F Public Hearing on 1997/98 Proposed Annual Operating Plan (Budget) -- Susan Morgan
Morgan gave an overview of the proposed 1997/98 Budget, explaining the rapid growth
and need for expanded services. Morgan explained how the City receives its revenue and
how the funds would be spent.
William P. Mulock, 3021 Addie Lane, asked that the City Manager's salary be put in the
Budget. He also asked for instructions to show the public how to understand the budget
document.
The public hearing was closed at 7:17 p.m.
G Action on Executive Session Items
Executive Session was deferred to the end of the meeting.
H Mayor, Council, City Manager, and staff comments and reports
Valdez asked about a letter from Chief Deputy Constable R. B. Rabe concerning parking
spaces around the courthouse being reserved for the constable's office. Hart responded
that parking is difficult for everyone, and that Council policy has historically been not to
reserve spaces around the courthouse.

annexation petition requirement to the public review final plat procedures and the legal
property status requirement to the detailed development plan format -- Clyde von

von Rosenberg read the caption of the ordinance on second reading. Motion by Bain
second by Valdez to approve Ordinance 97-35. Approved 6-0.
CC Second Reading of an ordinance to Rezone 11.5 acres in the John Berry Survey, from A,
Agricultural to C -2A -Restricted, Commercial First Height or Any More Restrictive
Classification, located on the North IH -35 Frontage Road and County Road 190 --

Walsh read the caption of the ordinance on second reading. Barton noted that he had
voted against this ordinance on first reading and would vote against the second reading.
He recounted that the seated Council in 1996 spoke of planning to protect areas that were
annexed, and in his opinion, this is not being done if the mobile home sales are allowed
to continue. Hoyt asked for and received confirmation that the zoning declaration for
restaurants and hotels also includes manufactured home sales. She also asked and was
told that the intensity is graded at Level 6.
Motion by Hoyt, second by Valdez to approve Ordinance 97-36 on second reading.
Approved 3-2. (Barton and Burson opposed, Bain abstained)

HH Consideration of a Variance to the Subdivision Regulations for Village of River Bend,
Block A. Lot 1, located at 222 Village Drive -- Thomas Bolt and Ed Barry
Bolt explained that the applicant is requesting to place a storage shed in a platted 20 -foot
setback. He explained that staff is recommending denial of the request because there is
other sufficient land on the lot on which to locate the shed. Bain asked why the applicant
wanted to place it on the setback and was told that it was an attempt to allow the fence to
shield the sight of the shed.
Motion by Hoyt, second by Bain to deny the variance. Tie vote of 3-3. Tie vote broken
by Mayor Wood. Approved 4-3 to deny. (Opposed by Barton, Burson and Valdez).

JJ Consideration of authorizing the Mayor to execute a development agreement with The
Campbell/Georgetown No. 1 Limited Partnership relative to the development of
approximately 226 acres -- Bob Hart
Hart gave a brief background for considering Items JJ through QQ. He explained that all
of the issues had not been resolved. Hart explained that the construction of the
realignment of Shell Road was very important to the completion of the Inner Loop. He
said the Campbell Company would initially dedicate a 30 -foot easement within the
proposed Shell Road right of way for utility construction. He said it is planned for HEB
to construct the two western lanes of Shell Road that borders their property, build a
temporary realignment of Sequoia Spur, until Shell Road and Verde Vista are completed
to the Campbell tract, and at that time, Sequoia Spur would be abandoned to the adjacent
property owners, HEB and Dicotec Corporation. He said the completion of Verde Vista
is necessary to obtain access to the Dicotec land. He said that staff recommends that the
Council approve the Campbell Tract Development Agreement and Items KK, LL, and

