Members Present: Don Pfiester, Howard Fomby, Jeff Gilbert, Jerry Fye, John C. Bader, Mark Dietz Members Absent: Dennis Daley Staff Present: Travis McLain Minutes Regular Meeting 1. Call to order. Chairman Fye called the meeting to order at 7:00 P.M. 2. Consideration and Approval of Minutes of September 23, 2002, meeting. Motion by Pfiester and seconded by Fomby to approve the minutes of the September 23, 2002, meeting. Motion approved 6-0. The 3-minute rule applies. If you have signed up to speak, you will have 3 minutes to speak; if a Board member asks you questions, you will be allowed to speak. 3. Airport Manager’s Report: A. September 2002 Monthly Income and Expense Report (attached) B. Status of the Airport Security Subcommittee 1. Minutes of October 2, 2002 in the packet. 2. Next meeting is November 6, 2002. Don Pfiester: Do we have a security problem? Tim Sullivan: The Airport itself is not an issue; what is in the airport is! How to protect planes and property. Terrorists really could not be stopped. Hope to prevent damage to property and planes. Don Pfiester: Are there regular Police patrols? Tim Sullivan: No Don Pfiester: Could there be? Jerry Fye: AOPA Website: Airport Watch Program. Awareness can help. Tim Sullivan: Other general aviation airports do a lot more than we can ever do. But good ideas should come from the committee. Jerry Fye: Planes have to be chained to ground at an Arkansas airport. Tim Sullivan: How we secure planes is important. Howard Fomby: Terrorists cannot be deterred by locks or fences. Key pad entries really not effective. Security can help prevent random thefts and/or vandalism. Tim Sullivan: We are trying to secure and protect planes and property. Howard Fomby: Small planes are fragile, easy to damage/vandalize. Prevent random access to the planes. John Bader: We should not be concerned by real terrorist, but the airport could be more secur e from vandalism/theft. Mike Zucker: Badge control at gates? What is the cost? C. General Information Items. 1. Georgetown Pilot’s Association will purchase a 15’ Bat Wing Shredder for the Airport = $9,000.00 Jerry Fye: Acknowledge Georgetown Pilot’s Association for their donation, notify Beth Jenkins. 2. Council will consider the $450,000.00 Entitlement Grant after Councilman Snell completes his Airport Discussions. City must notify TxDOT by July 2003, and sign the agreement with TxDOT by September 2003. Mark Dietz: Could Fye report on Councilman Snell’s meetings? Jerry Fye: Meetings are rehashing old issues. Howard Fomby: “The mood of the Council, No Airport business until Snell finishes.” The mood may have changed a little, moving to a middle ground. Snell does not support closing the airport but growth needs to be controlled. Mike Zucker: People are worried about what could happen at the airport in the future. Jerry Fye: Presented the Board’s motion to update the Master Plan. We’ll report to Council after each board meeting. 4. Can the Airport be closed or moved and at what cost and/or impact? Don Pfiester: Presented “Airport Closing Project Report”. (Attached) Jerry Fye: What to do about the report. Present it to Council and Councilman Snell ’s meetings on Wednesday, October 30, 2002. Board to present to Council. 5. Identify the top 5 issues facing the Airport and the City regarding the Airport. Mike Zucker: Would like an opinion from the City Council regarding the Board ’s By-Laws. Need direction from the Council. There are things that we can do to help with noise and safety. Resolve issues about tower and traffic increases. A tower would regulate traffic and safety. A hush house would solve engine runup noise. What is the capacity of the airport? How many planes could be based? Jerry Fye: C. Snell’s conversations: issues are safety, closing/move, noise, attracting centex airport. Don Pfiester: What type of business can the airport attract that are not noisy? Howard Fomby: The Airport could increase property values if the right types of businesses are brought to the airport. Don Pfiester: What is Economic / impact of the airport? Howard Fomby: Control of the airport is an issue. Council is sensitive to this. The Cit y has control but have not defined what to do with the airport. The City does not have a mechanism to manage the airport in an intelligent manner. Jerry Fye: Role of the Airport Advisory Board in managing the airport. Role of the Airport Manager in managing the airport. Role of the Council in managing the airport. Jeff Gilbert: Address the noise and property values first. Howard Fomby: Why a control tower if we want to close the airport. How to address fear of noise. Jeff Gilbert: Tower should be a safety issue. Jerry Fye: Airport to Council re: Active Management of Report, economic impact. 6. Citizens Wishing to Address the Board. None. 7. Consideration and Possible Action on Agenda Items for the November 25, 2002, meeting. A. Acknowledge Georgetown Pilot’s Association B. Address Airport Staff C. Airport Noise D. Airport Management Discussion Group E. Standing update on Snell’s meeting F. Safety G. Consideration for December meeting, December 16, 2002 – discuss at the November meeting. 8. Adjourn.
