Members Present: Daryl Dressler, John Hopper, Katherine Woods, Tim Sullivan, Trey Taparauskas Members Absent: Paul Smith, Van Chandler Staff Present: Travis McLain Minutes Regular Meeting 1. Call to order. Vice Chairman Tim Sullivan called the meeting to order at 7:00 P.M. 2. Consideration and Approval of Minutes of July 17, 2006, meeting. Katherine Woods: Motion to approve the minutes of July 17, 2006. Daryl Dressler: I second the motion. Motion approved 5-0. 3. Airport Manager’s Report: July 2006 Monthly Income and Expense Reports Travis McLain: On July 7, 2006 the price of Avgas increased to $3.80 per gallon and on August 4, 2006 Avgas increased to $4.10 per gallon. Report on Noise Study and Master Plan Update On July 26, 2006, City Manager, Paul Brandenburg sent a letter to the FAA (R. Clark) requesting they reconsider not allowing VGSI mitigation to obstruction on private property (18 approach) and stating justification. Report on Council Actions Travis McLain: City Council requested the Airport Advisory Board reconsider action on the Mandatory Construction clause of the Airport Ground Lease. This is an action item later in the meeting. On July 25, 2006 the City Council approved the contract for the Tower Equipment with L-3 Communications ILEX Systems, Inc. in the amount of $123,871.00. Notice to proceed effective September 1, 2006. Installation to begin April, 2007. Completion date is May 18, 2007 (260 day contract). Assistant City Manager, Tom Yantis briefed Council on Airport Safety issues and steps the City has taken: 1) Air Traffic Control Tower; 2) Fly Friendly Program; 3) Install 4-Box PAPI (Visual Glide Slope Indicator) to Runway 18; 4) Airport accident statistics. Report on Control Tower Travis McLain: The first pre-cast panels are to be poured on Tuesday, August 22, 2006, at 3:00 A.M. The erection of the pre-cast panels is scheduled for September 25, 2006. Final completion of the tower is scheduled for April 11, 2007. Report on the Aviation Museum No report. Report on Airport Safety Travis McLain: One report filed. (copy provided) Report on Airport Construction Projects Travis McLain: The restriping of 18-36 and the parallel taxiways was finished on August 8, 2006. The installation of the 4 Box PAPI is scheduled for September 25 – October 20, 2006. Report on Airport Signs Travis McLain: The airport signs are still in the design phase. The company is having problems finding the right sizes (way-faring signs); this is their first airport project. General Information Items Travis McLain: Nothing tonight, unless there are any questions. 4. Citizens Wishing to Address the Board None. 5. Consideration and possible action to recommend revisions to the Mandatory Construction section of the Airport Ground Lease. Travis McLain: The City Council deferred action and asked the Airport Advisory Board to consider several Council recommendations. (See attachment) Daryl Dressler: Motion to approve and accept the recommended revisions to the Mandatory Construction section of the Airport Ground Lease. John Hopper: I second the motion. Motion approved 5-0. 6. Consideration and possible action for setting Agenda Items for the September 18, 2006, meeting. Tim Sullivan: Agenda item(s) for the September 18, 2006 meeting: None, other than the Airport Manager’s Report. 7. Adjourn. Katherine Woods: Motion that we adjourn.
