Current Planner and Amelia Sondgeroth, Director of Community Development Nelon summarized the process to be accomplished. Sondgeroth said staff recommends 39 proposed areas of revision, as recommended by the Planning and Zoning Commission. She said the Historic and Architectural Review Commission has requested that an item regarding color and how it relates to the architectural form modulation of a building be considered. There were questions from the Council. The Mayor summarized that the citizens could contact their councilmembers to relay their concerns regarding the amendments. D Update from Del Webb on the prospective sale of approximately 2,500 acres of land known as "the Northern Lands" generally located north of Sun City Gary Newman of Del Webb noted to Council that this property was addressed in the 7th amendment adopted on June 1, 2003. He described it as 2300 acres to the north and west of the current Sun City Development. He said the new area will be identified as Waterstone Development. He distributed a fact sheet about the proposed development. He introduced Bob Wunsch of Waterstone Development, who noted that he had supplied the Council with information about the proposed development, saying this development will be similar to the current development of Avery Ranch, with houses ranging from $130,000 to over one million dollars, along with commercial development. He said a percentage of money from the sale of each lot will go to Georgetown charitable donations and a site will be donated to the YMCA. He said there will be one access off Williams Drive and two or three accesses off Parmer Lane. He said there will be a "town center" where the development would like to have some public buildings such as a branch library, fire station, and police sub station. He said there have been discussions with the school district regarding the size and location of the schools in the area. There were questions from the Council. Bob Richardson of Richardson, Verdoorn, displayed a board showing the requested land use revisions to the Century Plan.
