Members Present: Bob Perry, Dennis Morgan, Gary Hamilton, George Brown, Joseph Warner, Marty Buchanan, Patrick McCaslin Members Absent: None Staff Present: Travis McLain Minutes Regular Meeting 1. Call to order. Chairman Brown called the meeting to order at 7:00 P.M. 2. Consideration and possible action to approve the Minutes of March 15, 2010, meeting. Dennis Morgan: I have a few corrections: on fifth paragraph of the first page, change “physical” to “fiscal”; and first paragraph of page 3, change “FISDO” to “FSDO” and write out full name. Patrick McCaslin: I make the motion to accept the minutes of March 15, 2010. Dennis Morgan: I second the motion. Motion approved 7-0. 3. Airport Manager’s Report: A. February 2010 Monthly Income and Expense Reports Travis McLain: The 100LL sales were up +11.8% over March 2009. Jet sales were up +7.5% over March 2009. The fiscal year October-March 2010 the 100LL sales down 6% from the last fiscal year and Jet sales are down 11.2% verses last fiscal year. March 2010 compared to Febru ary 2010: 100LL sales up 35% and Jet fuel sales are also up 35%. The net revenue for March 2010 was almost 74% above net revenue for March 2009. Airport operations were up 7% over 2009 and 24% over the daily average in February. This was the first increase in six months. Crude oil price continues to increase, on April 9, 2010 the Self Service Avgas price increase from $4.00/gallon to $4.15/gallon. B. Report on Council Actions Travis McLain: On March 23, 2010 Council approved the R.A.M.P. (Routine Airport Maintenance Project) grant application. C. Report on Improvements to Airport Streets Travis McLain: Airport Street Rehab Project – We opened bids on April 13, 2010 and received four bids. Low bid was Yantis Construction of San Antonio; in the a mount of $ 251,696.00. The Engineer’s estimate was $277,929.00 with a budget of $311,112.00 This is a 50 -50 matching grant from TxDOT. D. Georgetown Airfest Travis McLain: No report. 4. Consideration and possible action to adopt a response to the Boards and Commissions 2010-11 Budget Input Questionnaire. Travis McLain: We provided a summary of everyone ’s comments. If there is no objection, we would like to summit it to the Finance Division. Dennis Morgan: Motion to recommend that Travis submit the Airport Advisory Board’s responses to the Boards and Commissions 2010-11 Budget Input Questionnaire to the Finance Division. Patrick McCaslin: I second the motion. Motion carried 7-0. 5. Consideration and possible action to recommend the proposed Airport rates and charges adjustments to the City Council at a workshop on May 25, 2010. Travis McLain: The commercial Land Lease is $0.20 sq. ft. per year. We lease a lot to an individual so that you have parking, setback, landscaping requirements, like any other business in Georgetown and not just the footprint of the building. They are 20 years with a 10 year option with lessee and at the end of the 30 years the improvements revert to the City of Georgetown. Every five years there is a CPI-W adjustment. The last adjustment was in 2005. All the increases would be to cover inflation. (Review handouts on Land Leases, Hangars, Tiedowns & wholesale fuel prices). In regard to Self Service Avgas, we give a 10% discount to commercial operators who pay in advance with a max of $0.31. Patrick McCaslin: Motion to recommend that the Airport Advisory Board propose the airport rates and charges adjustment to the City Council at the workshop on May 25, 2010. Marty Buchanan: I second the motion. Motion approved 7-0. 6. Consideration and possible action for setting Agenda Items for the May 16, 2010, meeting. Agenda item(s) for the May 16, 2010 meeting: A.
