Members Present: John Hopper, Katherine Woods, Paul Smith, Tim Sullivan, Van Chandler Members Absent: Trey Taparauskas, Daryl Dressler Staff Present: Travis McLain Minutes Regular Meeting 1. Call to order. Chairman Paul Smith called the meeting to order at 7:00 P.M. 2. Consideration and Approval of Minutes of June 19, 2006, meeting. Van Chandler: Motion to approve the minutes of June 19, 2006. John Hopper: I second the motion. Motion approved 5-0. 3. Airport Manager’s Report: June 2006 Monthly Income and Expense Reports Travis McLain: On June 16, 2006 the price of Avgas increased to $3.70 per gallon and on July 7, 2006 Avgas increased to $3.80 per gallon. Tim Sullivan: I noticed a big drop in fuel sales. Has activity at the Airport slowed down? Travis McLain: Yes sir, that’s a perfect indication of the number of operations and activities at the airport. The fuel price has increased all over the market. Paul Smith: I was at Signature a week ago and they have the same comments; people cannot afford to fly. John Hopper: Do we know the number of operations at the Georgetown Municipal Airport? Travis McLain: Once we get the tower that will give us a count. We are currently an uncontrolled airport and the count would only be a guess. Tim Sullivan: I did not realize it, but after the fuel spike in 1999, we’ve only gone from 120 to 130 count. So in six years the increased traffic at this airport has only been in the 10,000 or less range. Things have not changed much in six years. Travis McLain: Yes sir, you can see in the fuel sales that traffic has gone down. Report on Noise Study and Master Plan Update We received the FAA’s response to the Obstruction Mitigation proposal – FAA Form 7460-1; and we met with TxDOT and Chuck Willis and discussed options and how we should respond. I have since drafted a response to the FAA and right now it is being reviewed by Tom Yantis, Chuck Willis, and the TxDOT representatives. Basically, we are going to take care of all the obstructions that are on Airport property. The questions are what to do with obstruction on private property. Report on Council Actions Travis McLain: On the Board’s recommendation to the revisions to the Mandatory Construction clause of the Airport Ground Lease, the City Council had questions and comments. They asked me to bring it back to the Board and then back to them in 60 days. I am waiting for the City Attorney to do her revisions first. One of the questions was should we do liquidated damages or charge them every time they ask for an extension. Another question, what if a lessee gets his slab poured or 20% completed but he’s running out of time and the Council for whatever reason does not grant an extension and what becomes of the improvements he has made? I could not imagine a Council doing that because it’s to the Airport’s best interest that the project be completed. The City Attorney is working on these questions. Report on Control Tower Travis McLain: The Contractor is on schedule. They have poured the piers and cap to the foundation (couple weeks ago) and Friday they poured the casting bed for the precast panels (60 ’ x 20’). All water and waste water lines are in and electrical contractors have put in trenches. Report on the Aviation Museum Paul Smith: I met with the Texas Aviation Historical Museum Foundation and they have a very impressive Board of Directors. Some museums struggle to get exhib its, but they are going to have many things and are very organized. Currently they are looking at fundraising and activities. Report on Airport Safety Travis McLain: We received only one written comment and it will be presented at next month ’s meeting. On Friday, July 7, 2006, a pilot from Oklahoma City landed his Mooney on runway 36 without putting his landing gear down. He did manage to keep it on the runway and no one was hurt or damage to the asphalt. Don Dison’s crew had their equipment out there within thirty minutes and the plane pulled off the runway by 11:00 p.m. I want to say on record, what a great job Mr. Dison’s crew did, they were very professional and efficient and I am grateful for their services. Then on Monday, July 10, 2006, a P iper Warrior from one of the flight schools, had engine failure and went down into the trees, north of the airport. Both student and instructor climbed from the plane. Again, by 6:00 p.m. we had the plane cleared and in the hangar. Katherine Woods: Is this a trend or have you seen more this year than the previous years? Travis McLain: Incidents just seem to come in bunches when they happen. Before this physical year it was five years ago during the last air show at the airport. John Hopper: Do we get copies of the FAA reports on incidents that occur at the Georgetown Municipal Airport? Travis McLain: No sir, we do not get copies from the FAA. You can get copies on the National Transportation Safety Board (http://www.ntsb.gov) website, but it may take some time to get posted to the website. Paul Smith: I think what Travis is relating to is that the FAA will investigate these incidents but actual reports you may not get for some time. Information as to what caused the incident you may not be able to get. Travis McLain: The AOPA might be a good place to start to get more information. Paul Smith: I will also try to get some daily reports. Report on Airport Construction Projects Travis McLain: Bids have been opened for the installation of the 4 Box PAPI and the restriping of 18-36 and the parallel taxiways. We hope to have these done by the end of September. Report on Airport Signs Travis McLain: The contractor still needs to submit his designs. General Information Items Travis McLain: Avgas price increased to $3.80 per gallon on July 7, 2006. John Hopper: At the June meeting of the Sun City Aviation Club, Bill Gunn, Director of Systems & Training for TxDOT, presented a program and had many positive comments on the Georgetown Municipal Airport. I think the record should reflect that. 4. Citizens Wishing to Address the Board None. 5. Consideration and possible action on the Airport Security Audit. Travis McLain: (Review of the Airport Security Audit was presented.) The Board recommended that the following security items be included in the next TxDOT Grant Project. A. Additional signage be installed on all entrance gates B. Trim areas of excess growth along perimeter fencing 6. Consideration and possible action for setting Agenda Items for the August 21, 2006, meeting. Paul Smith: Agenda item(s) for the August 21, 2006 meeting: A. Mandatory Construction Clause 7. Adjourn.
