the Airport Advisory Board

The Airport Advisory Board of the City of Georgetown, Texas, met on Monday , April 16, 2007.

Minutes
Regular Meeting
1. Call to order.
Chairman Paul Smith called the meeting to order at 7:00 P.M.
2. Consideration and Approval of Minutes of March 19, 2007, meeting.
John Hopper: Motion to approve the minutes of March 19, 2007.
Katherine Woods: I second the motion.
Motion approved 6-0.
3. Airport Manager’s Report:
March 2007 Monthly Income and Expense Reports
Travis McLain: Since February 1, 2007 the avgas cost has increased $0.9877 a gallon and jet fuel
$0.3831 a gallon. On April 1, 2007 we increased the avgas price to $3.50 a gallon and on April 16,
2007 we increased the avgas price to $3.75 to maintain the margin.
Report on Noise Study and Master Plan Update
Travis McLain: No report.
Report on Council Actions
Travis McLain: No action.
Report on Control Tower
Travis McLain: The Control Tower equipment has been installed. The only thing left are the final City
inspections for fire, electrical, HVAC, and then the Certificate of Occupancy. Two other things we are
waiting for is the FAA to relocate the AWOS equipment from the Terminal building to the Control
Tower (the FAA owns the AWOS). Also, we are waiting for the FAA final inspection of the Control
Tower, to be scheduled later this month. So far there is no date scheduled to physically move the
equipment. The new beacon has been up on the tower for over a week. The FAA also plans to move
the RTRO transmitter/receiver into the tower.
Report on the Aviation Museum
Paul Smith: There has been no action by the new Board Chairman, Bill Martin. Next week we plan to
meet with the Sun City Aviation Club and we will be able to discuss the museum, the tower and
funding.
Daryl Dressler: Where is the Museum on funding/quest for money?
Paul Smith: They have seed money, but they need ten times more; it will be a ten million dollar
project. I will keep you posted on the progress; I expect to know more by May.
Report on Airport Safety
None.
Report on Airport Construction Projects
Travis McLain: The installation of the 4 Box PAPI (to approach 18) is finished and the radio controller
is working properly.
Report on Airport Signs
Travis McLain: The airport directional signs are completed and a new pedestrian directional sign in
front of the terminal indicating every building and your location.
Paul Smith: They look good.
Katherine Woods: They are really nice.
General Information Items
Travis McLain: The Central Texas Airshow has offered to donate $50,000 to the Airport Fund for
Tower costs, to which the City Council will consider this item on May 8, 2007. The purposed uses for
the funds are:
1) Airport’s 10% match for the cost of the equipment $13,681.60
2) Install a remote AWOS monitor in the Terminal $ 2,500.00
3) Remove trees from the Tower “Line of Sight” $10,000.00
4) Relocate the Civil Air Patrol Building $10,000.00
5) Install new Taxiway Identification signs $ 8,000.00
$44,181.60
4. Citizens Wishing to Address the Board
None.
5. Report from Sub-committee on Airport Security Cameras
Van Chandler: Before Christmas, Daryl Dressler recommended looking at airport security a little more
closely. He and I did research as to how to improve airport security. We investigated some infrared
camera equipment and we found they have the same problem as our exiting cameras (not revealing
license plates). They promised better cameras, but they were no better than the first one. Over the last
month we looked at more exotic camera technologies and we found the “REG-L1” made in Canada.
These cameras are used all over the world. They recommended the distributor, Anixter, of Austin; and
the cost is $3,000.00 per camera and installations estimated at $500.00 each.
Travis McLain: There will be an eight day record log.
Trey Tapararuskas: Have we discussed with law enforcement, Georgetown Police, as to what their
validity is?
Travis McLain: Yes. We were able to identify a construction truck that tore up a culvert at the front
entrance (daytime) and contacted them and their insurance.
Trey Tapararuskas: I can’t imagine too many occurrences that would not add up to $11,000.00 -
$15,000.00 very quickly. So even though it is more expensive than what we had discussed, it still seems
like a reasonable cost.
Travis McLain: TxDOT has a grant program called “routine airport maintenance” (50/50 grant) and that is
how we paid for the first camera set up (50/50).
John Hopper: Essentially, one month’s fuel sales could pay for it.
Katherine Woods: It sounds like this is something we should pursue, especially if we get matching funds
from TxDOT.
Trey Tapararuskas: Does anybody know anything about the distributor, Anixter, especially since they
were highly recommended by this company?
Van Chandler: They are supposed to contact me tomorrow.
Paul Smith: Let’s put this on the agenda for the next meeting and then we can take a vote and send a
recommendation to the council.
6. Consideration and possible action to recommend upgrades to the Airport Closed Circuit TV
Cameras.
Paul Smith: Tabled until May 2007 meeting.
7. Consideration and possible action for setting Agenda Items for the May 21, 2007, meeting.
Paul Smith: Agenda item(s) for the May 21, 2007 meeting:
A. Airport Manager’s Report.
B. Discussion of Security Cameras.
C. Consideration and possible action to recommend upgrades to the Airport Closed Circuit TV Cameras.
Paul Smith: A couple of things for a matter of interest:
1) There’s a Texas Aviation Conference, in Corpus Christi, on April 18-20, 2007.
2) Also the Texas Aviation Association will have a conference in Waco on April 27-28, 2007, visit TXAA.org
