Members Present: Arnold Wieder, Chris Cagle, Don Pfiester, Howard Fomby, John Bader, Mark Dietz, Tim Sullivan Members Absent: None Staff Present: Travis McLain Minutes Regular Meeting 1. Call to order. Chairman Mark Dietz called the meeting to order at 7:00 P.M. 2. Consideration and Approval of Minutes of September 20, 2004, meeting. Arnold Wieder: I had a suggestion/change, on page 3, item (9); it should be “300 brochures from the FAA, not AOPA”. Chris Cagle: Page 2 item (5), “Don Pfiester: What about the rules for taxing”, it should be taxiing. Don Pfiester: Motion to approve the minutes of September 20, 2004 (as corrected). Arnold Wieder: I second the motion. Motion approved 7-0. 3. Airport Manager’s Report: A. September 2004 Monthly Income and Expense Reports Maintenance Equipment: 1) NDB Repair $ 412.90 2) Jet Pump Repair $ 351.50 3) New Static Reel $ 204.25 B. Noise Study Update: Coffman has replied to the FAA comments and is currently waiting for response and approval. Master Plan Update: The Airport Master Plan Planning Advisory Committee (PAC) Meeting is Monday, November 22, 2004, 1:30 P.M., at Fire Station No. 4 to review the draft of the Master Plan. C. Report on Council Actions Council authorized staff to begin contract negotiations with PBS&J on the tower design on September 28,2004. Council authorized the Mayor to sign a resolution requesting an additional $150,000.00 enti tlement grant from TxDOT for the rehab project, on October 12, 2004. We pay 10%. D. Civil Air Patrol Update Trying to restart remodeling and they’ve cleaned outside. Mark Dietz: They cleaned inside also. E. General Information Items None. 4. Citizens Wishing to Address the Board None. 5. Discussion and possible action to recommend that Council approve the request of Trinity Aviation to assign the Lease at 212 Stearman Drive to First Texas Bank. Travis McLain: Gary Shipman, owner of Trinity Aviation is requesting assignment of the Lease at 212 Stearman Drive to First Texas Bank. Howard Fomby: Motion to recommend that Council approve the request of Trinity Aviation to assign the Lease at 212 Stearman Drive to First Texas Bank. Chris Cagle: I second the motion. Motion approved 7-0. 6. Discuss the Airport Road construction project. No action. 7. Discussion and Possible action on recommendation for Airport Layout Plan, Rules & Regulations and Minimum Standards. No discussion. 8. Discussion on the Updated Master Plan. Arnold Wieder: What happened to the suggested helicopter operations? Mark Dietz: The helicopter recommendations were forwarded to the consultant. 9. Discuss the Airport Safety Observation Report and Methods to Promote Airport Safety. Arnold Wieder: We didn’t have any airport safety observation reports for this meeting. We received 300 copies of the runway safety publication from the FAA; Travis has displayed them at terminal lobby and at some of the FBO’s, and we all have a copy. Howard Fomby: There’s a new church to be built on Airport Road. I talked to Paul Brandenburg, he requested direction from the AAB for a letter from the City, letting them know, that building a church next to the airport is not controlled by the City, it’s not zoned by the City, but it is in complete violation of the FAA guidelines for land use next to an airport. We need to communicate to them and express the City’s wish that they not build a church next to the airport, informing them of the dangers and the noise issues associated with that. So, if they decide to build, and chose to build next to the airport, at least we have established prior communications. Tim Sullivan: Why is it a violation? Howard Fomby: The FAA has land use guidelines, and the worst land use is for churches, schools, and other institutions such as hospitals; largely for the safety purposes and noise issues. In this particular location, anyone coming off and turning quick final for 18 or 36 will come straight over the church at a very low altitude. Mark Dietz: The Master Plan should identify non-compatible uses. Tim Sullivan: Is this a new church? Mark Dietz: I do not know; but there is a sign up. Don Pfiester: We should notify the church that yes: there is an airport here, it is noisy, and they will be located right under the traffic pattern for all runways. Chris Cagle: There are ways the building can be insulated more efficiently with extra insulation because of the noise factor. Tim Sullivan: Do we know who they are and where do they come from? Mark Dietz: We need an agenda item for next month. Arnold Wieder: How high will the church steeple be? Howard Fomby: I will follow up and get information for next month. Mark Dietz: How many months have we been doing the Safet y Observation Report? Arnold Wieder: November will be six months to evaluate. 10. Discuss Airport Museum. No discussion. 11. Consideration and Possible Action for setting Agenda Items for the November 15, 2004, meeting. A. Discussion and possible action on the construction of a church on Airport Road. B. Discussion and possible action of the Airport Safety Observation Report and Methods to Promote Airport Safety C. Discuss the Airport Road Construction 12. Adjourn. Don Pfiester: Motion that we adjourn. Howard Fomby: I second the motion. Motion approved 7-0.