MM; and suggested that Council defer Items NN, 00, PP, and QQ until the remaining
issues concerning development on the HEB tract are resolved.
Richard Ferrar, representing the Campbell Tract, told Council he would be happy to
speak in regard to the Concept Plan if they had any questions. Council had no questions
regarding the Concept Plan.
Bain asked for an explanation of the details of the Development Plan. Banks told him
that the Agreement deals with the dedication of the right of way for the Shell Road
realignment and construction of a portion of Shell Road. She explained that other road
construction would take place at various points. Bain asked for and received
confirmation that, according to state law, the City would be responsible for the
construction of the entire road beyond that being done by the Campbell Company.
A lady in the audience asked why Verde Vista was being extended. Hart suggested that
would be explained during the discussion of Item M.
It was decided that Barry should give an overview of all of the connected items on the
agenda concerning these issues. Hoyt asked about the interconnectivity of the streets.
Barry reminded Council that the City policy is to integrate neighboring roadways for
ease of movement throughout the community. He used as an example the recent
completions of Northwest Boulevard and Dawn Drive, which have relieved some of the
traffic on Williams Drive. Barton asked about the timing of the Verde Vista and Sequoia
Spur projects. Barry noted that when all of the new Shell Road is constructed, Verde
Vista would be extended, and the newest addition of Sequoia Spur would be eliminated.
Ferrar added further detail to the explanation of the proposed street projects. He
explained that Campbell Company has dedicated much more right of way than necessary
in order for Shell Ranch Development to obtain City utilities. In answer to Wood's
question, Ferrar predicted a five-year timeframe for the completion of the proposed street
build -outs.
Jim Knight, representing HEB, reconfirmed that there would be a meeting next week to
work out the final details. He requested that the first reading on the HEB Development
Agreement be considered at tonight's meeting in order to meet contractual obligations
with the Campbell Company.
James Anagnos, 166 Penny Lane, said he spoke as a representative of his neighbors in
Gabriel Estates, saying they had expected to be annexed, but never expected that Penny
Lane would be made a thoroughfare to relieve traffic from Williams Drive. He asked
that the apartment complexes be placed on the Inner Loop, not on Penny Lane.

Randy Weisbrod, 101 Teri Court, said he has a twelve-year daughter who is blind. He
said she rides her bicycle and plays in the neighborhood. He knows that his fourteen
neighbors are aware of her and is concerned about the increase in traffic if Penny Lane is
opened.
Former Mayor Bill Connor, as Vice Chairman of the Board of the Wesleyan Homes, said
that Wesleyan Homes has acquired property along Williams Drive. He said they are
grateful for the Campbell development, including HEB, saying that their projects will
enable the wastewater line to be completed.
Robert W. Jackson, Jr., 700 W. Sequoia Spur, said he is not opposed to the proposed
developments, but said he is concerned that the temporary Sequoia Spur cut -through
would become permanent to accompany the development of the Dicotec property. He
also asked that a specific method of calculating the impervious cover be used when
development occurs.
Bruce Stokes, 704 Esparada Drive West, said he is concerned about the safety issues
involved in diverting traffic off of Sequoia Spur.
Ferrar noted that HEB would be putting in a traffic light which would help the safety
issue.
Deanna Young, 703 W. Sequoia Spur, asked Council to ensure that the blockade at
Sequoia Spur becomes permanent.
Roxanne Valdez, 705 W. Sequoia Spur, asked that Sequoia Spur be permanently blocked
and the variance be allowed to the Dicotec property to allow all commercial traffic to
access from Williams Drive rather than through the subdivision.
Hoyt and Bain asked to review the sequence of the proposed street projects. Hart
explained that the existing Cedar Breaks Road is to be a section of the Inner Loop, so
Shell Road would be realigned to connect with Cedar Breaks as it meets Williams Drive.
He said that when the HEB property is platted, the developer will be required to
construct the western two lanes of the new Shell Road, and during that time, a small east -
west section of Sequoia Spur would be constructed by HEB, to temporarily relocate
Sequoia Spur until Verde Vista is completed.
Motion by Barton, second by Valdez to approve the development agreement. Approved
6-0.

Hart explained that the issue for this item is that the realignment of Shell Road would
deny access to Lots 3 and 4 of the Dicotec property. He said that because of its
relationship with the vacation of the Sequoia Spur right of way, this item should be
deferred also.
Motion by Valdez, second by Burson to defer this item to the next Council Meeting.
Approved 6-0.
RR First Reading of an ordinance amending Ordinance 97-33 establishing standards for
wireless communications facilities within Georgetown -- Bob Hart
The ordinance was read by Murray Blackman. Motion by Hoyt, second by Bain to
approve this ordinance on first reading. Approved 6-0.
