Members Present: Dennis Daley, Don Pfiester, Howard Fomby, Jeff Gilbert, John C. Bader, Mark Dietz Members Absent: Jerry Fye Staff Present: Travis McLain Minutes Regular Meeting 1. Call to order. Vice Chairman Dietz called the meeting to order at 7:00 P.M. 2. Consideration and Approval of Minutes of July 22, 2002, meeting. Motion by Pfiester and seconded by Daley to approve the minutes of the July 22, 2002, meeting. Motion approved 6-0. 3. Airport Manager’s Report: A. July 2002 Monthly Income and Expense Report (attached) B. Travis to follow up on Council’s response to AAB questions about adjusting the internal service charges C. Break-ins at the airport involved small hand tools, an air compressor and other small items in Hangars H,I, and J D. Status of the F.A.R. Part 150 Noise Study. Council to consider Noise Exposure Maps on August 27, 2002 council meeting. E. Status of Control Tower. Council to consider Consultant selection on August 27, 2002 council meeting. F. Council approved the Airport Security Subcommittee on August 13, 2002. First meeting tentative for September 11, 2002. G. Council approved a 10-year lease with Cannon Aviation for 304 Terminal Drive. H. Still waiting on an answer from Scott & White on their proposed lease I. R.L. Quinn had questions regarding AAB’s position on grants and the proposed control tower: Quinn: Did the Airport Advisory Board recommend the Tower? Dietz: The Board took action in support of the Tower. Chairman Fye wrote a letter. Quinn: Personal research to make community aware of the val ue of the airport. Is the Board making recommendations to Council about zoning? Dietz: Not at this time. Quinn: Land use controls are a part of the PART 150 Noise Study. The Airport is a part of the community. Fomby: The Control Tower and Grants are two separate issues. The Board supports the tower and supports the tower grants Public Safety is the issue. Daley: Berry Creek has developed 70 new lots. 4. Consideration of and possible action to recommend that the Council approve the Lease Assignment from A.S.M. to First State Bank-Bremond. Motion by Don Pfiester to recommend that Council approve the Lease Assignment from A.S.M. to First State Bank-Bremond. Seconded by Howard Fomby. Motion approved 6-0. 5. Consideration of and possible action to recommend that the Council approve the Lease Assignment from Banner Aerospace to Texonco Capital, LLC. Lease is currently at 16 cents/sf /year for 12 more years. Motion by Dennis Daley to recommend that Council approve the Lease Assignment from Banner Aerospace to Texonco. Seconded by John Bader. Motion approved 6-0. 6. Discuss the letter from TxDOT, Aviation Division dated July 16, 2002, and receive public input. Fomby: Report on Berry Creek Meeting. Statements made by Fulton. 1. Cannot move or close the airport 2. Unlikely to receive FAA approval 3. To restrict growth, City can refuse to pay for the infrastructure. 4. Control Tower: FAA has done a study on Georgetown’s need for a tower. City is 33% over minimum; TxDOT cannot tell the city it should have a tower. 5. Commercial traffic: no, not realistic. 6. Tower similar to a traffic light at a busy intersection, Safety issue. Howard Fomby and John Bader recounted personal close calls at the Georgetown Municipal Airport. Dennis Daley: Questioned Mr. Fulton about the definition of unjust discrimination in grant assurances, and how it affects Georgetown’s? Matter of interpretation. Howard Fomby: Mr. Futon was asked about why TxDOT was not forcing Austin to meet its obligations to GA at Bergstrom? Fulton replied that the City of Austin deals directly with the FAA, so TxDOT has no control over the situation. Don Pfiester: Grant Assurances: Land acquisition perpetuates assurances forever. Should apply for Grant funds. Who pays? Federal grants from trust fund, which is funded by taxes on passenger tickets and aviation fuel. Revenue from the Airport must go back to the airport. The Airport pays for itself, with funding coming from airports rents, leases, fuel charges and other user fees, unlike other City departments that use the general fund revenues. John Bader: Good Turnout, varied responses. TxDOT helped present the facts. Dennis Daley: Fulton supports aviation. Opponents do not want to close, only to control and operate safely. Don Pfiester: Fulton’s closing remarks: Georgetown will continue to grow, as will the airport. The City can limit Airport growth to some extent. Should work together to solve problems. With or without the tower, the airport will grow. Tim Sullivan: Tower funded by the FAA until B/C ratio falls below 1.0. Fear of lower property values. Don Dison: Employees live and spend money in Georgetown. The Airport payroll is $3,000,000.00. The aviation community has done a poor job of promoting the Airport. Gary Hamilton: Sun City is a member of PAC; we should complete PART 150. No need to spend money on the tower design, since we can just use the existing designs for towers that have already been built. I enjoy the airport. John Bader: Although it would help to look at existing designs, we will have to spend money on a tower design in order to make sure the design meets City codes. Beth Jenkins: Touch and go traffic is not the only problem. The aircraft mix is part of the problem. Quinn: Safety rating of the airport is greater than 99%. $1.00 spent equals $1.50 in economic impact, asset. Mark Dietz: Not good communication among aviation community. AAB should take a greater role. Do not agree that Noise Exposure Maps will reduce property value. Federal funds would be available for mitigation if the noise study is approved. Howard Fomby: Encourage people to attend the Airport Advisory Board meetings. By being a part of the process, they can learn more about airport issues and contribute to future decisions. 7. Discuss the revised Summary to Chapter Two, Aviation Forecasts, of the F.A.R. Part 150 Study and receive public input. Mail to PAC; check accuracy of summary. 8. Citizens Wishing to Address the Board. Don Dison, AIM Aviation: Educational involvement of airport businesses - Promotes awareness of aviation job opportunities beyond being a pilot - Promotes community awareness of the airport’s positive economic impact on Georgetown - Presentations at High School and Ninth Grade Center on Career Day - Elementary school field trips - Internship at the High School - All airport businesses participate in the education of students. 9. Consideration and Possible Action on Agenda Items for the September 23, 2002, meeting. - Discuss Master Plan Update - Discuss the timing of C.I.P. scheduled capital improvements and their impact on the overall airport budget - Discuss coordinating with Planning and Zoning 10.
